Project Summary
Environmental, Health, and Safety Compliance
Developed and audited compliance programs for EPA and OSHA regulations, including
PSM, HAZWOPER, HAZCOM, EPCRA, CWA, EPCRA, SPCC, NESHAP, NSPS, PSD,
MACT, Title V permitting, RCRA, NPDES, SWPPP, NSR, PCB, RMP, and TSCA
rules; BMPs, state and local regulations, NFPA Codes, industry standards and corporate
policies.
Developed EHS compliance manuals, training materials, operating procedures, and
internal protocols, for clients in a wide variety of industries.
Performed 67 comprehensive environmental compliance audits at facilities including:
petroleum refineries, semiconductor manufacturers; aerospace manufacturers; metal
treatment plants; specialty chemical manufacturers; coal and hard rock mines; and others.
Performed 23 Phase I and Phase II due diligence evaluations of facilities, including
semiconductor manufacturing, landfills, printing operations, dry cleaners, gas stations
and others in accordance with ASTM E 1527-13 standards and client specifications
Audited 15 manufacturing processes for compliance with OSHA’s Process Safety
Management (PSM) standard and developed corrective action check-lists and remedial
operator training as needed
Inspected over 200 major air emission sources for compliance with state and federal
regulations and permits.
Developed and presented detailed reports of audit findings and corrective action plans for
company management and regulatory agencies.
Calculated emissions for permit applications and emission reports for major air emission
sources in a variety of industries.
Planned and performed field sampling activities for 35 comprehensive site investigations.
Media sampled include: outdoor and indoor air; surface and subsurface soil and water;
asbestos; and vegetation. Analyzed sample results and prepared detailed reports of
sample findings, conclusions, and recommendations.

Developed work safety plans and provided on-site safety oversight of multi-disciplinary
teams for a variety of hazardous conditions and tasks.
Developed and implemented air monitoring programs for oil and gas E&P waste handling
facilities, and coordinated with operators, state and federal regulatory agencies, and
affected property owners to resolve related environmental and public health issues.
Inspected 130 oil storage facilities for compliance with SPCC requirements and followed
up with operators and regulatory agencies to correct deficiencies.
Implemented Storm Water Pollution Prevention Plans (SWPPPs) and compliance
oversight for assorted manufacturing, mining, and construction processes.
Provided expert testimony in enforcement proceedings as needed.
Worked with local and county governments to achieve compliance with ozone NAAQS.
Developed Risk Management Programs (RMPs) in accordance with CAA Part 112(r).
Developed technical reports and bid proposals for a wide variety of investigations, audits,
training, and other programs.
Emergency Response and Counter-terrorism
Developed and implemented sampling plans and action levels for air, water, and soil
following a train derailment of hazardous cargo in Minot North Dakota, as well as
numerous other spill incidents.
Planned and/or performed in six multi-agency field and table-top emergency response
exercises involving chemical accidents and attacks by chemical, biological, and/or
nuclear weapons.
Developed quick-reference manuals for federal, state, and local responders to use in the
event of incidents involving chemical or biological weapons.
Developed and presented a technical paper on Emergency Response Strategies for Spills
of Non-floating Oils at the 2001 Fresh Water Spill Symposium, Tampa, Florida.
Oil and Gas Production
Senior project engineer for field development and depletion plans. Activities included:
computer modeling of multi-phase fluid flow through non-homogeneous porous media;
estimating oil and gas reserves; developing production performance monitoring
programs; open- and cased-hole well log analysis; identification, diagnosis and correction
of anomalous well performance; forecasting production; evaluating facility requirements;
specifying core and fluid sampling and analysis programs; and performing detailed
economic analysis of short-term and long-range projects.
