Who are youth and
child?
■ The United Nations defines youth as the age group between 15 and 24 years,
whether in Commonwealth's definition is the range from 15 to 29 years of
age.The Government of Bangladesh defines youth as the age bracket from
18 to 35 years.
■ Bangladesh National youth policy defines youth as individuals aged between
18-35 years.
■ According to National Child Policy 2011,Bangladesh (published by Ministry of
Women and Children Affairs); ‘children’ shall include all individuals under 18.
■ The United Nations Convention on the Rights of the Child defines child as "a
human being below the age of 18 years unless under the law applicable to the

Overview■ 7th Five year Plan: 7th Five year Plan is the macro level's perspective of over
viewing several policies of several sectors.
■ This plan is given by the General Economics Division, Planning commission, Govt.
of the People’s republic of Bangladesh.
■ Main theme of this plan: Accelerating growth, empowering citizen.
■ This plan have two main parts.
1. Macro level perspective;
2. Sector development strategies.
■ Macro level perspective: it has 6 main chapter.
■ Sector development strategies: this has main 13 sectors and these 13 sectors
have 14 chapters.

■ In 7th five year plan in several chapters there have been said more and more about child and
youths.
■ In the child related issues there have been said more about the
– Child’s education,
– Child’s health, basically about physical and mental health.
– For the better education there has been mentioned to give more importance for the
betterment of the child’s health.
– To make the strategy more successful, it has been said to ensure several
incentives and several stipends for the poorer children.
■ And for the youths there has been mentioned several strategies to make the
youth more productive. For the youths several strategies are:
– To ensure secondary and higher secondary education,
– Give stipends,
– Arrange vocational jobs for the youths,
– Give money and stipends for the poor youths,
– For making the better scientific based society, it has been said to include IT
related books and to include other necessary things.

Part 1: MACROECONOMIC PERSPECTIVE:
STRATEGIC DIRECTIONS AND POLICY
FRAMEWORK
■ A macro economic perspective deals with the performance, structure, behavior, and
decision-making of an economy as a whole.
■ Part 1 broads a brief review of the implementation experience of the Sixth Plan,
implications for the 7th plan, the strategy of economic growth embedded in the various
components of this plan with four pivotal underlying themes:
i. Break out of the sphere of 6% growth and raise the average annual growth rate to
7.4%
ii. Growth will be inclusive, pro-poor, and environmentally sustainable
iii. By the end of the 7th FYP, extreme poverty will be around 8.9%
iv. All the additional labour force will be employed, including much of the under-
employed
Also part 1 depicts the progress with poverty reduction, income inequality and lagging
regions during the Sixth Plan.
■ In the Progress implementation of 6th five year plan social inclusion, social protection
was emphasized. But Children Act of 2013, based on the Convention of the Rights of
the Child. It provides legal instruments to protect children with regards to a wide
range of potential exploitation and abuse such as child marriage, work and issues
with the justice system. (page 12)
■ Government has continued to implement ongoing programs. Additionally, it has
prepared and adopted a new National Social Security Strategy (NSSS) with a view to
strengthening the poverty impact of the public spending on social protection and to
modernize the social security system to address the social security challenges of a
middle income economy.(page 13)
(***our comment on this is:This will help to reduce the poverty. But this may not work properly
as it depends on other factors too.***)
■ To gain progress with human resource development the goal is set to ensuring equity
on education by giving additional resources to the needy.(page 18).
(***This will increase the education rate. But this is not enough because quality education is
more important. )
■ To prompt pro-poor and inclusive growth a ‘seventh plan core targets’ are set. Among
them goals that were related to the issues of child and youth were:
i. Immunization of children for measles to be increased to 100%. (page 24) {***This
may work as the rate is about 84.(page 33).}
ii. Reducing proportion of underweight births among under five children to 20. (page
24) {***This is a big challenge.This rate remains quite high till now, 70. ( Ahmed,2007)}
■ To promote growth and inclusiveness, central objective is to include all
people.This means inclusiveness.This will help the disadvantaged child to
participate in the growth. (page 44)
(***This is a good initiative but this may not work properly as there is always
hierarchal effects this will prevent it. Before this, the related laws should be made
strict.***)
■ In public investment and its funding, the goal is to introduce rights based
publicly funded old age pension plan for the poor and pre natal and post
natal child care for the poor pregnant mother. (page 103)
(*** Before that several programs should be arranged regarding it. Otherwise this may
not work as these women will not easily want to go to these centers.***)

SECTOR 1: GENERAL PUBLIC SERVICES
■ Public service is a service which
is provided by government to
people living within its jurisdiction,
either directly (through the public
sector) or by financing provision of
services.
■ National defense and public
education it can be argued that
private provision of these services .
Besides, public goods are economic
products that are consumed
collectively, like highways, sanitation, schools, national defense, police and
fire protection.
■ According to the 7th plan important areas for intervention for general public
service include:
– judiciary
– public administration capacity
– financial sector
– public order and safety
■ No particular objectives for child and youth were set in this sector in 7th fie year
plan.
(***But in this case, we have found that, ATIB study titled NationalYouth Integrity
Survey 2015 shows that, the trust of youth on public service is fairly low. 86% of youth
have negative impression about the level of integrity in politics, followed by law
enforcing agencies (66%), land administration (65%) and judicial services (57%). a
significant portion of surveyed youth admitted that they would like to participate in
corrupt acts for their personal gain.So the government should strengthen public service
systems and take action against corrupted officials so that youth’s trust on public
services can be restored.***)

