- The training can be organized by the Civil Service Institute for two days for all staff
of the four FR ministries.
- A VTC can be arranged to invite experts to speak on some subjects and share
experience.
- The content should draw heavily on the results on the functional review and
experience of the participants themselves.
- Training should be hands-on, practical: minimum lecturing, maximum practical
work.
- FR consultants can be invited to lead some of the topics.
- This teaching module can be used to provide training to other ministries.
