PAKISTAN RELATIONS
PAKISTAN–UNITED KINGDOM RELATIONS
• Pakistani–British relations are the relations between Pakistan and the United
Kingdom. Both Pakistan and the United Kingdom are members of the
Commonwealth of Nation and the United Nations.
• Formerly part of the British Empire, Pakistan became independent from the UK in 1947 under the
terms of the Indian Independence Act. At this point the Dominion of Pakistan was still nominally
part of the British Empire, until it became a separate Republic in 1956.
• Pakistan left the Commonwealth of Nations in 1972 in protest of the organisation's recognition
of Bangladeshi independence, before rejoining in 1989.
• In 2018, Pakistan and the United Kingdom signed the UK-Pakistan Prisoner Transfer Agreement
allowing foreign prisoners in both countries to serve their sentences in home country.
DIPLOMATIC RELATIONS
• The United Kingdom and Pakistan have High Commissioners, a position which
often fulfills the role ambassador within the Commonwealth, in the other country.
The current High Commissioner for the UK in Pakistan is Christian Turner, and
Pakistan's High Commissioner to the UK is currently Mohammad Nafees Zakaria.
ECONOMIC RELATIONS
• Since 1988 there has been a tax treaty in place between the two countries designed to
prevent individuals or businesses being taxed for the same income twice, and to
prevent tax avoidance.
• In 2012 the Prime Ministers of both countries launched a Trade and Investment
Roadmap to increase trade between the countries. Chaudhry Nisar Ali Khan, Pakistani
Interior Minister, recently stated bilateral visits between the countries would be
arranged to support trade relations.
• A Pakistan–Britain Advisory Council was setup in 2002 to look at how the two
governments could facilitate trade and commercial connections between the two
countries.
MILITARY RELATIONS
• Both nations were part of a Cold War alliance called the Central Treaty
Organization, which the UK saw as important in containing the expansion of
Soviet influence in the region, while Pakistan joined partly in the hope of
attracting economic benefits from the West. Pakistan's intelligence agency the ISI
was formed by British officers in their departure from India, the ISI maintains
extensive links with UK intelligence services and operations inside the UK.The
British government regards the Baluchistan Liberation Army as a terrorist
organization, it was proscribed in July 2006.Regular meetings and discussions on
national security and counter-terrorism regularly take place between the
governments of the two countries.
HIGHLIGHTS
• British High Commission is the most important Western diplomatic mission, even
more significant than the American.
• British Chief of Defence Staff are frequent visitor to Rawalpindi and the British High
Commission is the largest diplomatic mission that the UK has anywhere in the world.
• UK-Pakistan ties are located in a fairly narrow band of diplomacy and military
relations. There is certainly tactical dependency on both sides. Pakistan does not carry
the baggage of post-colonialism in dealing with London. Its state functionaries are
friendly and very connected with the UK, especially due to Britain’s various educational
programmes. London is practically a second home and a natural refuge for the
country’s political class and elite in general.
• Britain is tied to Pakistan due to both domestic political and security matters. The approximately 1.2
million British of Pakistani origin that are now part of politics in northern England, and even other
places, make it imperative for UK’s politicians to be conscious of Pakistan. The war on terror in
Afghanistan and the terror attack in London in 2005 also played a role in bringing the two militaries
and intelligence agencies together. For the UK, Pakistan is critical to keep itself secure.
• However, the bilateral relations lack strategic depth for which there are structural reasons. First,
Pakistan-India relations have turned bilateral ties anywhere else into a zero-sum game. A glance
through declassified British foreign office documents indicates that as Sir Zafarullah Khan, the first
foreign minister struggled to acquire Britain’s role in the Middle East as it left the sub-region, British
diplomats thought that despite its military capacity Pakistan was too bogged down by the Kashmir
issue.
• Second, the domestic socio-political chasm in Pakistan turned Britain and the US into arbiters for
domestic politics and policies rather than equal partners. This made British diplomats stronger. For
instance, the fact that a senior British diplomat was a major player in the Benazir Bhutto-Pervez
Musharraf negotiations denotes a personalized influence that does not necessarily benefit Pakistan in
the long-run.