SAFETY
SECTOR 2:PUBLIC ORDER AND SAFETY
■ The Government will adopt
some challenging strategies
and policies that will focus on
reforming to improve overall
development performance
specially on public order and
safety sector as one of the
major four areas for
intervention is ‘public order
and safety’.
■ ‘Ensuring security of life and
belongings of every citizen of
Bangladesh by improving law
and order situation’- is the
mission statement of Ministry
of Home Affairs (MoHA).
■ Ensuring security refers to domestic security, ensuring border security and
maintaining the economic & commercial interest, combating narcotics,
ensuring security and rehabilitation of prisoners etc.
■ For safety and security purpose several directorates under MoHA to perform
tasks.Those are

 BangladeshCoastGuard
 Bangladesh Border Guard
 Bangladesh Ansar &VDP and many
more
■ One of the major focus of public safety is to stop human trafficking mainly
women and children in neighboring countries. (page 174)
(***As child and women trafficking is increasing day by day we are considering it as a very
alarming issue at present. So the steps taken by the Bangladesh government to stop this
heinous crime are praiseworthy.***)
SECTOR 3:
INDUSTRIA
L AND
ECONOMIC
SERVICES
SECTOR 3: INDUSTRIAL AND ECONOMIC
SERVICES
■ To continue on a path of sustainable export growth with a diversified basket of goods,
trade and industrial policies have to be geared towards a dynamic and globally competitive
manufacturing sector of the future.
■ Seventh plan strategy for enhancing the role of the services sector in economic
development includes:
i) Modernizing the service sector with emphasis on export of non-factor services;
ii) Improve the incentive policies for boosting private investment in services;
iii) Increasing public investment in key service sector infrastructure;
iv) Strengthening the skills base for the service industry;
v) Strengthening implementation of prudential regulations to boost service quality,
increase public safety, improve compliance and ensure accountability of service
providers;
vi) Strengthen monitoring and enforcement services on overseas employment related
recruitment services and
vii) Strengthening public institutions to support the growth of services sector and
improve service quality, safety and accountability.
■ In this sector, the contribution of youth in the economy was emphasized. In the
exportation of factor services and remittance boom, youth can contribute a lot.To facilitate
them in this process, in the 7th FYP government has set their goals to increase positive
impact on migration to the youths to the backdated group in several regions the training
can be promoted, the cost can be reduced for migration. (page 212).
{***This is sometimes difficult as some migrants try to migrate in foreign countries illegally. This
time they may not get themselves trained. Again this may not reduce the cost.(kumar,2016)***}
■ In setting up a strategy for boosting the services sector, several data suggest that, there is a
growing rate of education of rural children at the primary and secondary level. (Page 230)

SECTOR 4:
AGRICULTUR

Sector 4 : Agriculture
• The overall strategy for 7th FYP will be to accelerate the process of transformation from
already existing semi-subsistence farming to commercialization of agriculture.
• Livestock sub-sector development strategies and policies for 7th FYP includes support
for dairy product development, production of better beef breeds and the block Bengal
goat for higher meat production and poultry development for both meat and egg
production and finding export markets.
■ In this sector mainstreaming of women in agriculture were taken into account
and a goal was set to protect women and children from health hazards during
agricultural operation. (Page 275)
(*** though this is assumed that this will help to reduce the accidental death during
the harvest time, this may not work properly as it depends on the individuals own
caring. ***)
SECTOR
5:
POWER &
ENERGY
Sector 5: Power and Energy
■ Accelerating GDP growth during the 7th FYP depends on assuaging the
infrastructure constraint, especially power and energy, by focusing priority
attention to infrastructure development.
■ Power generation: The total power generation capacity in 2015 stands around 14000
MW which will be increased to 23000 MW by 2020 at the end of the plan.
■ Strategy for Primary Energy Sector: The important strategic issue relating
to energy in the 7th Plan is the strategy for supply of primary energy with
domestic supply of gas likely to decline from existing fields.The strategy
during the 7th Plan will be to meet the shortfall in domestic gas with coal,
particularly imported.
■ The improvement of cooking stoves in households were emphasized to
create Improved Cooking Strategies which will reduce the emission of fuel
and will contribute to the health hazard risk to the women and children.

(***This will help to create less smoke which will help to reduce the respiratory
diseases in children. Moreover little children can catch fire easily from mud
stoves in the rural area and slum areas.That is why improved cooking
technologies are important.***)
SECTOR 6:
TRANSPORT
AND
COMMUNICATIO
N
Sector 6: Transport and
Communication
■ The 7th FYP recognizes importance of modern transportation and communication
for achieving the target growth of 8% at the end of plan period.
■ There are few key elements of the transport sector strategy for the Seventh Plan,
such as:Timely completion of all ongoing roads and bridges projects especially
related to inter-city highways, address the urban transportation challenge of
increasing traffic congestion etc and many more.
■ There were no particular objectives for child and youth were set in this sector in 7th
five year plan.
(***Although there were no particular goals and objectives set for child and youth in the
transportation sector. But we think the issues of child and youth are very much relevant
to transportation and communication. An increasing number of school bus, college bus
will ensure child safety in the roads and reduce traffic
congestion, since there won’t be one entire car or rickshaw carrying only one
student.The percentage of death by injury in Bangladesh is 38 according to
Bangladesh health and Injury survey 2003, children should be encouraged to
use over-bridges while crossing the road.Child safety on the roads should be
ensured.***)

