The Menace of Corruption in Pakistan
8.MENACE OF CORRUPTION ā€“ MAJOR IMPEDIMENT
IN GOOD GOVERNANCE
Introduction
1.The word corruption is derived from the Latin word corruptus which means, "to break". In the layman use, corruption means, the misuse of delegated
power for personal gains. National antiā€“corruption strategy (NACS) has defined the corruption as;
"A behavior on the part of the office holder in the public or private sector whereby they improperly and unlawfully enrich themselves or those close to
them or induce others to do so, by misgiving the position in which they are placed". Theoretically, it is a behavior that deviates a person from
established values, principles, conventions and laws. It is usually divided into three broad categories i.e. petty, grand and political corruption. The petty
corruption is linked to the low down salaried class. Also, sometimes referred as 'facilitating payments', the reason for this type of corruption is to fast
track the clerical procedures. Generally, in low income societies this sort of corruption is somehow acceptable, as it is perceived a necessity to fulfill
the legitimate needs. The grand corruption is related to upper class of the society usually high level administration. The greed and lust for power are
the basic stimulus for this type of corruption. As it the corruption of the strong and influential class, it requires very strict accountability laws to stop
the grand corruption. The political corruption is associated to policy makers, usually the

Corruption in China
While corruption is said to generate inefficiency and retard growth in a country (Ackerman, 1997), China manages to deliver astronomical economic
growth amidst rampant corruption (Li, Peng, 2001). To explain China's puzzle, the essay first focuses on the causes of corruption and why it has yet to
be eradicated, and then analyzes its economic impact in the short and long run. The rise of corruption in China can be attributed to the structure of its
economic institutions. Starting off with a unified system where resources are uniformly allocated by the central government, largeā€“scale
decentralization market reforms in the 1970s like the "fiscalā€“contracting system" endowed local officials with high control over the use of public goods
(Zhou,...show more content...
Some say that the Chinese government allows tolerable corruption to motivate officials so that they do not have to reward them in other materialistic
ways that are incongruent to the benevolent image of the party (Fan, Grossman, 2000). Antiā€“corruption activities only target on exposing and punishing
smaller cases to appease the masses while corruption at the higher levels is often left unscathed (Pei, 2007). Despite the high levels of corruption,
investors do not seem to be deterred from doing business in China. Some believe that corruption acts as an effective "grease" to speed up the many
layers of bureaucratic inefficiencies for starting of businesses in China (Meon, Weill, 2008). Furthermore, the policy of regional competition in China
has caused the competitive lowering of bribes in order to attract businessmen with a lower "unavoidable cost" of doing business in the region. (Li,
Peng 2001). Another reason would be the high predictability of corrupt practices in China (Campos, Lien, Pradhan, 2001), to the extent where investors
factor "bribes and gifts" as a portion of their budget. Hence it does not appear as a deterrent to businesses when they enter the market (Dickson, 2008).
Corruption due to "Guanxi" is also explained to enhance efficiency, because "Guanxi" contributes to high levels of public trust that encourages business
ventures due to the availability of valuable information that reduces uncertainty (Li, Wu

Corruption In Culture
Why corruption is rampant in sport?
Corrupt Culture
Corruption has always existed in society and no country will get rid of it entirely. Many people considered that political corruption is a cultural issue.
Some of them also stated that gift giving is part of our culture and often be used to quibble their corrupt acts (Larmour, 2012). However, people should
not confuse gift giving with bribery or corruption and culture should not long be the excuse of culture. In fact, it is unreasonable to assume that political
culture are inherently corrupt and rooted in any society. Political leaders violate social and political norms do not mean that there are no norms (Alatas,
1968). Corruption in politics is the result that political leaders rationally make and economically calculated. In this situation, culture does not play a
vital role in this decision. Since corruption is not a cultural circumstance in politics, antiā€“corruption programs might be efficiently implemented. This is
because the prevention will not focus on the changes of culture, instead it could aim at the vulnerabilities of a particular moment in corruption history.
However, corruption in sport is different from political corruption that there exists a specific and vulnerable environment for corruption. It is mentioned
by Boniface (et al., 2012) that most players are trained and live in a closed environment. Under the tremendous pressure from medical advisors and
sports management, their behavior are controlled and

Ways to Combat Corruption
WAYS TO COMBAT CORRUPTION
Corruption ā€“ defined as 'the abuse of public power for personal ends ' ā€“ has always existed.
Corruption occurs when organisations or individuals profit improperly through their position in an activity, and thereby cause damage or loss. The
most disquieting aspect of the widespread corruption is the fact that it is not anymore confined to politicians or the government machinery alone. It is
prevalent amongst almost every section of the society at every level.
Corruption hampers national, economic, social and political progress. It reduces competition and efficiency. This results in lowering of effectiveness,
productivity and fair competitiveness.
Corruption flourishes because it is a lowā€“risk,...show more content...
21.The system of eā€“governance should be introduced.
22.Complete transparency, accountability and easy accessibility at all rungs of Government can go a long way in solving the problem.
23.Discourage and curb corrupt practices and not fall in line with illegal means to get a favor.
24.Getting work done in speedy and easy manner, the people should in no way bolster corruption.
25.It is to be remembered that proffering bribe is also crime.
26.Foster your wards in a most selfless, moral, and altruistic manner.
27.Never try to get a favor from government schemes which are unconcerned to you in any way.
28.Never strive to get easy money, it is an unbecoming act.
29.Never fall prey to the corrupt politicians for their money and wine.
30.Develop spirituality in heart to become a good citizen.
In the ultimate analysis, the best solution to combat corruption is to practice what the Taitreya Upanishad preaches. Let us come together, let us enjoy
together, let our strengths of knowledge come together, let there be light, let there be no poison of misunderstanding or hatred. Then we will achieve
success and peace. That way lies progress.
Advice abounds on ways to combat corruption but what matters is choosing and using one policy consistently. A Chinese proverb quoted in the context
of protecting from corruption seems especially apt:
The acid test ... is not so much the measures that have been formulated, but the

