Company Information
Introduction Company A1 Positive Recycling & Training Project. ©
I. I will be the first Person to have created a new company to run and open an IT
Recycling and a Practical Training Project in Exeter.
A. The company was founded by Neil F Wintrip at the end of 1997.
1. In the early part of 1998, I found a niche in the computer industry
and I decided to form a new kind of company in Exeter, Devon.
2. During this time, I started to do some investigative research & to
my surprise there were a lot of problems within the I.T. Industry.
These problems were that there weren’t any companies selling
refurbished or recycled computer systems. As the retail prices for
new P.C’s was very high, not everyone could afford a new
Computer system.
B. Second-user and refurbished computer systems will prove to be very
popular to many of the general public.
1. I placed a trial advert in the local press and I found that there was a
niche in the I.T market that is wide open.
2. I started to work from home but I found it invaded my private
family life of which caused a disturbance to my home life.
II. The second stage took me away from my home and gave me a fresh start all
over again.
A. I had to find a new place to live and carry out more research and
experimenting with ads in the local paper.
1. I moved into a central location in the city centre.
2. I then started my quest to start again with the help of some good
friends. I took their advice and began to advertise on a trial period

With-in a short of time I got a good response & after a few months I
Had made enough money to buy some used office equipment and
some computer stock? I then began to build this up & it was a great
deal of hard work, I started to get a very good reputation, I then got
a great deal of work coming in and I started to struggle, so I asked
for some practical-help from some friends. They had some
experience but not the compassion and drive that I felt in my heart.
A different aspect of the work was that they were not as passionate
about it as me, so they went, I respected that so I was left to work
alone & try and build up a good reputation, it did not take long
before I was been recommended to others in Exeter.
B. On the 5th
December 2001 I became a victim of crime.
1. My vehicle was broken into & as a result it was written of and later
the insurance company leased me a vehicle for a week, but after that
I was left without a vehicle because of my vehicle being vandalised.
2. After my awful experience I decided that I would do something
positive about it. I found that the youngsters who had caused the
damage to my vehicle where bored because they had nothing to do.
There was no community activities available in the Beacon Heath
area, except for the Beacon Lane swimming baths, which make a
charge to use their facilities plus they close at 8 p.m. after this time
there is nothing for the under 24 year olds to keep them occupied in
the evenings in Exeter, there is a nightclub but it does not gain that
much interest & it’s only open 1 night per week.
III. The solution.
A. I thought about my own skills as a computer technician and how my skills
could help, so I came up with the Vision and the answer to make a real

difference by setting up an I.T Recycling & Training Project with a
positive difference in Exeter & Devon.

Firstly I needed some hands-on-practical-help and support, so I called the local press for some
media coverage to gain some public & financial support. The feedback was not very
good and no one replied to my article. I needed local support but this was no easy task
as the press did not print any contact information in the article, so that was the reasons
why people could not contact me.
1. The first step I decided was to contact the business link service to get support and
help with putting a business plan together, I could not get the practical-hands-on-
help from the Exeter Heart of Devon Enterprise Agency, so I went to meet a very
nice chap called Mr. Steve Gibson from the Heart of Devon Enterprise Agency
near Honiton. I gave him some information about my project that I was
proposing for Exeter and he managed to produce a primary business plan that I
could work on, this helped me a great deal. He then suggested that I contact the
Co-Active Community Group who are funded to help with the setting up of
Community Projects, so I agreed to meet so Mr. Gibson called them to set up a
meeting for the following month, to discuss my project, so that we could talk over
the project and how their organisation could help me. It all went very well, but
they could not give me any practical-hands-on-help or support anyway, as I
expected them to help me, they could only give me advice, what to do, this was
no big or practical help to me at all. As what I needed was on going practical-
hands-on-help and support.
2. I then contacted the local Community Enterprise Unit team in Exeter to try &
gain practical-hands-on-help and support, but all they could do for me was again
give me advice, not any real practical-hands-on-help at all, I am finding all of this
very frustrating as these are government funded agencies who are paid from the
taxpayers purse to supposedly give practical-hands-on-help, `for what I ask? not
very good when it comes to giving practical-hands-on-help to a vitaly important
project like this! I can now see why `crime’ is so high & rising in the `UK’

because of a lack of real practical-help from the ground up’ that’s simply not
given or even offered in today’s world, `Why Not I ask? When you ask the say
we don’t get funding to do that? Why not? What do we pay them our money for?
I ask you?