Sector7: LOCAL GOVERNMENT
AND RURAL DEVELOPMENT
■ The constitution of the People’s Republic of Bangladesh underscores the importance
of local governance, because most of the people in Bangladesh lives in the rural area.
For this reason different important steps have been proposed for the 7th Five-Year
Plan-
i. Increasing the transparency and improving the accountability of local Governments
ii. Developing planning and budgeting capacities at the local level to help design and
implement local level programs.
iii. The Local Government will be charged to expand the role of citizen committees and
strengthening participation of citizens
■ From this sector we can learn about women and youth that :
- From the existing plans until the 7th five year plan, unemployed youth and women
was provided training on cross breed cow management and provided credit support
for buying two heifers for each family by the Department of Co-operatives . (page
389).
(***This may not work properly as maximum family depends upon the male members of
the family in our society.The government will provide loans to the heifers, so that
unemployed youths and women can be benefitted from it, but they may use the money for
other benefits.***)
■ Major goals in this sector include: increasing local production; solving energy
problems; improving health and nutrition, reducing poverty, employment generation
has been expressed through Governments’ vision statements.
(***Improving health related knowledges of women and children in the rural area and
ensuring jobs for the productive youth are very important for rural development.***)
SECTOR 8:
ENVIRONMEN
T AND
CLIMATE
CHANGE
SECTOR 8: ENVIRONMENT AND
CLIMATE CHANGE
Bangladesh is one of the countries in
the world that are most vulnerable to
the impacts of climate change. Most
vulnerable groups in this country are-
women and children.
■ Climate change affects human
health. Children and elderly are most
likely to be affected by heat stress.
(page 412)
(***they are more likely to be affected
for this it is important to ensure healthy
environment for a healthy
population.***)
■ Here, the goal is to invest a lot to create sustainable environment for the
economic and social development of the country to ensure well being of the
people especially for children and women. (Page 412)
(***This will help to create more healthy future generation. But this will not work
because our neighboring countries are more polluted and the are indirectly
causing health hazards to us.Then this is more important to come to a contact
that they will stop it.***)
SECTOR 9:
HOUSING
AND
COMMUNITY
AMENITIES
SECTOR 9: HOUSING AND
COMMUNITY AMENITIES
■ Urbanization increased rapidly in Bangladesh since 1970s-80s,but it is still
disorganized. For which it creates more problems than facilities; specially for
vulnerable population including women and children.
■ From this sector we can find a scenario on inadequate road infrastructure.
-Urban roads are not well planned.They did not consider anything about child and
about women and other vulnerable groups. (Page 471).
-Unplanned urbanization also challenges the environmental management. It
reduces the space of recreation for the children”. (Page 474).
(***This is a big challenge.The loss of sufficient playground and other recreation place
is making the children totally internet or other device based which will pave the way to
several diseases such as obesity or so. Children will get monotonous, staying at home all
the time.***)
■ It is also described in this sector that for taking any steps all types of people have to
be involved in it. In the 7th five year plan, the goal is to involve local communities,
particularly women, children and persons with disabilities, in decision-making and in
setting priorities for the provision of services”.(page 485).
(***This means the supply of safe water and other basic thing properly.This is also
important.***)
■ It is also described in this part that access to infrastructure and services should be
ensured. In the design and implementation of physical infrastructure and delivery of
services, particular needs of women and children should be given due
importance.(page 490).
(***The poor don’t have an easy access to sanitation, education etc. It is important to
ensure this.***)
■ It is stated in the 7th FYP that, informal sector activities will be supported by the local
authority.The local authority should not impose regulatory impediments limiting the
opportunities for informal sector operators such as hawkers, daily laborers,
craftsmen, scavengers, street children and women seeking to supplement their
family incomes.(page 490).
SECTOR
10:
HEALTH
Sector 10: Health
■ The World Health Organization defines
health as a “state of complete physical,
mental and social well-being and not
merely the absence of disease”.
■ The goal of HNP is to achieve sustainable
improvement in health, nutrition and
reproductive health particularly for
women, children, elderly and poor . (page
501)
(***For more development the
development in health is necessary. Healthy
population may be helpful for productive
work.***)
■ Bangladesh has achieved a great success
in reducing infant and child
 mortality. Bangladesh has managed to reduce its infant mortality from 54 to 15 per
thousand at present. But there is a challenge for Bangladesh as number of
malnourished children is still noticeable. (page 501)
 Bangladesh has achieved immunization success family planning success which
reduced the number of child births. (page 504)
 Nutritional status of children until now is very low. This is challenging as number of
malnourished children is noticeable. (page 504)
{(***Between 2004 to 2011 1.7% stunting increased and 15.7 % child are wasted.(page
505). }
■ Child mortality reduced with the MDG already attained. (page 509)
{***neonatal deaths in infant and under five mortality rate increased and this is unlikely
to fulfill (page 509)}
 So this time 7th FYP will address the people who are disabled.
(***This is important as they need special attention.***)
o The main goal and strategy in the HNP sector is to -
- ensure HNP services for all particularly for women, children, poor, disadvantaged
and the living in difficult area. Including improved nutritional status of children and
women. (page 514) (***This will help to produce more healthy population.***)
-Improving nutritional status of women and children was also set as a goal. (page
514)
(***both are important as one will become the future working age people and another will give
birth to the new baby. So their health status improvement Is necessary.***)
-Improvement of maternity centers and other hospitals. (page 514)
(***This is also important for better health condition. Again, this is not the only condition for
better health, availability of the experts is also important. ***)
■ It is also mentioned in the 7th FYP that this time there will be more discussion about
the child’s and adolescent’s mental health.
(***Mental health and well being is fundamental for healthy nation. But this is more important to
ensure the availability of the doctors and other experts.***)
■ And at last proper attention will be given to the high rate of malnutrition
among child and women.
(***This is important to ensure good management system. This is not enough to
just giving the statement this is also important to implement it in a proper
way.***)

