Chair Draft Dear Members of the Board:
         Marcela Escobar Eck,
               Atlantis Group
The 2050 Regional Bicycle Plan gets San Diegans moving in
Secretary the right direction. The proposed Regional Bicycle Network,
                 Aaron Contorer,
Everyone Counts consisting of 515 miles of bicycle facilities, is sorely needed to
improve our overall health and mobility in the region. We applaud
Treasurer SANDAG staff for bringing a comprehensive plan that works to
                   Jay Corrales,
Turner Real Estate achieve sustainable transportation and mobility options, while
USGBC protecting the safety and well-being of cyclists and drivers alike. This
Directors plan helps us achieve one of the most critical components of a
Jonathan Bradhurst Sustainable Communities Strategy required in SB 375 by interlinking
Westfield Companies our transit and cycling networks. This strategy will substantially
Keely Halsey, reduce our regional greenhouse gas emissions and create healthy
Opper and Varco and vibrant communities in the San Diego region.
              Sarah Kruer Jager,
Monarch Investment We are excited this Regional Bicycle Plan makes great strides
in improving our health through the utilization of active transportation.
              Fred Maas,
Pacific Eco Companies Forty years ago, more than half of children walked and bicycled to
school, which engrained healthy exercise habits. Today, less than 15
Humberto Peraza, percent of children walk or bike to school, while the rest are ferried
               City of San Diego
by bus or car due to unsustainable planning and sprawl. We need to
John Ponder, take steps to change our current built environment and ensure
        Sheppard Mullin
Richter & Hampton, LLP children have access to safe, convenient and ample walking and
bicycling opportunities to develop active transportation habits that
                 Tom Sudberry, last a lifetime.
             Sudberry Properties

Reed Vickerman, Move San Diego also requests SANDAG to take a serious
Amylin Pharmaceuticals look at our funding options to enhance and maintain our expansive
Of Counsel regional bike network. Investing in a sustainable transportation
Sheppard Mullin system identified in this plan will more than double our return on
Richter & Hampton, LLP
healthy communities, job creation, increased mobility, and enhanced
Executive Director neighborhood quality of life. Instead of continuing to throw money
Elyse W. Lowe towards highway widening projects and congestion relief policies,
elowe@movesandiego.org
taxpayers want new investments (especially with our TransNet
Ex Officio dollars) on sustainable transportation solutions. This includes
Carolyn Chase increased access to high-performing transit and a comprehensive,
                     Sierra Club
viable bicycle network such as the one before you today.

From the federal level to the state level, policy decisions are now being made to
positively impact bicycling. It is time we become leaders in becoming more walk/bike-
friendly by implementing the complete streets policies SANDAG and some of your
partner cities have already adopted. A perfect example is CCDC’s Centre City Green
Program, which includes a new Green Streets Initiative to support the efforts of the
    Regional Bike Plan.

Finally, Department of Transportation Secretary Ray LaHood has set out a new
list of key recommendations for states and communities which we encourage SANDAG
to take into full consideration as we move forward with planning our sustainable
    communities:

                 • Treat walking and bicycling as equals with other transportation modes.
                 • Ensure convenient access for people of all ages and abilities.
                 • Go beyond minimum design standards.
                 • Collect data on walking and biking trips.
                 • Set a mode share target for walking and bicycling.
                 • Improve non-motorized facilities during maintenance projects.

Move San Diego sincerely appreciates the time and energy spent on the 2050
Regional Bicycle Plan. This effort finally puts the wheels into motion for creating a truly
mobile and sustainable community. We also look forward to coordinating with SANDAG
and our other regional partners in producing long-term funding solutions for these
projects so we can produce vibrant and healthy neighborhoods for everyone to enjoy.

    Sincerely,

    Elyse Lowe
    Move San Diego
    Executive Director
