2.1 Mr. Genest presented the work already completed, under way and planned until
October. A paper copy of the presentation was given to every committee member and a

2.2 Mr. Jarry emphasized that coordination activities for the light rail system (LRS) following
the project launch by the Caisse de dépôt et placement du Québec Infra (CDPQ), called
the Réseau électrique métropolitain (REM), are continuing to ensure that the new bridge
can technically support the LRS. The announcement of this new project does not
change the schedule for the new Champlain Bridge, but a number of details remain to
be discussed with CDPQ Infra, and IC is very enthusiastic about this new project.

3.1 The fact that certain
cyclists fail to respect
the detour for the La
Riveraine (Route Verte)
bike path and use the
shoulder of Highway
132.
SSL has communicated the detour route to users and has
installed signage as well as applied markings in certain
sectors. SSL has informed the city of Brossard and the
Sûreté du Québec that certain cyclists are failing to respect
the detour route.
3.2 Closure of the bike path
at Rome and Simard.
To keep the bike path open and to provide users with better
views, a complete closure was not considered. However, the
signage is clear for the cul-de-sac. Even if access was
barred, reckless cyclists could still take the service lane on
the 132.

3.3 Marking of bike paths The detour route was discussed with Vélo-Québec and
determined with the cities of Brossard and Saint-Lambert.
Three-quarters of the detour is over existing dedicated bike
paths and on the other quarter (Plamondon and Panama),
SSL has set down new markings. The markings and signage
from October 2015 are currently in the process of being
modified on Plamondon and Panama further to discussions
with Vélo-Québec in order to improve user safety.
3.4 Details regarding truck
traffic (20 per day), the
type of trucks that can
use the new worksite
exit near Turenne (see
slide 23) and the effects
on rush hour in the
neighbourhood
Mr. Genest specified that the estimate of 20 trucks per day
represents an order of magnitude for a typical day at the
worksite, but does not necessarily reflect reality. Depending
on the work, the level of traffic may be higher or lower.
If this scenario is retained, adjustments will have to be made
to make the path ridable.
Mr. Pereira specified that light vehicles generally leave the
worksite between 4:30 p.m. and 5:30 p.m., and other
worksite accesses will be maintained.
3.5 Impact and duration of
bridge demolition
Bridge demolition is not included in the SSL contract. This
other project, which will last from 2 to 4 years, will have its
own impacts. How will demolition be carried out? By barge,
on the water, with jetties? Nothing has been determined for
the time being, but will be decided at a later date.
3.6 Maintaining the bus
corridor on the bridge
despite the dedicated
LRS corridor and the
project schedule
During construction of the dedicated LRS corridor on the
centre deck, buses will be able to use the shoulder lanes on
the two other decks. Once the LRS is operational, few buses
will have to use the Champlain Bridge as users will then be
using the LRS. Interregional buses will use the same lanes
as cars and the shoulder lane will be freed up again.
3.7 Duration of REM project A number of details remain to be confirmed. However, SSL
must deliver the infrastructure for the REM LRS, and the
project is expected to take from 2 to 4 years. The design
provides for bus traffic on the deck. For example, the SSL
contract includes asphalting the central corridor, but if no bus
will be using the centre deck, there will be no asphalting. The
contract does not include electrification and installation of the
rails, which is why the REM project will take from 2 to 4
years.
3.8 Incident with tow truck
and safety of worksite
access
An incident involving worksite access happened at Pointe-
Nord on L'Ile-des-Soeurs but not in Brossard. Minor
adjustments were quickly made to correct the situation.
As regards the incident with the tow truck, this had a minor
impact on such a complex project and lessons were drawn
from the event to make sure it does not happen again.
3.9 Appreciation for SSL's
transparent approach
Mr. Corrales thanked SSL for its efforts to communicate in a
transparent manner.

4.0 Presentation on anti-noise walls
4.1 Mr. Beaulac presented the proposal being discussed with the city of Brossard
concerning the anti-noise walls. The walls will be installed by the fall of 2017. The full

5.1 Wall height, vegetation
and colour
Measured from the ground, the walls will be 2.5 m in height.
Climbing plants will be planted on the highway side and
these walls will be the same colour on both sides.
5.2 Highway access
through spaces
between the walls
A fence should be kept between the spaces to prevent
highway access. Landscaping will also improve the current
situation.
Mr. Genest specified that SSL is in the process of working
out certain aspects with the MTQ, that is, the exact location
of the walls with respect to the lot line, maintenance issues,
and maintenance of the existing fence.