Sector 11: Education and
Technology■ Human capital development and equality of opportunity are necessary for all people.
It has been found that there is a strong correlation between economic status and
children’s schooling.
■ Equality is important for reducing poverty.There has to be equal access to
educational, health and other services.There has been found that economic status
and their children’s schooling has strong correlation. (page 528)
(***This will be more helpful to reduce illiteracy rate. Incentives should be given.Though it is given for girls’
up to higher secondary this distribution is not done properly sometimes it is found that the rich people get the
incentives because of power.***)
Primary Education:
■ The access in education, the dropout and equity issue is emphasized in the 7th FYP.
Though we have succeeded in education sector this is not enough as 5 million
children is not in not in schools because of several reasons.(page 531)
(***The dropout rate is high among the slum children.This is high time for the govt. to put emphasis on
it.***)
■ To decrease the dropout rate of children stipends will be given to the
poorer students. 100 taka is given for the school attendance of one child
and 125 taka for more than one child. (page 533)
(***This may not work for hierarchal effects. So policies need to be strong. ***)
■ The primary education development program will be implemented ,that
is;
- free book distribution for the children. From the year 2010, all children are
getting free books. (page 534)
(***Govt. is giving free books up to secondary levels but they should involve
higher secondary levels too.***)
-pre primary education will be enhanced for the 5+ aged children. (page 534)
(***This might increase their intelligence level and thinking ability.***)
-To ensure health and hygiene wash blocks have been formed. (page 534)
(***this will create more healthy hygiene practice. But this is not enough, such types
program should be addressed in the household level.***)
-Training on inclusive education will be given to all teachers.The current program
addresses the needs of the children with mild disabilities. (page 534)
(***People considered as the 3rd gender was not mentioned here, this is a limitation.)
-Education tools will be given to the children. (page 534)
Development Vision, Goals, Objectives and Targets for the 7th
FYP in Primary Education:
i. Improvement of the teaching learning process in schools for children.(page-535)
(***Expert and qualified teachers are needed for the program, otherwise it won’t be
successful.***)
ii. Ensure active child participation in education programs and reduce disparity. (page
536) (*** Childhood development have positive impact on the future development.
That’s why it is important.***)
iii. Ensure Decentralization and enhance effectiveness (page 536) (***Primary education
management needs to be decentralized comprehensively, it will ensure child’s participation
in primary education.***)
iv. Establish Effective Planning and Management (page 536) (***Transparent financial
system and good governance can ensure an effective well planned education system.***)
Goals in the Secondary Education division:
-Resource management and Development of infrastructure. (page 539)
(***Upgraded classrooms and laboratory facilities will ensure quality education.
One drawback: the issue of facilitating the locomotion of physically impaired persons were
not introduced.***)
-Improvement of teaching quality. (page 539)
(***A qualified teacher can increase the pupil’s interest over education and to modernize
the education environment.***)
-Encouraging female enrolment (page 540) (***Providing special financial support to the
female students and raising awareness in the society about the importance of female education
is envisioned.***)
-Autistic academy for children (page 540)
(***All children should have the equal rights to education regardless of their physical
ability. Institutions with extra facilities should be built up for physically impaired
children.***)
-Increasing the rate of enrolment (
page 540) {***Government has initiated
many programs (e.g. food for education)
to ensure massive numbers of enrolment
rate. Except these stipend, scholarships
can also increase enrolment rate. ***}
-Reducing the rate of dropout (page
540) (***Continuous financial support in
terms of stipends will be provided and
communications maintained with family
to prevent them from sending their
children to work.***)
Goals in the Madrasa Education division:
-Increase in the number of educational facilities to accommodate demand in the
Madrasa sector (page 542)
(***Necessary steps have to be taken to curb sectarian bias among madrasa graduates and
to facilitate their integration in the larger society.***)
-To promote the vision of ‘Digital Bangladesh’, there will be wider access of ICT in
Madrasas. ICT is to be incorporated in the teaching-learning process. (page 540)
Digital Bangladesh and ICT( Information, Communications and
Technology)
-All citizens , especially like women, children etc. have sustainable access to adequate
food and nutrition and farmers derive equitable financial benefit from connected market
access. (page 578)
(***Free and easy access to market will influence commerce and economy and marginalized
group like women and children can have food, clothing and other necessities delivered at
their doorstep.***)
■ The Government will
undertake a comprehensive
Program to protect children
from child pornography,
women from cyber stalking.

SECTOR 12: RECREATION,
CULTURE AND RELIGION
 Youths are the future of Bangladesh and they require a special attention for
training, motivation and broad-based upbringing through targeted programs.
 Sports are essential for the physical and mental well-being of citizens,
especially the children and youth.
Objectives for Religious Affairs:
 Increase opportunity for the disadvantaged
poor children to learn ‘Holy Quran’ which uplift
morality, social and religious values.