Pros And Cons Of Global Corruption
Global Corruption
Corruption can be defined as "the abuse of entrusted power for private gain. It can be classified as grand, petty and political, depending on the
amounts of money lost and the sector where it occurs." Bribery, extortion and embezzlement are the three principle versions of corruption. For
instance, an employee of a firm who is in charge of purchasing functions takes some amount of money from a supplier (bribery), in which that same
employee ensures the payment for the products to be above the usual price. Then the residuary amount between the actual price and the turgid price
after bribery would get siphoned off by the employee and the supplier (embezzlement). If it's the case of political corruption, an exemplifying scenario
can be, some government officials use their positions to extort payments from some government regulated firms. Expectably, economic corruption
impairs development and political corruption depraves prospering governance. Unfortunately, both of these types of corruption continuously persist all
around the world .
Every year, Transparency International publishes a Global Corruption Index analyzing each country's projected corruption predicated on the scope of
bribery, illegitimate government expenditures and absence of antiā€“corruption regulations . For the last few decades, some countries have been
continuously occupying the end of the list together. By the end of last year, the top three most corrupted countries were Afghanistan, Somalia and
North Korea. Almost all of Afghanistan's widespread corruption is connected to misuse of aid money that was provided to the country by international
entities. The Afghan government in 2012 promised to put efforts to diminish the problem, however because of the fact that public officials are the
largest beneficiaries from corruption, there is not much of significant improvements has been made towards corruption reduction . Somalia has
experienced similar issues as well. One of the World Bank reports showed that within the matter of 2 years, the aid money that Somalia received which
is around $130 million . Furthermore, Somalia's private companies have been reportedly paying certain fees to the government officials in exchange of

CRITICALLY EXAMINING THE IMPACT OCORRUPTION ON THE AFRICAN ECONOMIES: PUBLIC COICE THEORY
INTRODUCTION
Africa is perceived as the `Eden garden` because of its abundant wealth in copper, aluminium, gold, diamond, crude oil, but it is one of the most
underdeveloped regions worldā€“wide due to corruption, which is a major constraint to wealth creation and African economic growth. Public choice is all
about applying the methods of economics to the study of politics. Corruption can be resolved by incorporating insights from the theory of public choice
into the design and execution of the new antiā€“corruption programs. The insights include the introduction of relevant rules, reforming existing laws and
institutions, providing more effective and...show more content...
The other one states that corruption enhances economic and political development, and according to the other, corruption is a significant constraint to
development and modernization. Corruption has the ability to `grease` the wheels of bureaucracy making it more responsive to the private sector, thus
increasing the ability of entrepreneurs to take part in wealth creating activities.
Paying bribes to the right officials can provide deprived groups access to political markets hence improving their ability to participate in governance. As
argued by Leff (1964:8) and the other scholars (e.g. Byley: 1966), corruption can be utilized to enhance the potential of entrepreneurs to gain access to
government regulators and participate fully and effectively in public policy formulation and implementation.
While corruption has made a few civil servants politicians and entrepreneurs rich, overall, it has started the creation of wealth and severely limited the
government's ability to deal effectively with poverty and deprivation. Corruption has failed to improve access to governance to many people in Africa,
more especially to women, rural dwellers and those living an urban periphery.
Its major accomplishment has been to provide resources to elites, enhancing their ability to monopolize political spaces and allocation of resources.

Corruptions Of Foreign Public Officials Act
Corruptions of Foreign Public Officials Act (CFPOA) stills needs develop to tackle corruption
The criminal liability of corporations is continuing to develop, and it is still finding its perfect shape. Prior to the 1940s, it was ruled that corporations
could not be criminally liable based on the statement that corporations have "no soul to be damned; no body to be kicked" . This rule was then
replaced by the identification theory, where the corporation would be held criminally liable if the human actor who committed the crime was the
directing mind of the corporation . The identification theory was the replaced with the recent amendments to the Criminal Code, expanding and
redefining the circumstances in which corporations may be held criminally responsible under the Code . This last amendment was even described as
"revolutionary." The same evolution happened with the antiā€“corruption and antiā€“bribery rules in the Canadian legal system, as they continue to develop.
Prior to 1997, foreign bribe payments were not only legal, but even taxā€“deductible as a legitimate business expense. On December 17, 1997, Canada
signed the OECD Antiā€“bribery convention, and Parliament passed the CFPOA to implement Canada's obligation under the OECD Antiā€“Bribery
Convention into Canadian Law. With the adoption of the CFPOA which received Royal Assent on December 10, 1998, the Government of Canada
deposited its instrument of ratification with the OECD on December 17, 1998, thereby becoming a party

Corruption During The Cold War
Speaking about corruption in the international realm was a taboo before the end of the cold war. But the end of the cold war has led to the
consolidation of democracy, political stability, and respect for the rule of law, as well as effective development and expansion of open and competitive
markets. In the recent years, especially from late 1980's, the phenomenon of corruption has received a great deal of attention from the international
community. In fact, the degree of attention attributed to combat corruption has been unprecedented, that the efforts made at the international level has
paved the way for the negotiation and adoption of five legally binding international antiā€“corruption instruments within a span of seven to eight years