5.3 Details on projections
and the contribution of
Highway 132
For these acoustic studies, SSL was not required to take into
account the noise from Highway 132; that is why the
highway’s contribution was isolated and not considered in our
projections. However, the anti-noise wall will undoubtedly
improve the current sound environment for Brossard
residents. The responsibility for Highway 132 falls to the
MTQ.
5.4 Date of installation for
anti-noise walls
SSL needs to finalize coordination with the MTQ; also, the
selected option must be presented to Brossard's Urban
Development Consultation Committee, which should take
place in mid-May or in June. The wall should be built by the
end of Fall 2016.

5.5 Follow-up for lighting
and light pollution
During the work, SSL is responsible for these aspects;
afterward, the MTQ takes over this responsibility.
Infrastructure Canada followed up with the MTQ in this
regard and will get back to us shortly with an answer. The
MTQ will have to propose appropriate lighting for the type of
traffic.

6.0 Question period for the public
6.1 Changes to highway
(higher and closer) and
effect on ambient noise
Right now, there are no anti-noise walls. When these are in
place, the situation will improve significantly. The studies
factored in projections for noise from the bridge and the
ramps. Even though the bridge's profile will be higher, noise
from the bridge will be partly reduced by the safety barriers
planned for it.

6.3 Who carried out the
acoustic simulations
and what process was
used for validation and
review?
SSL carried out the acoustic studies. Since SSL is
responsible for construction and operation over a period of
30 years, it must meet the technical requirements stipulated
in the agreement. An independent engineer reviews the
studies done by SSL; a periodic review is also required under
the contract. The frequency will be specified at the next Good
Neighbourly Relations Committee meeting.

6.4 Reason for lack of walls
near Parc Voltaire and
the 132 ramp and the
bridge’s effect on
ambient noise
The wall extends to the end of the park. The acoustic
simulations took into account traffic on the bridge and on the
ramp. Noise from the bridge will be partly reduced by the
higher safety barriers on the new bridge and by the anti-noise
walls.
The city of Brossard has asked Infrastructure Canada to
extend this portion of the wall.

6.5 Issues related to the La

Mr. Genest specified that the detour route was chosen in
cooperation with the cities of Brossard and Saint-Lambert,
taking into account suggestions by Vélo-Québec, with which
discussions began in May 2015. Markings have been
reviewed in certain areas and SSL is currently finishing the
signage. As regards path condition, this responsibility falls to
the city of Brossard. Mr. Fillion said he would look into the
issue and get back to us with an answer as soon as possible.
Once construction is completed, the La Riveraine (Route
Verte) bike path will be open and a new connection will allow
cyclists to take the Champlain Bridge, which is currently not
an option. The project will improve the network of bike paths.

6.6 Reasons for choosing
2050 rather than 2020
for noise projections
These projections consider worst-case scenarios and this
horizon was imposed under the partnership agreement.
6.7 Brochure for bike paths Maps are available at Brossard City Hall.
On its website, SSL communicates the various impediments
for cyclists, drivers and navigation.
6.8 Night work and press
release
Whenever possible, SSL tries to work during the day, from 7
a.m. to 7 p.m., with employees arriving on-site around 6:30
a.m.. SSL also tries to minimize noisy activity at night, but
certain less noisy activities are possible provided they meet
noise criteria. Right now, trucks are hauling excavated soil at
night between L'Ile-des-Soeurs and Brossard. This work
should be finished by late May or early June.
6.9 The city's request to
extend anti-noise walls
for all sectors.
Mr. Fillion said he would look into the issue and get back to
us with an answer as soon as possible.
We follow up on the various requests at every meeting.

6.10 Dust deposits in pool
and air quality
monitoring
Two permanent stations are located in Brossard for
continuous air quality monitoring in the Voltaire sector. Tank
trucks regularly spray down the jetty and the worksite to
minimize dust. Air quality measurements are posted on the

7.0 Next meeting
7.1 The next meeting will take place on September 21 or 28 in
the city of Brossard. Participants will be informed of the exact
location by email one week before the meeting. This meeting
will be open to the general public and to media.