SOCIAL
PROTECTIO
N
Programs for children :
 A child grant for children of poor and vulnerable family up to age 4. The child grant will be
limited to a maximum of two children per family to avoid any adverse implications for the
population management policy. (page 613)
(***A child grant will make sure that the parents have the ability to fulfill all the basic needs of the
child. ***)
 A school stipend for all primary and secondary school going children belonging to the poor
and vulnerable households. (page 613)
(***Stipend and scholarships will encourage the children to study well and continue schooling.***)
 The children will also have the disability benefit, the school meals program, the orphans
program. (page 613)
(***By this parents of the disabled children will be encouraged to send their children to school.***)
 Steps will be taken to ensure that the priority Social Security schemes for the elderly, children,
vulnerable women. (page 615)
 Supply side interventions relating to immunization, childcare health
and nutrition, water supply and sanitation and nutrition . (page 613)
(***Along with these proper knowledge about health is also important,
otherwise interventions won’t be fruitful.***)

– Giving subsidy for the poor child’s
family to continue his/her education.

– Empowering the youths for making

youths;
– Equity in all sectors for the youths;
■ 7th FYP
– Giving pre-primary education;
– Establishment of several recreational
places for the children;
– For better health outcome many wash
blocks will be established in the primary
schools;
– Science based education for all youths
– For this purpose involvement of ICT in
the secondary level and higher
secondary level;

– MakeVocational job attractive to
empower all the youths.
– Arrange technology based education in
the secondary school and higher
secondary school.
– Involve youth in several programs for
making people aware about keeping the
environment healthy for achieving SDGs.
– Improvement of transportation system
and infrastructure of the new roads by
keeping in mind the old and the child.
Conclusion
■ This will help to reduce unemployment rate among the youths as it talks
much about the vocational jobs and other types of jobs.
■ Help to reduce the poverty among the married poor youths as it has
taken a plan to empower those women by giving them the money to
buy two cows.
■ This will put much emphasis on child’s education which will help them
to be good civil citizen.
■ It is said that equity will be ensured for the child. If this can be ensured,
then it will be easy for them for physical, social and mental growth.
■ But it is necessary to mention it that proper implementation is
necessary otherwise it will be just a simple plan and will not come true.
■ Elements for any intervention or
things successful:
1. Planning or making fixed
objectives or goals
2. Implementing it
3. Monitoring it
4. Improvement.
■ That's why proper implementation
is important.
■ But for this there should be much
more things present in the
environment. Like transparency,
honesty, good governance etc.

Who are youth and child? ■ The United Nations defines youth as the age group between 15 and 24 years, whether in Commonwealth's definition is the range from 15 to 29 years of age.The Government of Bangladesh defines youth as the age bracket from 18 to 35 years. ■ Bangladesh National youth policy defines youth as individuals aged between 18-35 years. ■ According to National Child Policy 2011,Bangladesh (published by Ministry of Women and Children Affairs); ‘children’ shall include all individuals under 18. ■ The United Nations Convention on the Rights of the Child defines child as "a human being below the age of 18 years unless under the law applicable to the child, majority is attained earlier". Introduction and Overview■ 7th Five year Plan: 7th Five year Plan is the macro level's perspective of over viewing several policies of several sectors. ■ This plan is given by the General Economics Division, Planning commission, Govt. of the People’s republic of Bangladesh. ■ Main theme of this plan: Accelerating growth, empowering citizen. ■ This plan have two main parts. 1. Macro level perspective; 2. Sector development strategies. ■ Macro level perspective: it has 6 main chapter. ■ Sector development strategies: this has main 13 sectors and these 13 sectors have 14 chapters.

Fig:The previous 6 five year plan. ■ In 7th five year plan in several chapters there have been said more and more about child and youths. ■ In the child related issues there have been said more about the – Child’s education, – Child’s health, basically about physical and mental health. – For the better education there has been mentioned to give more importance for the betterment of the child’s health.
  • 11. – To make the strategy more successful, it has been said to ensure several incentives and several stipends for the poorer children. ■ And for the youths there has been mentioned several strategies to make the youth more productive. For the youths several strategies are: – To ensure secondary and higher secondary education, – Give stipends, – Arrange vocational jobs for the youths, – Give money and stipends for the poor youths, – For making the better scientific based society, it has been said to include IT related books and to include other necessary things.