Thesis On Graft And Corruption
Introduction
Graft and corruption has always plagued most, if not all, governments across the globe. According to the 2015 Transparency International's Corruption
Perception Index (CPI), 68% of countries worldwide have a serious corruption problem. Also, not one single country, anywhere in the world, is
corruptionā€“free. CPI is a survey done on the prevalence of public sector corruption worldwide. It ranks and scores the more than 150 participating
nations every year in terms of its perceived levels of corruption.
When talking about graft and corruption, the Philippine experience is also one that is very interesting to look at. As a country, it has a long history of
graft and corruption paired with erring public servants.
According to...show more content...
Though in other publications (World Bank, 2000; Hutchcroft, 1998; PIDS and Philippine APEC Study Center Network, 2006) , the word 'graft' is used
interchangeably or together with 'corruption'. The use of the term 'graft' seem to be unique to literature that discuss corrupt behavior and practices in
the Philippine setting.
Graft and Corruption in the Philippines
The realization that corruption equates to the abuse of the rights of Filipino citizens to better government services has also sparked many national
campaigns and movements which sought to reduce corruption in the country. One of the most historic of these movements is the People Power
Revolution in 1986, the iconic peaceful assembly of millions of Filipinos to overthrow a corrupt dictator and restore freedom and democracy to the
country.
Just this year, the nation has celebrated the 30th anniversary of the People Power Revolution. But several years after this powerful show of force of
the masses, it seemed as if corruption has still managed to sift through the potholes of our national and local

The Anti- Corruption Of Bangladesh
Since the independence, Bangladesh has achieved commendable progresses in terms of socioā€“economic and governance. Corruption is still a major
obstacle towards development and good governance. There have been several institutions in the country established to fight corruption in the country.
The Bureau of Antiā€“Corruption (BAC) was established in 1957, during which Bangladesh was East Pakistan. This bureau was the first institution
established to fight corruption. Corruption was identified as a crime under the Code of Criminal Procedure, 1898 as well as Prevention of Corruption
Act 1947 and the Antiā€“Corruption Act 1958. Unfortunately none of the above was effective to address the issue of corruption in the country. During

According to this amendment the organization had to seek government approval to investigate and file a case, therefore it limited the operational
capacity of the commission. Based on the complaints from the lawmakers from all over the country, an amendment was made that allowed the
commission to be more independent and not subjected to the government approvals for their investigation. Although the commission is independent by
law, in practice the politicians and civil society have turned their attention to the selection process of the commission leadership. (Global Integrity,
2010) According to Hechler et.al (2011), the commission has been active during the tenure of the caretaker government and has filed many cases
including top political leaders. However, due to the elections in December 2008, many cases were dropped. In 2010 a set of recommendations were
proposed that could limit the powers of the commission by providing a provision of seeking approval from the government prior to the investigation,
which was withdrew through campaigns by civil society and media. (Transparency International, 2012) The Office of Comptroller and Auditor General
(OCAG), the Supreme Audit Institution (SAI) of Bangladesh is tasked to audit government receipts, and public spending and to determine if the
expenditures have produced value for money in government offices, public bodies and statutory organizations. The Comptroller and

Combating Rampant Corruption Of Italy
The Law
In November 2012, the Italian Chamber of Deputies passed Antiā€“Corruption Law 190 for the purpose of combatting rampant corruption in Italy. The
law established the Commissione Nazionale per la Valutazione, la Trasparenza e l'IntegritŠ“ delle Amministrazioni Pubbliche as the antiā€“corruption
authority in Italy. The law and authority go hand in hand.
Purpose
This national anticorruption authority (CIVIT) was tasked with implementing and overseeing standards on public officials to prevent corruption. The
authority was also constructed to ensure that public officials would comply with all initiatives and guidelines set by the authority. It was also to
determine the causes of public sector corruption and the necessary steps to fix consistent problems. It also needed to cooperate with international
antiā€“corruption bodies and report to parliament on the effectiveness of its initiatives. It is held accountable for progress made in the fight in Italy's
public sector corruption.
Implementation
All public administrations are required to create an antiā€“corruption plan and adopt a code of conduct for employees to prevent corruption. A
compliance officer is then placed to ensure that all guidelines are followed and that the created plan was implemented. The officer also makes sure the
plan complied with the authority. If the plan was not respected by employees, it would lead to sanctions and further disciplinary actions.

Political Corruption Essay
All throughout history one thing that has consistently stayed prominent throughout the world is political corruption. Political corruption can be
surveyed as when a ranking government official use their power to make illegitimate gains in their private life. However, to define political corruption
would be an illicit act done by an elected official that institutes political corruption if the act is unswervingly correlated to their authorized
responsibilities, which is also done beneath the color of law or encompasses trading in influence. Political corruption doesn't always happen, but it has
had a pattern throughout history and is the biggest problem in the world at any given time. Corruption comes in many different forms and not just