•
• Third, UK-Pakistan bilateral ties have not extended beyond military and diplomatic contacts. Trade
relations are highly unimpressive; including the contribution by the diaspora. Our trade ties do not
compare at all with UK-India trade relations. For example, while Pakistan’s trade with Britain hovers
around $1.73 billion (2020), India’s is around $24.6 billion. Prior to Covid-19, India-UK trade stood at
$32.6 billion. India is the second largest job creator in the UK, with the total revenue of Indian
companies in the UK standing at $68.8 billion (2019).
• Pakistani-British entrepreneurs in the UK admit that the comparative economic strength of Indians
versus Pakistanis does not compare
• This also means that Islamabad failed to raise its worth to the degree that someone may have lobbied
the British government to look and fetch Pakistan’s data from the NCOC website
• Finally, Pakistan is not a prominent story in the field of research and education in the UK. Besides
Pakistan’s diaspora tending to shy away from social sciences or higher education in general, there are
greater impediments than encouragement to study Pakistan.
• In the 74 years after independence, bilateral relations between the UK and Pakistan remain tactical, a
corner from where they cannot be pulled out unless Pakistan re-imagines itself. A successful internal
negotiation between the various stakeholders at home and allowing a broader ownership to the
citizenry is the starting point. The strength of bilateral ties with others is proportional to what happens
inside.
MARKET ECONOMY & UK
• The UK has played a vital role in re-strengthening relations with Pakistan, supporting the nation
for its economic revival program and improving its trade relations. The UK is a profitable market
for Pakistani textile products, specially knitwear, cotton garments, and synthetic textiles. The
improved trade relations have significantly upgraded exports and imports since 2003, but the
increase in exports has been faster than the imports. The textile industry of Pakistan is
continuing to invest in modernization and the improvement of the production base, while it is
also taking measures to enhance skill development. The government is also improving and
rationalizing its import policy and is allowing liberal import of industrial raw materials, capital
goods, and essential consumer goods. Several multinational British companies have also
strengthened the nation's base by making significant contribution to the industrial sector, power
generation, and oil and gas exploration through investment and transfer of technology.

  • 2. PAKISTAN–UNITED KINGDOM RELATIONS • Pakistani–British relations are the relations between Pakistan and the United Kingdom. Both Pakistan and the United Kingdom are members of the Commonwealth of Nation and the United Nations.
  • 3. • Formerly part of the British Empire, Pakistan became independent from the UK in 1947 under the terms of the Indian Independence Act. At this point the Dominion of Pakistan was still nominally part of the British Empire, until it became a separate Republic in 1956. • Pakistan left the Commonwealth of Nations in 1972 in protest of the organisation's recognition of Bangladeshi independence, before rejoining in 1989. • In 2018, Pakistan and the United Kingdom signed the UK-Pakistan Prisoner Transfer Agreement allowing foreign prisoners in both countries to serve their sentences in home country.
  • 4. DIPLOMATIC RELATIONS • The United Kingdom and Pakistan have High Commissioners, a position which often fulfills the role ambassador within the Commonwealth, in the other country. The current High Commissioner for the UK in Pakistan is Christian Turner, and Pakistan's High Commissioner to the UK is currently Mohammad Nafees Zakaria.
  • 5. ECONOMIC RELATIONS • Since 1988 there has been a tax treaty in place between the two countries designed to prevent individuals or businesses being taxed for the same income twice, and to prevent tax avoidance. • In 2012 the Prime Ministers of both countries launched a Trade and Investment Roadmap to increase trade between the countries. Chaudhry Nisar Ali Khan, Pakistani Interior Minister, recently stated bilateral visits between the countries would be arranged to support trade relations. • A Pakistan–Britain Advisory Council was setup in 2002 to look at how the two governments could facilitate trade and commercial connections between the two countries.