Part 1: MACROECONOMIC PERSPECTIVE: STRATEGIC DIRECTIONS AND POLICY FRAMEWORK ■ A macro economic perspective deals with the performance, structure, behavior, and decision-making of an economy as a whole. ■ Part 1 broads a brief review of the implementation experience of the Sixth Plan, implications for the 7th plan, the strategy of economic growth embedded in the various components of this plan with four pivotal underlying themes: i. Break out of the sphere of 6% growth and raise the average annual growth rate to 7.4% ii. Growth will be inclusive, pro-poor, and environmentally sustainable iii. By the end of the 7th FYP, extreme poverty will be around 8.9% iv. All the additional labour force will be employed, including much of the under- employed Also part 1 depicts the progress with poverty reduction, income inequality and lagging regions during the Sixth Plan.
  • 14. ■ In the Progress implementation of 6th five year plan social inclusion, social protection was emphasized. But Children Act of 2013, based on the Convention of the Rights of the Child. It provides legal instruments to protect children with regards to a wide range of potential exploitation and abuse such as child marriage, work and issues with the justice system. (page 12) ■ Government has continued to implement ongoing programs. Additionally, it has prepared and adopted a new National Social Security Strategy (NSSS) with a view to strengthening the poverty impact of the public spending on social protection and to modernize the social security system to address the social security challenges of a middle income economy.(page 13) (***our comment on this is:This will help to reduce the poverty. But this may not work properly as it depends on other factors too.***) ■ To gain progress with human resource development the goal is set to ensuring equity on education by giving additional resources to the needy.(page 18). (***This will increase the education rate. But this is not enough because quality education is more important. )
  • 15. ■ To prompt pro-poor and inclusive growth a ‘seventh plan core targets’ are set. Among them goals that were related to the issues of child and youth were: i. Immunization of children for measles to be increased to 100%. (page 24) {***This may work as the rate is about 84.(page 33).} ii. Reducing proportion of underweight births among under five children to 20. (page 24) {***This is a big challenge.This rate remains quite high till now, 70. ( Ahmed,2007)}
  • 16. ■ To promote growth and inclusiveness, central objective is to include all people.This means inclusiveness.This will help the disadvantaged child to participate in the growth. (page 44) (***This is a good initiative but this may not work properly as there is always hierarchal effects this will prevent it. Before this, the related laws should be made strict.***) ■ In public investment and its funding, the goal is to introduce rights based publicly funded old age pension plan for the poor and pre natal and post natal child care for the poor pregnant mother. (page 103) (*** Before that several programs should be arranged regarding it. Otherwise this may not work as these women will not easily want to go to these centers.***)

SECTOR 1: GENERAL PUBLIC SERVICES ■ Public service is a service which is provided by government to people living within its jurisdiction, either directly (through the public sector) or by financing provision of services. ■ National defense and public education it can be argued that private provision of these services . Besides, public goods are economic products that are consumed
  • 19. collectively, like highways, sanitation, schools, national defense, police and fire protection. ■ According to the 7th plan important areas for intervention for general public service include: – judiciary – public administration capacity – financial sector – public order and safety ■ No particular objectives for child and youth were set in this sector in 7th fie year plan. (***But in this case, we have found that, ATIB study titled NationalYouth Integrity Survey 2015 shows that, the trust of youth on public service is fairly low. 86% of youth have negative impression about the level of integrity in politics, followed by law enforcing agencies (66%), land administration (65%) and judicial services (57%). a significant portion of surveyed youth admitted that they would like to participate in corrupt acts for their personal gain.So the government should strengthen public service systems and take action against corrupted officials so that youth’s trust on public services can be restored.***)

SECTOR 2:PUBLIC ORDER AND SAFETY ■ The Government will adopt some challenging strategies and policies that will focus on reforming to improve overall development performance specially on public order and safety sector as one of the major four areas for intervention is ‘public order and safety’. ■ ‘Ensuring security of life and belongings of every citizen of Bangladesh by improving law and order situation’- is the mission statement of Ministry of Home Affairs (MoHA).
  • 22. ■ Ensuring security refers to domestic security, ensuring border security and maintaining the economic & commercial interest, combating narcotics, ensuring security and rehabilitation of prisoners etc. ■ For safety and security purpose several directorates under MoHA to perform tasks.Those are  Bangladesh Police  BangladeshCoastGuard  Bangladesh Border Guard  Bangladesh Ansar &VDP and many more ■ One of the major focus of public safety is to stop human trafficking mainly women and children in neighboring countries. (page 174) (***As child and women trafficking is increasing day by day we are considering it as a very alarming issue at present. So the steps taken by the Bangladesh government to stop this heinous crime are praiseworthy.***)

SECTOR 3: INDUSTRIAL AND ECONOMIC SERVICES ■ To continue on a path of sustainable export growth with a diversified basket of goods, trade and industrial policies have to be geared towards a dynamic and globally competitive manufacturing sector of the future. ■ Seventh plan strategy for enhancing the role of the services sector in economic development includes: i) Modernizing the service sector with emphasis on export of non-factor services; ii) Improve the incentive policies for boosting private investment in services;
  • 25. iii) Increasing public investment in key service sector infrastructure; iv) Strengthening the skills base for the service industry; v) Strengthening implementation of prudential regulations to boost service quality, increase public safety, improve compliance and ensure accountability of service providers; vi) Strengthen monitoring and enforcement services on overseas employment related recruitment services and vii) Strengthening public institutions to support the growth of services sector and improve service quality, safety and accountability. ■ In this sector, the contribution of youth in the economy was emphasized. In the exportation of factor services and remittance boom, youth can contribute a lot.To facilitate them in this process, in the 7th FYP government has set their goals to increase positive impact on migration to the youths to the backdated group in several regions the training can be promoted, the cost can be reduced for migration. (page 212). {***This is sometimes difficult as some migrants try to migrate in foreign countries illegally. This time they may not get themselves trained. Again this may not reduce the cost.(kumar,2016)***} ■ In setting up a strategy for boosting the services sector, several data suggest that, there is a growing rate of education of rural children at the primary and secondary level. (Page 230) (***This is evidence based***)