This is particularly common in countries where selfā€“governing establishments are feeble or absentminded. Sequestered rather than public benefits
command procedure. This means a moral line has been crossed. Administrations cannot act without restrictions, and democracy cannot function. Our
trust in politicians is injured. We can try to move away from immersion with how we are administered. Then political exploitation lingers unconstrained.
As governed people the thought of can this problem solved comes into question. Political corruption can feel intimidating and farā€“off. People need to
call on their legislators and public administrators to be responsible for their activities. Can people really have faith in them if they do not let their
constituents know what they are undertaking? People must mandate that they put in place protocols which will force them to act openly. Then
corruption has nowhere to hide. And the faith in the political progression will be restored. When influential leaders act visibly, showing their
constituents undoubtedly what they do, then people can make knowledgeable selections when they vote. And politicians can be held accountable once
selected. From popular assemblies to big organizations, civil culture has a vigorous part to play. Then the governed people can display polling
operations and parties' actions. If government possessions are illā€“treated, somebody must report

Corruption In The Progressive Era
The Progress movement or as many refer to as the Progressive era, was a time frame where Americans joined in varying groups to advocate reform
across the United States. To elaborate, Progressives believed in widespread change for child labor, industrialization, government, racial reform, and
women's rights. Countless stories of corruption in these areas were brought to light in the Progressive era mostly due to the published writings of
Muckrakers. Muckrakers, were journalists who wrote for popular magazines that attempted to expose corrupt political activities from their
investigative journalism. Furthermore, I will discuss and compare these groups and their attempts for changes in the rights of child labor, women,
acknowledgment of corrupt government practices, racial relations, and industrialization reform. Muckrakers were one of the most successful groups
during the Progressive era, their main goal was to raise awareness of social issues apparent in American society. Thus, their main goal was to bring
justice to groups such as child labor. Primarily, the reporters found child labor laws as one of their most significant ventures in bringing justice to the
community. Following publicized stories of child endangerment, unfair wages, grueling hours, and even death Progressives sought to intervene and
were highly successful in making headway on regulating child labor. During the 1916 labor case, federal law proved successful in the Keatingā€“Owen
state of affairs that gave

Š’Ā« Corruption: The international evolution of new management challenges "
School year 2013 ā€“ 2014
Introduction
Since the phenomenon of globalization, companies that decided to broaden their horizons have to face multiple challenges and their management
functions need some adaptations. While going abroad, companies may become concerned with the subject of corruption that makes the business with
foreign countries even more complicated. Even if there is a willingness to fight and reduce the corruption across the world, companies must be aware
that this subject exists and must take it into account while dealing with foreign companies, their efforts to understand and adapt to local corruption

In order to draw that line companies should look at three different aspects. First, the international laws about gifts and bribes must be carefully
analysed. Second, companies should gather information in regard to what is permitted by the local culture. Last but not least, companies must look
carefully at their CSR strategy in order to see which kind of gifts there are ready to accept in order to be in line with their core values.
After analysing those three aspects, companies will be able to draw a line between gifts and bribes, using an ethical relativism or an ethical absolutism
(Bricoe, Schuler and Tarique, 2012). This list must be integrated to a gift policy (antiā€“corruption code; see Appendix 2) that must to be well
communicated, accepted and used by all members of the company. In top of that, the company should put in place controls system in order to check if
the antiā€“corruption code is respected. The role of the international human resources management function is therefore crucial. The IHRM function
needs to understand the different cultures the company is dealing with, to tolerate the cultural diversity while avoiding moral recklessness. This will
ask the managers to conduct deep researches about the cultural differences and to train people concerning the antiā€“corruption code.

Argumentative Essay On Political Corruption
Power tends to make people corrupt, and the more power a person has the more corrupt they tend to become. Political corruption is when people from
the government use their power for their own benefit, and the corrupt individual can suffer negative consequences, such as jail time. Corruption is a
topic that not a lot of people seem to be interested in or want to discuss. Corruption in governments has been a problem for thousands of years, and it
negatively affects our society. It negatively affects society because it destabilizes society and endangers our ethical values and justice. Corruption
makes our government weak, and it makes people suffer by government officials being able to take advantage of the public resources that are
available to us. Corruption is wrong and needs to be dealt with, and the best way to do that is by passing antiā€“corruption laws and finding solutions
that can completely destroy corruption. Political corruption is an illegal act that occurs when members of the government use their power for personal
use, it's wrong because the root of corruption is money and people only want to be selfish and get more money. The author states that, "politicians are
able to use their money and power to make what they want happen, but they are also able to look the other way when they are offered a great sum of
money." (Heidenheimer). Politicians are corrupt because they use their money and power to get what they want, but people can also offer them money
so that they can do what the other person wants them to do. For that reason, "politicians use bribery to fix the problems that they sometimes have
because it is the only option that they have or it's the easier option." (Roseā€“Ackerman). Politicians do use their money and personal power to fix their
own problems because that may be the only thing they can do or they just want to do things the easier way and pay someone off. Another thing that
the author states is, "It's an injustice for people while politicians get more power and money based on the wrong decisions that they make. They use
public resource as their own resources and take advantage of it." (We are all affected). Government officials are able to use our resources for their own

The Advantages And Disadvantages Of Corruption
Some previous articles have conclude that their is an advantage in political corruption but in the end proved that corruption is a severe illness of the
society around the globe. Some may see their own advantages in corruption but the word corruption itself defines its dark intentions. There are a lot of
effects of corruption in economy, society, tourism and for the individual citizens of the country which are all negative.
According to the article "The Impact of Corruption on Regime Legitimacy: A comparative Study of Four Latin American Countries" of Mitchell A.
Seligson of University of Pittsburgh stated that corruption, studied by economists have reduced "investments" and slowdowns economical growth.

