Interven on
Market Development in the Niger Delta (MADE),
a DFID funded programme being implemented
by Development Alterna ves Incorporated (DAI).
MADE is a rural and agricultural market systems
development programme using the Making
Markets Work for the Poor approach (M4P) to
design systemic and sustainable interven ons
that generate pro-poor and inclusive growth in
nine Niger Delta states: Abia, Akwa Ibom,
Bayelsa, Cross River, Delta, Edo, Imo, Ondo and
Rivers. The goal is to facilitate increases in
incomes for at least 150,000 poor people, of
whom 50% must be women.
The programme design is based on the
recogni on that poverty is the result of the
structure of market systems in which the poor
par cipate and that when markets work
efficiently and produce equitable outcomes for
the poor, such markets become powerful
vehicles for delivering growth and poverty
reduc on. MADE is currently implemen ng
interven ons in agricultural inputs, finished
leather goods, cassava, fisheries, palm oil and
small-scale poultry value chains.

MADE's interven on in the fisheries value chain
is facilita ng compe veness using sustainable
market led solu ons with ini a ves being
implemented in Abia, Akwa Ibom, Bayelsa, Cross
River, Delta, Imo, Ondo and Rivers States. To
op mize market opportuni es, actors require
technical training to improve pond management
opera ons, strengthen business & financial
management and reduce post-harvest losses.
MADE's interven ons in the fisheries sector are
outlined below.
Improve profitability of Fish Farming
through Pond Management and Nigerian
Agricultural Enterprise Curriculum (NAEC)
To provide training support services, informa on
and market access, the ini a ve strategy
involves three main ac vi es: crowding in new
market actors to provide pond management
training; linking service providers and feed
companies to promote pond demonstra ons and
facilita on of produc on cost reduc on, improve
yield and facilitate linkages to alterna ve
markets.
In the last 3 years, MADE has created a pool of
fish pond management training service
providers, called Master Aquaculture Service
Providers (MASPs). MASPs have adapted NAEC
Aquaculture curriculum and work in
coordina on with fish feed producers and
private sector partners to provide fee-based
trainings on pond management prac ces,
enterprise development, access to alterna ve
markets and linkage with business member
organiza ons. As a result, Feed Companies have
adopted the pond demonstra on model into a
marke ng strategy, working with MASPs to
conduct pond management trainings, sell fish
feed and promote fish sales. Partners: Agro

Resources, Geofred Farms, Aquaton Konsults
and Bangadanose.

nutri onal content and improve flavour.

3. for women in demonstra ons, trainings and access to
smoking kiln technology. The programme has also
partnered with civil society groups on the MADE Talk
Group, a discourse and engagement pla orm to improve
social access, agency and voice for women.
Five Master Aquaculture Service Providers have trained
10 Aquaculture Service Providers and there are currently
32 lead farmers providing NAEC training. In partnership
with feed companies, Master Aquaculture Service
Providers have conducted 48 pond demonstra ons,
providing support for small scale farmers on produc on
efficiency. Through the training, fish farmers have
improved feeding efficiency and adopted the pond
management model. Master Aquaculture Service
Providers also engage new farmers providing training and
startup support with the introduc on of the fish farming
starter pack. MADE has facilitated access to finance for 13
fish farmers from Cosmopolitan Bank.
As at June 2017, the programme had trained eleven
fabricators of smoking kiln technology; facilitated the
provision of 36 kilns to fish smoking entrepreneurs and
increased awareness for 3,500 fish farmers and smokers.

Kiln smoking is healthy, safe, fuel efficient and

centre on working with kiln fabricators and fish
farmers/traders to improve fish preserva on

demonstra ons to train poten al fish processors
and off-take fish supply. Partners:

Security challenges in creeks o en impact
ini a ve ac vi es nega vely. MADE is
coopera ng with projects in the region (FOSTER,
NSRP, and PIND) to track and respond in the
event of violent outbreaks.
Fiscal policy changes may con nue to cause
higher costs of fish feed. Several feed companies
produce locally but the rates may con nue to
hike the imported feed costs and impact fish
farmer's produc on costs.
A third of the 12,000 pond fish farmers, 98% of
fish traders and all but 1% of the fish smokers in
the Niger Delta are women. Despite high
representa on, women are a vulnerable group,
possessing lower literacy, less access and
limited agency. In response, MADE