Sector 4 : Agriculture • The overall strategy for 7th FYP will be to accelerate the process of transformation from already existing semi-subsistence farming to commercialization of agriculture. • Livestock sub-sector development strategies and policies for 7th FYP includes support for dairy product development, production of better beef breeds and the block Bengal goat for higher meat production and poultry development for both meat and egg production and finding export markets.
  • 28. ■ In this sector mainstreaming of women in agriculture were taken into account and a goal was set to protect women and children from health hazards during agricultural operation. (Page 275) (*** though this is assumed that this will help to reduce the accidental death during the harvest time, this may not work properly as it depends on the individuals own caring. ***)
  • 30. Sector 5: Power and Energy ■ Accelerating GDP growth during the 7th FYP depends on assuaging the infrastructure constraint, especially power and energy, by focusing priority attention to infrastructure development. ■ Power generation: The total power generation capacity in 2015 stands around 14000 MW which will be increased to 23000 MW by 2020 at the end of the plan.
  • 31. ■ Strategy for Primary Energy Sector: The important strategic issue relating to energy in the 7th Plan is the strategy for supply of primary energy with domestic supply of gas likely to decline from existing fields.The strategy during the 7th Plan will be to meet the shortfall in domestic gas with coal, particularly imported. ■ The improvement of cooking stoves in households were emphasized to create Improved Cooking Strategies which will reduce the emission of fuel and will contribute to the health hazard risk to the women and children. (Page 318) (***This will help to create less smoke which will help to reduce the respiratory diseases in children. Moreover little children can catch fire easily from mud stoves in the rural area and slum areas.That is why improved cooking technologies are important.***)
  • 33. Sector 6: Transport and Communication ■ The 7th FYP recognizes importance of modern transportation and communication for achieving the target growth of 8% at the end of plan period. ■ There are few key elements of the transport sector strategy for the Seventh Plan, such as:Timely completion of all ongoing roads and bridges projects especially related to inter-city highways, address the urban transportation challenge of increasing traffic congestion etc and many more. ■ There were no particular objectives for child and youth were set in this sector in 7th five year plan. (***Although there were no particular goals and objectives set for child and youth in the transportation sector. But we think the issues of child and youth are very much relevant to transportation and communication. An increasing number of school bus, college bus will ensure child safety in the roads and reduce traffic
  • 34. congestion, since there won’t be one entire car or rickshaw carrying only one student.The percentage of death by injury in Bangladesh is 38 according to Bangladesh health and Injury survey 2003, children should be encouraged to use over-bridges while crossing the road.Child safety on the roads should be ensured.***)
  • 36. Sector7: LOCAL GOVERNMENT AND RURAL DEVELOPMENT ■ The constitution of the People’s Republic of Bangladesh underscores the importance of local governance, because most of the people in Bangladesh lives in the rural area. For this reason different important steps have been proposed for the 7th Five-Year Plan- i. Increasing the transparency and improving the accountability of local Governments ii. Developing planning and budgeting capacities at the local level to help design and implement local level programs. iii. The Local Government will be charged to expand the role of citizen committees and strengthening participation of citizens
  • 37. ■ From this sector we can learn about women and youth that : - From the existing plans until the 7th five year plan, unemployed youth and women was provided training on cross breed cow management and provided credit support for buying two heifers for each family by the Department of Co-operatives . (page 389). (***This may not work properly as maximum family depends upon the male members of the family in our society.The government will provide loans to the heifers, so that unemployed youths and women can be benefitted from it, but they may use the money for other benefits.***) ■ Major goals in this sector include: increasing local production; solving energy problems; improving health and nutrition, reducing poverty, employment generation has been expressed through Governments’ vision statements. (***Improving health related knowledges of women and children in the rural area and ensuring jobs for the productive youth are very important for rural development.***)
  • 39. SECTOR 8: ENVIRONMENT AND CLIMATE CHANGE Bangladesh is one of the countries in the world that are most vulnerable to the impacts of climate change. Most vulnerable groups in this country are- women and children. ■ Climate change affects human health. Children and elderly are most likely to be affected by heat stress. (page 412) (***they are more likely to be affected for this it is important to ensure healthy environment for a healthy population.***)
  • 40. ■ Here, the goal is to invest a lot to create sustainable environment for the economic and social development of the country to ensure well being of the people especially for children and women. (Page 412) (***This will help to create more healthy future generation. But this will not work because our neighboring countries are more polluted and the are indirectly causing health hazards to us.Then this is more important to come to a contact that they will stop it.***)
  • 42. SECTOR 9: HOUSING AND COMMUNITY AMENITIES ■ Urbanization increased rapidly in Bangladesh since 1970s-80s,but it is still disorganized. For which it creates more problems than facilities; specially for vulnerable population including women and children. ■ From this sector we can find a scenario on inadequate road infrastructure. -Urban roads are not well planned.They did not consider anything about child and about women and other vulnerable groups. (Page 471). -Unplanned urbanization also challenges the environmental management. It reduces the space of recreation for the children”. (Page 474). (***This is a big challenge.The loss of sufficient playground and other recreation place is making the children totally internet or other device based which will pave the way to several diseases such as obesity or so. Children will get monotonous, staying at home all the time.***)
  • 43. ■ It is also described in this sector that for taking any steps all types of people have to be involved in it. In the 7th five year plan, the goal is to involve local communities, particularly women, children and persons with disabilities, in decision-making and in setting priorities for the provision of services”.(page 485). (***This means the supply of safe water and other basic thing properly.This is also important.***) ■ It is also described in this part that access to infrastructure and services should be ensured. In the design and implementation of physical infrastructure and delivery of services, particular needs of women and children should be given due importance.(page 490). (***The poor don’t have an easy access to sanitation, education etc. It is important to ensure this.***) ■ It is stated in the 7th FYP that, informal sector activities will be supported by the local authority.The local authority should not impose regulatory impediments limiting the opportunities for informal sector operators such as hawkers, daily laborers, craftsmen, scavengers, street children and women seeking to supplement their family incomes.(page 490).
  • 45. Sector 10: Health ■ The World Health Organization defines health as a “state of complete physical, mental and social well-being and not merely the absence of disease”. ■ The goal of HNP is to achieve sustainable improvement in health, nutrition and reproductive health particularly for women, children, elderly and poor . (page 501) (***For more development the development in health is necessary. Healthy population may be helpful for productive work.***) ■ Bangladesh has achieved a great success in reducing infant and child
  • 46.  mortality. Bangladesh has managed to reduce its infant mortality from 54 to 15 per thousand at present. But there is a challenge for Bangladesh as number of malnourished children is still noticeable. (page 501)  Bangladesh has achieved immunization success family planning success which reduced the number of child births. (page 504)  Nutritional status of children until now is very low. This is challenging as number of malnourished children is noticeable. (page 504) {(***Between 2004 to 2011 1.7% stunting increased and 15.7 % child are wasted.(page 505). } ■ Child mortality reduced with the MDG already attained. (page 509) {***neonatal deaths in infant and under five mortality rate increased and this is unlikely to fulfill (page 509)}  So this time 7th FYP will address the people who are disabled. (***This is important as they need special attention.***)
  • 47. o The main goal and strategy in the HNP sector is to - - ensure HNP services for all particularly for women, children, poor, disadvantaged and the living in difficult area. Including improved nutritional status of children and women. (page 514) (***This will help to produce more healthy population.***) -Improving nutritional status of women and children was also set as a goal. (page 514) (***both are important as one will become the future working age people and another will give birth to the new baby. So their health status improvement Is necessary.***) -Improvement of maternity centers and other hospitals. (page 514) (***This is also important for better health condition. Again, this is not the only condition for better health, availability of the experts is also important. ***) ■ It is also mentioned in the 7th FYP that this time there will be more discussion about the child’s and adolescent’s mental health. (***Mental health and well being is fundamental for healthy nation. But this is more important to ensure the availability of the doctors and other experts.***)
  • 48. ■ And at last proper attention will be given to the high rate of malnutrition among child and women. (***This is important to ensure good management system.   • 50. Sector 11: Education and Technology■ Human capital development and equality of opportunity are necessary for all people. It has been found that there is a strong correlation between economic status and children’s schooling. ■ Equality is important for reducing poverty.There has to be equal access to educational, health and other services.There has been found that economic status and their children’s schooling has strong correlation. (page 528) (***This will be more helpful to reduce illiteracy rate. Incentives should be given.Though it is given for girls’ up to higher secondary this distribution is not done properly sometimes it is found that the rich people get the incentives because of power.***) Primary Education: ■ The access in education, the dropout and equity issue is emphasized in the 7th FYP. Though we have succeeded in education sector this is not enough as 5 million children is not in not in schools because of several reasons.(page 531) (***The dropout rate is high among the slum children.This is high time for the govt. to put emphasis on it.***)
  • 51. ■ To decrease the dropout rate of children stipends will be given to the poorer students. 100 taka is given for the school attendance of one child and 125 taka for more than one child. (page 533) (***This may not work for hierarchal effects. So policies need to be strong. ***) ■ The primary education development program will be implemented ,that is; - free book distribution for the children. From the year 2010, all children are getting free books. Objectives for Religious Affairs:  Increase opportunity for the disadvantaged poor children to learn ‘Holy Quran’ which uplift morality, social and religious values. (page 604)