Very sad not just from me to see, for the lack of practical-hands-on-help available from
officials to combat crime it’s a complete joke.
Secondly there is no real-practical-hands-on-support was gained from any of the above
organisation mentioned, neither of these organisations who I spoken with, only
suggested & remarked that I could set the Project up as a charity’ but how do you do
that? you need to set up a Committee, there is no practical-hands-on-help to do this
either. Because this is a way to get funding and when you apply others loos a lot of
support, many can only then match fund what you have, this is a catch 22 and not a
positive way forward, this has not helped me or my project for Exeter & Devon, with
respect to the funding that’s needed to get this project up & running. I need real investors
& practical-hands-on-help and support people to come forward, nor did they care about
people in the community. This has been no-practical-help to me to put an end to the
crime we face on a daily basis in this country. Help me to stop the crime rising on our
streets in the UK, by giving young people a positive focus on life throughout Exeter and
Devon.
1. I had a meeting to discuss the I.T. Training and how it would be of great
importance to the City of Exeter, supposedly a so called growing City for the 21st
Century with no-practical-hands-on-help from Exeter City Council or Devon
County Council who are meant to be public servants funded over £62.5Million +
per month through the stealing of Council Tax and Business Rates from the
public.
2. I decided to contact Rob from the Co-active group, to discuss the next step in
moving forward with this project, they decided that I should set this project up as
either a charity or a not-for-private profit organisation. Again I still needed to find
some practical-hands-on-help with funding and premises; the premises need to

have living accommodation included for security purposes. Training would be
run from the centre with access for members & access for the disabled and people
in wheelchairs. There will be Internet access & café for a small fee; computers
will be linked up through a network for the EXE LAN Computer Gaming, Events
with 8 to 18 Computers linked for gaming only, there will also be corporate
Gaming events via bookings from local businesses in the local area and group
bookings for up to 12 people.

Conclusion:
I’m very excited about this project and with the right practical-hands-on-help, funding and
support this will be a great successful project & the beginning of an exciting new centre for
life skills in Exeter & Devon. After a year of operating the centre, I plan to open Exe LAN
gaming centres around the city & around the Southwest of England, I plan to open more over
the UK, with ongoing practical-hands-on-help and support from local community and
government funded organisations and charities, they will be able to get positively involved
with this great project, this will be the start of a day when we all help bring people together
for a better life for the future of all mankind. This will be an on-going relationship with the
government funded organisations and charities, Devon & Cornwall Police, with all the
practical-hands-on-help, this will be a very important project, help will be needed to do a
research and a cash-flow forecast to be produced with the projections for a period of over 3
years to show sustained growth in the market. This will show a positive growth rate for this
project, the growth will be at a tremendous rate as it becomes more and more popular
amongst the public and students in Exeter. This will provide them with the practical-skills and
resources to gain employment. A1 will help provide resources in a place where everyone is
treated as an equal, individual working as part of a team with equal opportunities for all to
share. ‘People working Together, Each, Accomplishes. More’, I’m positive this will create a
true sense of achievement and empowerment through this new centre. Bringing people
together to work within the IT Recycling Centre & Training Centre. With a small internet
café, this will provide a very popular place for people of all ages to meet and come together.
Plus A1 will attract tourists to the city plus local people and businesses living in and around

the city will make new friends through the centre. A1 will be a place for the commuting
public, as well as people staying in the City on a short break. I could go on as the possibilities
with this centre once open are endless with a permanent venue it will give a fresh start to the
City of Exeter ~ and a great start to the County with positive outcomes for a positive future.