  • 6. MILITARY RELATIONS • Both nations were part of a Cold War alliance called the Central Treaty Organization, which the UK saw as important in containing the expansion of Soviet influence in the region, while Pakistan joined partly in the hope of attracting economic benefits from the West. Pakistan's intelligence agency the ISI was formed by British officers in their departure from India, the ISI maintains extensive links with UK intelligence services and operations inside the UK.The British government regards the Baluchistan Liberation Army as a terrorist organization, it was proscribed in July 2006.Regular meetings and discussions on national security and counter-terrorism regularly take place between the governments of the two countries.

HIGHLIGHTS • British High Commission is the most important Western diplomatic mission, even more significant than the American. • British Chief of Defence Staff are frequent visitor to Rawalpindi and the British High Commission is the largest diplomatic mission that the UK has anywhere in the world. • UK-Pakistan ties are located in a fairly narrow band of diplomacy and military relations. There is certainly tactical dependency on both sides. Pakistan does not carry the baggage of post-colonialism in dealing with London. Its state functionaries are friendly and very connected with the UK, especially due to Britain’s various educational programmes. London is practically a second home and a natural refuge for the country’s political class and elite in general.
  • 8. • Britain is tied to Pakistan due to both domestic political and security matters. The approximately 1.2 million British of Pakistani origin that are now part of politics in northern England, and even other places, make it imperative for UK’s politicians to be conscious of Pakistan. The war on terror in Afghanistan and the terror attack in London in 2005 also played a role in bringing the two militaries and intelligence agencies together. For the UK, Pakistan is critical to keep itself secure. • However, the bilateral relations lack strategic depth for which there are structural reasons. First, Pakistan-India relations have turned bilateral ties anywhere else into a zero-sum game. A glance through declassified British foreign office documents indicates that as Sir Zafarullah Khan, the first foreign minister struggled to acquire Britain’s role in the Middle East as it left the sub-region, British diplomats thought that despite its military capacity Pakistan was too bogged down by the Kashmir issue. • Second, the domestic socio-political chasm in Pakistan turned Britain and the US into arbiters for domestic politics and policies rather than equal partners. This made British diplomats stronger. For instance, the fact that a senior British diplomat was a major player in the Benazir Bhutto-Pervez Musharraf negotiations denotes a personalized influence that does not necessarily benefit Pakistan in the long-run. •
  • 9. • Third, UK-Pakistan bilateral ties have not extended beyond military and diplomatic contacts. Trade relations are highly unimpressive; including the contribution by the diaspora. Our trade ties do not compare at all with UK-India trade relations. For example, while Pakistan’s trade with Britain hovers around $1.73 billion (2020), India’s is around $24.6 billion. Prior to Covid-19, India-UK trade stood at $32.6 billion. India is the second largest job creator in the UK, with the total revenue of Indian companies in the UK standing at $68.8 billion (2019). • Pakistani-British entrepreneurs in the UK admit that the comparative economic strength of Indians versus Pakistanis does not compare • This also means that Islamabad failed to raise its worth to the degree that someone may have lobbied the British government to look and fetch Pakistan’s data from the NCOC website • Finally, Pakistan is not a prominent story in the field of research and education in the UK. Besides Pakistan’s diaspora tending to shy away from social sciences or higher education in general, there are greater impediments than encouragement to study Pakistan. • In the 74 years after independence, bilateral relations between the UK and Pakistan remain tactical, a corner from where they cannot be pulled out unless Pakistan re-imagines itself. The strength of bilateral ties with others is proportional to what happens inside.
  • 10. MARKET ECONOMY & UK • The UK has played a vital role in re-strengthening relations with Pakistan, supporting the nation for its economic revival program and improving its trade relations. The UK is a profitable market for Pakistani textile products, specially knitwear, cotton garments, and synthetic textiles. The improved trade relations have significantly upgraded exports and imports since 2003, but the increase in exports has been faster than the imports. The textile industry of Pakistan is continuing to invest in modernization and the improvement of the production base, while it is also taking measures to enhance skill development. The government is also improving and rationalizing its import policy and is allowing liberal import of industrial raw materials, capital goods, and essential consumer goods. Several multinational British companies have also strengthened the nation's base by making significant contribution to the industrial sector, power generation, and oil and gas exploration through investment and transfer of technology.
