tools and water pumps to farmers to increase production.
Support protected cultivation on 20 sites to improve
rainy season production. Promote cold storage in strategic
collection and market locations to preserve produce quality
and reduce losses.
STIMULATE
ENTERPRISE &
INVESTMENT

through voucher program to create demand and link rural
famers with agro-dealer distribution channels.Assist farmers
with financing through banks, partners andVSLA schemes.
Train traders in record keeping and organize forums for
farmers and traders to negotiate contracts. Support the
construction of collection point platforms to institutionalize
buyer-farmer links and facilitate outgrower scheme.

4. RICE VALUE CHAIN
GOALS ACTIONS
INCREASE
PRODUCTION
& PROFITABILITY
Target rice farmers with practical farming techniques like
integrated soil fertility management, fertilizer use,
mechanization, intercropping, harvest and storage and the
use of improved seed to increase rice yields.Assist farmers
to rehabilitate higher yielding lowland fields to move from
subsistence farmer to sustainable food grower.
STIMULATE
ENTERPRISE &
INVESTMENT
Build commercially-managed Rice Business Hubs in high
density rice production areas, equipped with drying,
threshing and milling equipment, storage space and a
retail store to market agro inputs and milled rice. Expand
the capacity of industrial rice processor, such as Fabrar to
procure, mill, store and sell milled rice.
WORKFORCE
& HUMAN
CAPACITY
Provide farmers with critical skills training in business,
record keeping, marketing and credit management. Small
savings and loan groups promote numeracy while giving
farmers small amounts of financing to invest in their farms..
Establish demo sites at four community colleges.