They accept to do with a low quality "infrastructures". The author argued that corrupt politicians tend to build the projects for "bribes and kickbacks".
In the article it is said to be that corruption in politics happen when the budget of the government is out. It is argued that "political corruption has
particularly damaging effects on the allocation of resources because it tends to divert resources away from the function to which they would have been
allocated in the absence of corruption".
The article quoted Daniel Kaufmann (1997), "On closer examination this arguments is full of holes. First it ignores the enormous degree of discretion
that many politicians and bureaucrats can have, particularly in corrupt societies. They have discretion over the creation, proliferation, and interpretation
of counterproductive regulations. Thus instead of corruption being the grease for the squeaky wheels of a rigid administration, it becomes the fuel for
excessive and discretionary regulations. This is one mechanism whereby corruption feeds on

Argumentative Essay On Corruption
"Corruption is a cancer: a cancer that eats away at a citizen's faith in democracy, diminishes the instinct for innovation and creativity; alreadyā€“tight
national budgets, crowding out important national investments. It wastes the talent of entire generations. It scares away investments and jobs" ā€“Joe
Biden. This quote accurately describes the ongoing issue of corruption and why it's so prevalent especially in developing countries. Corruption is
defined as a practice or practices used by government officials to take advantage of their power for personal gain. This can be found in several forms
including bribery, graft, extortion, kickback, cronyism, and embezzlement. Corruption is a serious issue in today's society, and often devastates the
economy and the citizens inhabiting the country. It creates inequalities in the distribution of income and wealth. Corruption affects a nation's
development economically and politically. Not only is it unethical, but it also hinders development and undermines the principles of democracy. This
essay will discusses three main subjects or focal points: corruption in the United States through the legal system, corruption in underdeveloped
countries through the government, and the methods some are using to stop corruption.
In many ways, the United States can be viewed as one of the most corrupt countries in the world. Hit shows such as Scandal and House of Cards
depict the political world as a vicious playground, one where you can make underground moves and exchange secrets in order to elevate political
standing or achieve a specific goal. Most of the time this leads to a person's financial gains or them rising up in ranks. From the law enforcement &
court system to prisons to even the white house itself, corruption is evident. There have been several incidents in which law enforcement officials have
abused their power for personal gain. Operation Rockfish is a prime example of how the same law enforcement officials people rely on for protection
and safety can be the same ones endangering the community. In North Carolina, there was an FBI investigation formed around corrupt law
enforcement officials. It started off with Lann Tjuan Clanton, a former police officer with the

The Menace Of Corruption In Pakistan

  • 1. The Menace of Corruption in Pakistan 8.MENACE OF CORRUPTION ā€“ MAJOR IMPEDIMENT IN GOOD GOVERNANCE Introduction 1.The word corruption is derived from the Latin word corruptus which means, "to break". In the layman use, corruption means, the misuse of delegated power for personal gains. National antiā€“corruption strategy (NACS) has defined the corruption as; "A behavior on the part of the office holder in the public or private sector whereby they improperly and unlawfully enrich themselves or those close to them or induce others to do so, by misgiving the position in which they are placed". Theoretically, it is a behavior that deviates a person from established values, principles, conventions and laws. It is usually divided into three broad categories i.e. petty, grand and political corruption. The petty corruption is linked to the low down salaried class. Also, sometimes referred as 'facilitating payments', the reason for this type of corruption is to fast track the clerical procedures. Generally, in low income societies this sort of corruption is somehow acceptable, as it is perceived a necessity to fulfill the legitimate needs. The grand corruption is related to upper class of the society usually high level administration. The greed and lust for power are the basic stimulus for this type of corruption. As it the corruption of the strong and influential class, it requires very strict accountability laws to stop the grand corruption. The political corruption is associated to policy makers, usually the Get more content on HelpWriting.net
  • 2. Corruption in China While corruption is said to generate inefficiency and retard growth in a country (Ackerman, 1997), China manages to deliver astronomical economic growth amidst rampant corruption (Li, Peng, 2001). To explain China's puzzle, the essay first focuses on the causes of corruption and why it has yet to be eradicated, and then analyzes its economic impact in the short and long run. The rise of corruption in China can be attributed to the structure of its economic institutions. Starting off with a unified system where resources are uniformly allocated by the central government, largeā€“scale decentralization market reforms in the 1970s like the "fiscalā€“contracting system" endowed local officials with high control over the use of public goods (Zhou,...show more content... Some say that the Chinese government allows tolerable corruption to motivate officials so that they do not have to reward them in other materialistic ways that are incongruent to the benevolent image of the party (Fan, Grossman, 2000). Antiā€“corruption activities only target on exposing and punishing smaller cases to appease the masses while corruption at the higher levels is often left unscathed (Pei, 2007). Despite the high levels of corruption, investors do not seem to be deterred from doing business in China. Some believe that corruption acts as an effective "grease" to speed up the many layers of bureaucratic inefficiencies for starting of businesses in China (Meon, Weill, 2008). Furthermore, the policy of regional competition in China has caused the competitive lowering of bribes in order to attract businessmen with a lower "unavoidable cost" of doing business in the region. (Li, Peng 2001). Another reason would be the high predictability of corrupt practices in China (Campos, Lien, Pradhan, 2001), to the extent where investors factor "bribes and gifts" as a portion of their budget. Hence it does not appear as a deterrent to businesses when they enter the market (Dickson, 2008). Corruption due to "Guanxi" is also explained to enhance efficiency, because "Guanxi" contributes to high levels of public trust that encourages business ventures due to the availability of valuable information that reduces uncertainty (Li, Wu Get more content on HelpWriting.net
  • 3. Corruption In Culture Why corruption is rampant in sport? Corrupt Culture Corruption has always existed in society and no country will get rid of it entirely. Many people considered that political corruption is a cultural issue. Some of them also stated that gift giving is part of our culture and often be used to quibble their corrupt acts (Larmour, 2012). However, people should not confuse gift giving with bribery or corruption and culture should not long be the excuse of culture. In fact, it is unreasonable to assume that political culture are inherently corrupt and rooted in any society. Political leaders violate social and political norms do not mean that there are no norms (Alatas, 1968). Corruption in politics is the result that political leaders rationally make and economically calculated. In this situation, culture does not play a vital role in this decision. Since corruption is not a cultural circumstance in politics, antiā€“corruption programs might be efficiently implemented. This is because the prevention will not focus on the changes of culture, instead it could aim at the vulnerabilities of a particular moment in corruption history. However, corruption in sport is different from political corruption that there exists a specific and vulnerable environment for corruption. It is mentioned by Boniface (et al., 2012) that most players are trained and live in a closed environment. Under the tremendous pressure from medical advisors and sports management, their behavior are controlled and Get more content on HelpWriting.net
  • 4. Ways to Combat Corruption WAYS TO COMBAT CORRUPTION Corruption ā€“ defined as 'the abuse of public power for personal ends ' ā€“ has always existed. Corruption occurs when organisations or individuals profit improperly through their position in an activity, and thereby cause damage or loss. The most disquieting aspect of the widespread corruption is the fact that it is not anymore confined to politicians or the government machinery alone. It is prevalent amongst almost every section of the society at every level. Corruption hampers national, economic, social and political progress. It reduces competition and efficiency. This results in lowering of effectiveness, productivity and fair competitiveness. Let us come together, let us enjoy together, let our strengths of knowledge come together, let there be light, let there be no poison of misunderstanding or hatred. Then we will achieve success and peace. That way lies progress. Advice abounds on ways to combat corruption but what matters is choosing and using one policy consistently. A Chinese proverb quoted in the context of protecting from corruption seems especially apt: The acid test ... is not so much the measures that have been formulated, but the

