5. VIABILTY & FINANCING OF PROJECT
• High Capital Cost will impact Viablity
• HSR being a dedicated line; High demand risk due to higher tariffs compared to
conventional rail
• Emphasis on other alternatice revenue sources like real estate revenues, carbon
credits, cross subsidy from road/air travelers
• High capital costs of HSR make it a financing challenge & hence GOI may not
fully fund the corridors, hence funding by multilateral & bilateral funding
agencies
• Most State Govt. will have to raise finance by extra levies, real estate etc. for part
funding
