5. Policy for enforcing of Aadhaar (Enrolment & Update) Regulations 2016,
Version 4.1 dt 30/11/2022
All the transactions during the previous month, irrespective of enrolment for new Aadhaar
or update shall be considered for assessing the deficiencies.
Tech Operations to notify the operators who were found exceeded the threshold limit fixed
for disassociation of operator ID, on the day of report generation and the operators should
be disassociated from backend on the next day to avoid chance for more rejection of
packets created by such operators and inconvenience to the residents.
UIDAI (RO/Tech Centre) shall dissociate the operator found doing grave error and inform
the Registrar for taking appropriate action. Registrar should suspend the operator within 15
days, and inform RO about the action taken on the operator. Failing which suspension will
be carried out by UIDAI RO.
UIDAI (RO/Tech Centre) shall disassociate the Operator found doing operational error(DQ
error) and inform the Registrar for taking appropriate action. Registrar to take appropriate
decision about suspension/ retraining / reactivation of the operator.

12. Action Taking on Cases as per New Policy
Operators found involved in corruption activity will be dissociated by concerned UIDAI RO, if
found guilty, post the SRC meeting and registrar should raise request for suspension of operator
based on standard reconciliation meeting recommendations within 15 days post the issue of Minutes
of SRC.
Operator found in fraudulent activity will be dissociated by UIDAI(RO/Tech) immediately as per
new policy and registrar should raise request for suspension of operator based on standard
reconciliation meeting recommendations within 15 days post the issue of Minutes of SRC.
Operator found crossing DQ error threshold will be directly dissociated by TC from backend. On
receipt of intimation from the RO, concerned Registrar to initiate appropriate action on the
operator/supervisor based on the criteria mentioned as per this policy.
Action taken report to be furnished within 30 days, failing which an additional penalty of Rs. 1
Lakh or 5 times of the financial disincentive as per the policy (whichever is lower) can be
imposed on recommendation of Standard Reconciliation Committee (SRC) reports furnished by
Regional Office (RO).

14. Re-training of Operators
As per new TTC Policy 2023, All the operators suspended as per policy for enforcing of
Aadhaar (Enrolment and Update) Regulations 2016, processes, standards, guidelines,
Data Quality and containing corrupt / fraudulent practices and subsequent policy
changes shall have to undergo fresh training and certification.
All the operators, who have been blacklisted, are never allowed to appear in certification
process.
In Fresh Training, the operators will have to go for ‘Online Training’ through training
material on LMS. After completing online training, the Operators will have to take
assessment test on LMS. After passing in the assessment test, the candidates will have to
participate in Classroom Training through identified training partner followed by
Certification Exam.
The details of Identified Testing and Certification Agency (TCA) engaged for taking the
online Certification Exam for the specified target groups will be notified by UIDAI. 14

For operators indulging in corrupt practices and suspended subsequently after due
process of enquiry, the operator certificate shall be deemed as cancelled. After the
suspension period is over, in order to associate again, the operator will have to
undergo training at LMS and then re-certification.

DOE – II (Document Error - II)
Invalid Document
• Registered Sale/ Lease/Rent Agreement issued by Notary is not valid
• Resident Certificate/ Domicile certificate should be in the name of
resident only.
• Provisional birth certificate is not valid for DOB.
• Acknowledgment slips of any govt. ID card like bhamasha card.
• School ID cards without session or issue date is not valid.
• Only front side of voter id card is not valid for POA. Both the sides of
voter id card is required for POA.
• UIDAI standard certificate issued by head teacher/up-pradhan is not
valid.
• Offline Bank statement without stamp is not valid.

DOE – II (Document Error - II)
Demographic Error
• Data in document should match with the Enrolment slip and request.
Minor addition such as explanation to address can be accepted except
in case of UIDAI Standard certificate.
• Resident's name, date of birth is not matching with the given
document.
• Address of the resident like house no, VTC etc. is not matching with
the given proof of document.