  • 6. Pros And Cons Of Global Corruption Global Corruption Corruption can be defined as "the abuse of entrusted power for private gain. It can be classified as grand, petty and political, depending on the amounts of money lost and the sector where it occurs." Bribery, extortion and embezzlement are the three principle versions of corruption. For instance, an employee of a firm who is in charge of purchasing functions takes some amount of money from a supplier (bribery), in which that same employee ensures the payment for the products to be above the usual price. Then the residuary amount between the actual price and the turgid price after bribery would get siphoned off by the employee and the supplier (embezzlement). If it's the case of political corruption, an exemplifying scenario can be, some government officials use their positions to extort payments from some government regulated firms. Expectably, economic corruption impairs development and political corruption depraves prospering governance. Unfortunately, both of these types of corruption continuously persist all around the world . Every year, Transparency International publishes a Global Corruption Index analyzing each country's projected corruption predicated on the scope of bribery, illegitimate government expenditures and absence of antiā€“corruption regulations . For the last few decades, some countries have been continuously occupying the end of the list together. By the end of last year, the top three most corrupted countries were Afghanistan, Somalia and North Korea. Almost all of Afghanistan's widespread corruption is connected to misuse of aid money that was provided to the country by international entities. The Afghan government in 2012 promised to put efforts to diminish the problem, however because of the fact that public officials are the largest beneficiaries from corruption, there is not much of significant improvements has been made towards corruption reduction . Somalia has experienced similar issues as well. One of the World Bank reports showed that within the matter of 2 years, the aid money that Somalia received which is around $130 million . CRITICALLY EXAMINING THE IMPACT OCORRUPTION ON THE AFRICAN ECONOMIES: PUBLIC COICE THEORY INTRODUCTION Africa is perceived as the `Eden garden` because of its abundant wealth in copper, aluminium, gold, diamond, crude oil, but it is one of the most underdeveloped regions worldā€“wide due to corruption, which is a major constraint to wealth creation and African economic growth. Public choice is all about applying the methods of economics to the study of politics. Corruption can be resolved by incorporating insights from the theory of public choice into the design and execution of the new antiā€“corruption programs. The insights include the introduction of relevant rules, reforming existing laws and institutions, providing more effective and...show more content... The other one states that corruption enhances economic and political development, and according to the other, corruption is a significant constraint to development and modernization. Corruption has the ability to `grease` the wheels of bureaucracy making it more responsive to the private sector, thus increasing the ability of entrepreneurs to take part in wealth creating activities. Paying bribes to the right officials can provide deprived groups access to political markets hence improving their ability to participate in governance. As argued by Leff (1964:8) and the other scholars (e.g. Byley: 1966), corruption can be utilized to enhance the potential of entrepreneurs to gain access to government regulators and participate fully and effectively in public policy formulation and implementation. While corruption has made a few civil servants politicians and entrepreneurs rich, overall, it has started the creation of wealth and severely limited the government's ability to deal effectively with poverty and deprivation. Corruption has failed to improve access to governance to many people in Africa, more especially to women, rural dwellers and those living an urban periphery. Its major accomplishment has been to provide resources to elites, enhancing their ability to monopolize political spaces and allocation of resources. • 8. Corruptions Of Foreign Public Officials Act Corruptions of Foreign Public Officials Act (CFPOA) stills needs develop to tackle corruption The criminal liability of corporations is continuing to develop, and it is still finding its perfect shape. Prior to the 1940s, it was ruled that corporations could not be criminally liable based on the statement that corporations have "no soul to be damned; no body to be kicked" . This rule was then replaced by the identification theory, where the corporation would be held criminally liable if the human actor who committed the crime was the directing mind of the corporation . The identification theory was the replaced with the recent amendments to the Criminal Code, expanding and redefining the circumstances in which corporations may be held criminally responsible under the Code . This last amendment was even described as "revolutionary." The same evolution happened with the antiā€“corruption and antiā€“bribery rules in the Canadian legal system, as they continue to develop. Prior to 1997, foreign bribe payments were not only legal, but even taxā€“deductible as a legitimate business expense. On December 17, 1997, Canada signed the OECD Antiā€“bribery convention, and Parliament passed the CFPOA to implement Canada's obligation under the OECD Antiā€“Bribery Convention into Canadian Law. With the adoption of the CFPOA which received Royal Assent on December 10, 1998, the Government of Canada deposited its instrument of ratification with the OECD on December 17, 1998, thereby becoming a party Get more content on HelpWriting.net