A1 Positive Recycling, Training,
EXE LAN Gaming Centre ©
This centre will have two categories. The first will be the free NVQ training
for the under 24 year olds to be funded through Government funded
agencies/partners.
The Second Categories: Pay as you go training this will apply to the A1
Positive training side, for people that do not need to gain funding, for example for a
course from a company called Scheideger, where you have to buy the course from the
company this will be paid for by the student we will be able to give some guidance.
Training Scope: We will have the support and the help from the training
delivery department from the Middle-moor IT training department to train our own
teachers & staff, the training delivery manager at the Devon & Cornwall Constabulary
in Exeter has told us that we have their full support for an ongoing training
partnership for life, plus once we have secured premises for the project, we have been
promised some financial support for this project from the Constabulary. Once we
have opened the Centre, we will have on-going support from the Constabulary. They
will help with the training of our own staff within the premises. These will include IT
Networking, ISP Set up, Software support plus section staff for the departments of the
Project, such as the training section, the EXE LAN Gaming Section, the PC retail
section and the admin and accounts section, plus there will be The Desktop
publishing, Web Design, E-Mail Marketing, New product & design section, Corporate
Gaming events section, Training delivery management, self employed sales staff, IT

software development & licensing section. There will be an NVQ section for the
under 24yrs in IT Training plus new innovation and training section for new ideas and
innovation and development with IT manufacturers and product development.
P8. Current Funding Needed for the Project
First reference. The first step begins with finding the correct funding to help us secure the first six
months finance of the project. We will also need to find suitable and big enough premises to
work from. The next step is to find volunteers who can help with the work involved with this
huge project. When we have secured all of the funding that’s needed, we will have to work
longer than most as well be making sure that this project can sustain itself after six months
from the day that the Centre opens the doors. In line with all the requirements set out above
we have set out to make this project one of a kind for there is nothing like this in Exeter or the
rest of the UK Today. The second task is to have both the retail side and the training section,
open to encourage people to spend money at the premises. These will include services such as
pay as you go internet access, computer group Exe LAN gaming and retail sales from games
to hardware from the retail side. A1 advertising will be through word of mouth, once the word
starts to spread we will have the Centre where people want to be and meet. This will
automatically help to create public awareness of where we are within the city of Exeter and
this will show the public’s perception within this dynamic industry and with a stable growth
rate for the project centre. We will be one of the greatest centres to have started to claim our
place in history for innovation and talent in self sustainability.
Funding currently needed to start this project.
The cost involved with this project has not yet been fully decided to the full extent as
without locating the full cost of the premises we can only work out what the co stings
are going to be on an estimated scale, we think that the cost of setting up will be in the
region of £25,000 to £150,00 this will cover things such as the premises to be paid in
Quarterly payments to be paid up-front, the computer equipment, the office
equipment, computer stock, training tables, chairs, software, surveillance and security
equipment, insurance cover, broadband network, EXE LAN computer gaming
network, PC Repair tools, DATA Wiping Software, IT equipment, this will be
needed, there will be items that have not yet come into the start-up cost at this time,
but we can not foresee all of the items that will be needed or what will arise, once we
have established the retail premises we will have co-stings that will be from the start

I then began to build this up & it was a great deal of hard work, I started to get a very good reputation, I then got a great deal of work coming in and I started to struggle, so I asked for some practical-help from some friends. They had some experience but not the compassion and drive that I felt in my heart. A different aspect of the work was that they were not as passionate about it as me, so they went, I respected that so I was left to work alone & try and build up a good reputation, it did not take long before I was been recommended to others in Exeter. B. On the 5th December 2001 I became a victim of crime. 1. My vehicle was broken into & as a result it was written of and later the insurance company leased me a vehicle for a week, but after that I was left without a vehicle because of my vehicle being vandalised. 2. After my awful experience I decided that I would do something positive about it. I found that the youngsters who had caused the damage to my vehicle where bored because they had nothing to do. There was no community activities available in the Beacon Heath area, except for the Beacon Lane swimming baths, which make a charge to use their facilities plus they close at 8 p.m. after this time there is nothing for the under 24 year olds to keep them occupied in the evenings in Exeter, there is a nightclub but it does not gain that much interest & it’s only open 1 night per week. III. The solution. A. I thought about my own skills as a computer technician and how my skills could help, so I came up with the Vision and the answer to make a real

