Referring to the uncertain global situation, I am pleased to attach the
decision report of Eastern square project. Through this report, I have
tried to provide a concrete idea to solve the market clash. It illustrate
facts about the problem, criteria of evaluation, and recommendation with
regards to the project. Would like to thank you for the opportunity to
present the report.
4. SITUATION ANALYSIS
Alex and Nicolai are leading the project of the 700000 square foot
commercial office building in Moscow named Eastern Square project. It
was a significant project as the city has few quality office building. Alex
was leading the project for his New York based property firm EPM,
Nicolai represented its local joint venture partner, Krasny Invest. They
had an anchor tenant from American company.
In late march when pandemic hit the world, they have to stop the work.
Nicolai put forward a proposal of selling the project to an investment
firm in Kazakhstan in just $100 million which was a fraction of the
profit of estimated by them in January.
5. Alex talked to Alicia, the Managing Director of London based Insurance
Company has 33% stake in this project. In this conversation Alex confirmed
that in this situation with people allowed in the site there could be delay of 1-
3 years, and the ancho tenant is hoping to continue in Moscow with 50%
capacity. Alicia responded with the fact that delay could advantage them by
giving time for economy improvement and vaccine development, according
to her the project will be a huge success in long game.
6. PROBLEM STATEMENT
Alex is in dilemma whether to continue the project in this
uncertain global situation or selling out the project and let his
career start from scratch.

1. Continue the project obeying pandemic protocol
2. Sell the project to Kazakh Investor
9. EVALUATION OF OPTION AGAINST CRITERIA
OPTION 1:
If Alex and his team continue to work in pandemic situation then they will
face delay in project completion due to restriction in number of workers at
site, also it is riskier to work in such uncertain situation. But the delay will
give more time for the global crisis to resolve and come back to normal and
the project may success. This option will also promote Alex’s career.
10. OPTION 2:
If Alex gives up and sells out the project then he will free of
liabilities in such riskier situation of global pandemic. There
will be no loss but the profit acquired by selling the project is
very less than the profit estimated from the success of the
project. It will also bring Alex’s career to scratch.
11. RECOMMENDATION
After evaluating all options with given
criteria, the first option that is continue the
project obeying pandemic protocol seems
right.
12. ACTION PLAN
Alex and his construction team will go through the pandemic
protocol and continue the construction with allowed number people
at site.
Try to avoid delay in project completion as far as possible.
He will convince Nicolai about the scope of the project in long
game.
First focus must be the completion of the space for anchor tenant.