But the end of the cold war has led to the consolidation of democracy, political stability, and respect for the rule of law, as well as effective development and expansion of open and competitive markets. In the recent years, especially from late 1980's, the phenomenon of corruption has received a great deal of attention from the international community. In fact, the degree of attention attributed to combat corruption has been unprecedented, that the efforts made at the international level has paved the way for the negotiation and adoption of five legally binding international antiā€“corruption instruments within a span of seven to eight years Get more content on HelpWriting.net
  • 10. Thesis On Graft And Corruption Introduction Graft and corruption has always plagued most, if not all, governments across the globe. According to the 2015 Transparency International's Corruption Perception Index (CPI), 68% of countries worldwide have a serious corruption problem. Also, not one single country, anywhere in the world, is corruptionā€“free. CPI is a survey done on the prevalence of public sector corruption worldwide. It ranks and scores the more than 150 participating nations every year in terms of its perceived levels of corruption. When talking about graft and corruption, the Philippine experience is also one that is very interesting to look at. As a country, it has a long history of graft and corruption paired with erring public servants. According to...show more content... Though in other publications (World Bank, 2000; Hutchcroft, 1998; PIDS and Philippine APEC Study Center Network, 2006) , the word 'graft' is used interchangeably or together with 'corruption'. The use of the term 'graft' seem to be unique to literature that discuss corrupt behavior and practices in the Philippine setting. Graft and Corruption in the Philippines The realization that corruption equates to the abuse of the rights of Filipino citizens to better government services has also sparked many national campaigns and movements which sought to reduce corruption in the country. One of the most historic of these movements is the People Power Revolution in 1986, the iconic peaceful assembly of millions of Filipinos to overthrow a corrupt dictator and restore freedom and democracy to the country. Just this year, the nation has celebrated the 30th anniversary of the People Power Revolution. But several years after this powerful show of force of the masses, it seemed as if corruption has still managed to sift through the potholes of our national and local

Corruption is still a major obstacle towards development and good governance. There have been several institutions in the country established to fight corruption in the country. The Bureau of Antiā€“Corruption (BAC) was established in 1957, during which Bangladesh was East Pakistan. This bureau was the first institution established to fight corruption. Corruption was identified as a crime under the Code of Criminal Procedure, 1898 as well as Prevention of Corruption Act 1947 and the Antiā€“Corruption Act 1958. According to this amendment the organization had to seek government approval to investigate and file a case, therefore it limited the operational capacity of the commission. Based on the complaints from the lawmakers from all over the country, an amendment was made that allowed the commission to be more independent and not subjected to the government approvals for their investigation. Although the commission is independent by law, in practice the politicians and civil society have turned their attention to the selection process of the commission leadership. (Global Integrity, 2010) According to Hechler et.al (2011), the commission has been active during the tenure of the caretaker government and has filed many cases including top political leaders. However, due to the elections in December 2008, many cases were dropped. In 2010 a set of recommendations were proposed that could limit the powers of the commission by providing a provision of seeking approval from the government prior to the investigation, which was withdrew through campaigns by civil society and media. • 13. Combating Rampant Corruption Of Italy The Law In November 2012, the Italian Chamber of Deputies passed Antiā€“Corruption Law 190 for the purpose of combatting rampant corruption in Italy. The law established the Commissione Nazionale per la Valutazione, la Trasparenza e l'IntegritŠ“ delle Amministrazioni Pubbliche as the antiā€“corruption authority in Italy. The law and authority go hand in hand. Purpose This national anticorruption authority (CIVIT) was tasked with implementing and overseeing standards on public officials to prevent corruption. The authority was also constructed to ensure that public officials would comply with all initiatives and guidelines set by the authority. It was also to determine the causes of public sector corruption and the necessary steps to fix consistent problems. It also needed to cooperate with international antiā€“corruption bodies and report to parliament on the effectiveness of its initiatives. It is held accountable for progress made in the fight in Italy's public sector corruption. Implementation All public administrations are required to create an antiā€“corruption plan and adopt a code of conduct for employees to prevent corruption. A compliance officer is then placed to ensure that all guidelines are followed and that the created plan was implemented. The officer also makes sure the plan complied with the authority. If the plan was not respected by employees, it would lead to sanctions and further disciplinary actions. New Penalties Under 190 Bribery became an offence Get more content on HelpWriting.net