EX4 8DJ difference by setting up an I.T Recycling & Training Project with a positive difference in Exeter & Devon. P4. Firstly I needed some hands-on-practical-help and support, so I called the local press for some media coverage to gain some public & financial support. The feedback was not very good and no one replied to my article. I needed local support but this was no easy task as the press did not print any contact information in the article, so that was the reasons why people could not contact me. 1. The first step I decided was to contact the business link service to get support and help with putting a business plan together, I could not get the practical-hands-on- help from the Exeter Heart of Devon Enterprise Agency, so I went to meet a very nice chap called Mr. Steve Gibson from the Heart of Devon Enterprise Agency near Honiton. I gave him some information about my project that I was proposing for Exeter and he managed to produce a primary business plan that I could work on, this helped me a great deal. He then suggested that I contact the Co-Active Community Group who are funded to help with the setting up of Community Projects, so I agreed to meet so Mr. Gibson called them to set up a meeting for the following month, to discuss my project, so that we could talk over the project and how their organisation could help me. It all went very well, but they could not give me any practical-hands-on-help or support anyway, as I expected them to help me, they could only give me advice, what to do, this was no big or practical help to me at all. As what I needed was on going practical- hands-on-help and support. 2. I then contacted the local Community Enterprise Unit team in Exeter to try & gain practical-hands-on-help and support, but all they could do for me was again give me advice, not any real practical-hands-on-help at all, I am finding all of this very frustrating as these are government funded agencies who are paid from the taxpayers purse to supposedly give practical-hands-on-help, `for what I ask? not very good when it comes to giving practical-hands-on-help to a vitaly important project like this! I can now see why `crime’ is so high & rising in the `UK’

EX4 8DJ because of a lack of real practical-help from the ground up’ that’s simply not given or even offered in today’s world, `Why Not I ask? When you ask the say we don’t get funding to do that? Why not? What do we pay them our money for? I ask you? P5. Very sad not just from me to see, for the lack of practical-hands-on-help available from officials to combat crime it’s a complete joke. Secondly there is no real-practical-hands-on-support was gained from any of the above organisation mentioned, neither of these organisations who I spoken with, only suggested & remarked that I could set the Project up as a charity’ but how do you do that? you need to set up a Committee, there is no practical-hands-on-help to do this either. Because this is a way to get funding and when you apply others loos a lot of support, many can only then match fund what you have, this is a catch 22 and not a positive way forward, this has not helped me or my project for Exeter & Devon, with respect to the funding that’s needed to get this project up & running. I need real investors & practical-hands-on-help and support people to come forward, nor did they care about people in the community. This has been no-practical-help to me to put an end to the crime we face on a daily basis in this country. Help me to stop the crime rising on our streets in the UK, by giving young people a positive focus on life throughout Exeter and Devon. 1. I had a meeting to discuss the I.T. Training and how it would be of great importance to the City of Exeter, supposedly a so called growing City for the 21st Century with no-practical-hands-on-help from Exeter City Council or Devon County Council who are meant to be public servants funded over £62.5Million + per month through the stealing of Council Tax and Business Rates from the public. 2. I decided to contact Rob from the Co-active group, to discuss the next step in moving forward with this project, they decided that I should set this project up as either a charity or a not-for-private profit organisation. Again I still needed to find some practical-hands-on-help with funding and premises; the premises need to

