Shelley Engman, FCIA, FSA, Consulting Actuary, Aon Hewitt,
Vancouver, BC. During her 33 years as a British Columbia
pensionconsultant,Ms.Engmanhasguidedmanyclientsthrough
plan designs, conversions, privatizations and reorganizations.
She is a strategic advisor to jointly-trusteed, union-trusteed and
corporately-governed pension plans in both the public and
private sectors. Ms. Engman is best known for her ability to communicate
technical information in simple and relevant terms, whether it is to boards
of trustees, boards of directors, pension regulators or plan members. She
is a frequent speaker locally and nationally on pension and benefit issues.
Paul Finch, Treasurer, BC Government and Service Employees’
Union, Vancouver, BC. Paul Finch was elected Treasurer of
the BCGEU – the second highest office – in May 2014. The
Treasurer is the Chief Financial Officer of the union, responsible
for a $50 million annual operating budget, a $52 million strike
fund, and over $108 million in assets. As BCGEU Treasurer,
Paul serves as a Trustee on the Board of Directors for the BC Public Service
and BCGEU pension plans. Prior to being elected Treasurer, Paul served
as BCGEU Vice President for a three-year term. Paul has been a long time
delegate to the Victoria Labour Council, and has served on numerous
committees with the BC Federation of Labour and the Canadian Labour
Congress. He currently serves on the Board of Directors for several non-
labour organizations, including the Metro-Vancouver Alliance. Paul has
written on economics and labour struggle, and has spoken across North
America on his experiences as a student and labour organizer, and the
broader challenges facing labour and social movements.
Nick Gubbay, FCIA, FFA, Principal, Senior Benefits Consultant
and Actuary, Eckler Consultants + Actuaries, Vancouver, BC.
Nick is an experienced group benefits consultant and actuary,
advising clients on the design and funding of their benefit
plans, and in the evaluation of liabilities associated with
retiree and self-insured disability benefits. He has consulted to
numerous single- and multi-employer benefit trusts, including with labour
representation, on a variety of benefit-related issues. Nick is currently an
instructor for the Health & Welfare Funding/Investment/Financing module
of the ATMS offered by the IFEBP.
DominiqueRoelants,ExecutiveOfficer,College,PublicService
andTeachers’PensionBoards,Victoria,BC.DominiqueRoelants
is the Executive Officer of the British Columbia College, Public
Service and Teachers’ Pension Boards, and also serves as a
director of Coastal Community Credit Union. Dominique has
a Ph.D. in Computer Science and a Bachelor of Laws from the
University of Victoria, and has been practising law part time since 2005.
Dominique was a member of the Board of Island Savings Credit Union
for six years and was chair of their Investment and Lending Committee
for three of those years. He served on the Board of the College Pension
Plan from 2001 through to 2014. For four of those years he served as the
Chair of the Board. The College Pension Board manages approximately
$4.3 billion for its over 23,000 members.
John Smith, Partner, Lawson Lundell LLP, Vancouver, BC. Mr.
Smith has a wide ranging practice covering commercial law,
securities and M&A, as well as significant trust matters. Mr.
Smith also has a long history of dealing with pension plans and
serves on the Pension Committee of a significant corporation.
A significant part of his practice is devoted to advising trustees
and other fiduciaries about the extent and discharge of their duties. Mr.
Smith is widely published, has lectured extensively, and is an adjunct
professor teaching a section of the Trusts course at University of British
Columbia Faculty of Law.
Dimitra Tsourpis, Senior Consultant, Aon Hewitt, Vancouver,
BC. Dimitra started as an actuarial analyst after graduating from
the University of Calgary with a degree in Actuarial Science.
Currently, Dimitra works as a consultant at Aon Hewitt in the
Health and Benefits practice specializing in providing advice to
multi-employerhealthandwelfaretrustsandbenefitconsortiums.
Dimitra’s experience includes: design and implementation of employee
benefit plans; managing insurer relationships with a focus on negotiating
insurance renewals, benefit contracts, and service agreements; plan
governance including financial management and vendor procurement;
and all aspects of pension, post retirement, and post employment actuarial
valuations.