Countless stories of corruption in these areas were brought to light in the Progressive era mostly due to the published writings of Muckrakers. Muckrakers, were journalists who wrote for popular magazines that attempted to expose corrupt political activities from their investigative journalism. Furthermore, I will discuss and compare these groups and their attempts for changes in the rights of child labor, women, acknowledgment of corrupt government practices, racial relations, and industrialization reform. Muckrakers were one of the most successful groups during the Progressive era, their main goal was to raise awareness of social issues apparent in American society. Thus, their main goal was to bring justice to groups such as child labor. Primarily, the reporters found child labor laws as one of their most significant ventures in bringing justice to the community. Following publicized stories of child endangerment, unfair wages, grueling hours, and even death Progressives sought to intervene and were highly successful in making headway on regulating child labor. During the 1916 labor case, federal law proved successful in the Keatingā€“Owen state of affairs that gave Get more content on HelpWriting.net
  • 17. corruption : the international evolution Essay CASE NŠ’Ā°2 Š’Ā« Corruption: The international evolution of new management challenges " School year 2013 ā€“ 2014 Introduction Since the phenomenon of globalization, companies that decided to broaden their horizons have to face multiple challenges and their management functions need some adaptations. While going abroad, companies may become concerned with the subject of corruption that makes the business with foreign countries even more complicated. Even if there is a willingness to fight and reduce the corruption across the world, companies must be aware that this subject exists and must take it into account while dealing with foreign companies, their efforts to understand and adapt to local corruption influencing their success of...show more content... In order to draw that line companies should look at three different aspects. First, the international laws about gifts and bribes must be carefully analysed. Second, companies should gather information in regard to what is permitted by the local culture. Last but not least, companies must look carefully at their CSR strategy in order to see which kind of gifts there are ready to accept in order to be in line with their core values. After analysing those three aspects, companies will be able to draw a line between gifts and bribes, using an ethical relativism or an ethical absolutism (Bricoe, Schuler and Tarique, 2012). This list must be integrated to a gift policy (antiā€“corruption code; see Appendix 2) that must to be well communicated, accepted and used by all members of the company. In top of that, the company should put in place controls system in order to check if the antiā€“corruption code is respected. The role of the international human resources management function is therefore crucial. The IHRM function needs to understand the different cultures the company is dealing with, to tolerate the cultural diversity while avoiding moral recklessness. This will ask the managers to conduct deep researches about the cultural differences and to train people concerning the antiā€“corruption code. Are donations to politicians and political parties a form of corruption? Should donations be prohibited? Donations to politicians and political parties appears in Get more content on HelpWriting.net
  • 18. Argumentative Essay On Political Corruption Power tends to make people corrupt, and the more power a person has the more corrupt they tend to become. Political corruption is when people from the government use their power for their own benefit, and the corrupt individual can suffer negative consequences, such as jail time. Corruption is a topic that not a lot of people seem to be interested in or want to discuss. Corruption in governments has been a problem for thousands of years, and it negatively affects our society. It negatively affects society because it destabilizes society and endangers our ethical values and justice. Corruption makes our government weak, and it makes people suffer by government officials being able to take advantage of the public resources that are available to us. Corruption is wrong and needs to be dealt with, and the best way to do that is by passing antiā€“corruption laws and finding solutions that can completely destroy corruption. Political corruption is an illegal act that occurs when members of the government use their power for personal use, it's wrong because the root of corruption is money and people only want to be selfish and get more money. The author states that, "politicians are able to use their money and power to make what they want happen, but they are also able to look the other way when they are offered a great sum of money." (Heidenheimer). Politicians are corrupt because they use their money and power to get what they want, but people can also offer them money so that they can do what the other person wants them to do. For that reason, "politicians use bribery to fix the problems that they sometimes have because it is the only option that they have or it's the easier option." (Roseā€“Ackerman). Politicians do use their money and personal power to fix their own problems because that may be the only thing they can do or they just want to do things the easier way and pay someone off. Another thing that the author states is, "It's an injustice for people while politicians get more power and money based on the wrong decisions that they make. They use public resource as their own resources and take advantage of it." (We are all affected). Government officials are able to use our resources for their own personal Get more content on HelpWriting.net

It is argued that "political corruption has particularly damaging effects on the allocation of resources because it tends to divert resources away from the function to which they would have been allocated in the absence of corruption". The article quoted Daniel Kaufmann (1997), "On closer examination this arguments is full of holes. First it ignores the enormous degree of discretion that many politicians and bureaucrats can have, particularly in corrupt societies. They have discretion over the creation, proliferation, and interpretation of counterproductive regulations. Thus instead of corruption being the grease for the squeaky wheels of a rigid administration, it becomes the fuel for excessive and discretionary regulations. This essay will discusses three main subjects or focal points: corruption in the United States through the legal system, corruption in underdeveloped countries through the government, and the methods some are using to stop corruption. In many ways, the United States can be viewed as one of the most corrupt countries in the world. Hit shows such as Scandal and House of Cards depict the political world as a vicious playground, one where you can make underground moves and exchange secrets in order to elevate political standing or achieve a specific goal. Most of the time this leads to a person's financial gains or them rising up in ranks. From the law enforcement & court system to prisons to even the white house itself, corruption is evident. There have been several incidents in which law enforcement officials have abused their power for personal gain. Operation Rockfish is a prime example of how the same law enforcement officials people rely on for protection and safety can be the same ones endangering the community.