There will be Internet access & café for a small fee; computers will be linked up through a network for the EXE LAN Computer Gaming, Events with 8 to 18 Computers linked for gaming only, there will also be corporate Gaming events via bookings from local businesses in the local area and group bookings for up to 12 people. P6. Conclusion: I’m very excited about this project and with the right practical-hands-on-help, funding and support this will be a great successful project & the beginning of an exciting new centre for life skills in Exeter & Devon. After a year of operating the centre, I plan to open Exe LAN gaming centres around the city & around the Southwest of England, I plan to open more over the UK, with ongoing practical-hands-on-help and support from local community and government funded organisations and charities, they will be able to get positively involved with this great project, this will be the start of a day when we all help bring people together for a better life for the future of all mankind. This will be an on-going relationship with the government funded organisations and charities, Devon & Cornwall Police, with all the practical-hands-on-help, this will be a very important project, help will be needed to do a research and a cash-flow forecast to be produced with the projections for a period of over 3 years to show sustained growth in the market. This will show a positive growth rate for this project, the growth will be at a tremendous rate as it becomes more and more popular amongst the public and students in Exeter. This will provide them with the practical-skills and resources to gain employment. A1 will help provide resources in a place where everyone is treated as an equal, individual working as part of a team with equal opportunities for all to share. ‘People working Together, Each, Accomplishes. More’, I’m positive this will create a true sense of achievement and empowerment through this new centre. Bringing people together to work within the IT Recycling Centre & Training Centre. With a small internet café, this will provide a very popular place for people of all ages to meet and come together. The first will be the free NVQ training for the under 24 year olds to be funded through Government funded agencies/partners. The Second Categories: Pay as you go training this will apply to the A1 Positive training side, for people that do not need to gain funding, for example for a course from a company called Scheideger, where you have to buy the course from the company this will be paid for by the student we will be able to give some guidance. Training Scope: We will have the support and the help from the training delivery department from the Middle-moor IT training department to train our own teachers & staff, the training delivery manager at the Devon & Cornwall Constabulary in Exeter has told us that we have their full support for an ongoing training partnership for life, plus once we have secured premises for the project, we have been promised some financial support for this project from the Constabulary. Once we have opened the Centre, we will have on-going support from the Constabulary. They will help with the training of our own staff within the premises. These will include IT Networking, ISP Set up, Software support plus section staff for the departments of the Project, such as the training section, the EXE LAN Gaming Section, the PC retail section and the admin and accounts section, plus there will be The Desktop publishing, Web Design, E-Mail Marketing, New product & design section, Corporate Gaming events section, Training delivery management, self employed sales staff, IT

There will be an NVQ section for the under 24yrs in IT Training plus new innovation and training section for new ideas and innovation and development with IT manufacturers and product development. P8. Current Funding Needed for the Project First reference. The first step begins with finding the correct funding to help us secure the first six months finance of the project. We will also need to find suitable and big enough premises to work from. The next step is to find volunteers who can help with the work involved with this huge project. When we have secured all of the funding that’s needed, we will have to work longer than most as well be making sure that this project can sustain itself after six months from the day that the Centre opens the doors. In line with all the requirements set out above we have set out to make this project one of a kind for there is nothing like this in Exeter or the rest of the UK Today. The second task is to have both the retail side and the training section, open to encourage people to spend money at the premises. These will include services such as pay as you go internet access, computer group Exe LAN gaming and retail sales from games to hardware from the retail side. A1 advertising will be through word of mouth, once the word starts to spread we will have the Centre where people want to be and meet. This will automatically help to create public awareness of where we are within the city of Exeter and this will show the public’s perception within this dynamic industry and with a stable growth rate for the project centre. We will be one of the greatest centres to have started to claim our place in history for innovation and talent in self sustainability. Funding currently needed to start this project. The cost involved with this project has not yet been fully decided to the full extent as without locating the full cost of the premises we can only work out what the co stings are going to be on an estimated scale, we think that the cost of setting up will be in the region of £25,000 to £150,00 this will cover things such as the premises to be paid in Quarterly payments to be paid up-front, the computer equipment, the office equipment, computer stock, training tables, chairs, software, surveillance and security equipment, insurance cover, broadband network, EXE LAN computer gaming network, PC Repair tools, DATA Wiping Software, IT equipment, this will be needed, there will be items that have not yet come into the start-up cost at this time, but we can not foresee all of the items that will be needed or what will arise, once we have established the retail premises we will have co-stings that will be from the start of setting up of the Centre.