The child grant will be limited to a maximum of two children per family to avoid any adverse implications for the population management policy. (page 613) (***A child grant will make sure that the parents have the ability to fulfill all the basic needs of the child. ***)  A school stipend for all primary and secondary school going children belonging to the poor and vulnerable households. (page 613) (***Stipend and scholarships will encourage the children to study well and continue schooling.***)  The children will also have the disability benefit, the school meals program, the orphans program. (page 613) (***By this parents of the disabled children will be encouraged to send their children to school.***)  Steps will be taken to ensure that the priority Social Security schemes for the elderly, children, vulnerable women. (page 615)

  • 63. ■6th and 7th FYP common things- - Empowering women who are youths particularly village women. – Vocational education for all youth. – Addressing reproductive health related issues for all youths. – Ensuring health security for women and child during harvest time. – Slow down the child mortality rate like- neonatal mortality rate, infant mortality rate etc. ■7th FYP – MakeVocational job attractive to empower all the youths. – Arrange technology based education in the secondary school and higher secondary school. – Involve youth in several programs for making people aware about keeping the environment healthy for achieving SDGs. – Improvement of transportation system and infrastructure of the new roads by keeping in mind the old and the child.

Conclusion ■ This will help to reduce unemployment rate among the youths as it talks much about the vocational jobs and other types of jobs. ■ Help to reduce the poverty among the married poor youths as it has taken a plan to empower those women by giving them the money to buy two cows. ■ This will put much emphasis on child’s education which will help them to be good civil citizen. ■ It is said that equity will be ensured for the child. If this can be ensured, then it will be easy for them for physical, social and mental growth. ■ But it is necessary to mention it that proper implementation is necessary otherwise it will be just a simple plan and will not come true.
