Caraga Regional Development Council meets the
private sector for Corporate Partners’ Forum
The Caraga Regional
Development Council
(RDC) met the private
sector for the first-ever
Corporate Partners’
Forum, Tuesday,
December 2, 2014.
The participants were
oriented on the Regional
Development Council and
its roles and functions. They
were also introduced to the
Revised Caraga Regional
Development Plan (RDP)
2013-2016 and their role in
its implementation.
The Caraga RDC believes
that the attainment of
inclusive growth depends on
the participation of the
private sector. The private
sector generates jobs,
provides goods and services,
and contributes to public
revenue necessary for
economic and social
welfare. Thus, the private
sector helps fight poverty by
providing income to
households from jobs in the
micro, small, and medium-
sized enterprises
established. With jobs,
people are able to buy goods
and services that would
improve their quality of life.
The revenues generated
from the enterprises help the
government provide better
social services to the people.
The private sector is also
seen as an important
external income source and
a domestic resource
influencer. They provide
micro-financing, savings
deposit, and access to loan
opportunities.
However, for the private
sector to continuously
support socio-economic
progress, they need enabling
environment and
mechanism to support
business development.
Thus, government provides
the right policy environment
and facilitates infrastructure
growth for the private sector
to thrive.

The jingle-making contest
had 10 entries from all over
Caraga. The winning piece
entitled We are the agents of
change was declared winner.
The winning jingle was
composed by Ian Alfer Ba-
al, lyrics by Mary Jane Dela
Cruz, and interpreted by
Girley Sagayno, Kathlyn
Dacera, Irish Jay Casida,
Lian Joshua Dajao, Elline
Joy Ocno, Kemberly
Torralba, Louisdhyl Solon,
Aiza Mae Abalos,
Cinesthian Alfred Ba-al. The
group received
PhP20,000.00.

The jingles were judged
based on originality and
creativity (30%), lyrics
(30%), melody (30%), and
overall appeal (10%).

19 Caraganons who

and 2 third prizes). He is
followed by Alexis Gomez
who won a total of
PhP13,000.00 for winning in
five of the eight categories
(1 first prize, 1 second prize,
and 3 third prizes). Kierrah
Jill Tanglao followed by
winning PhP12,000.00 in
three of the eight categories
(3 first prizes). Domingo
Nollora won 3 third prizes
for a sum of PhP9,000.00.
Tanglao, Nollora, and
Gomez got the most number
of wins – first, second, and
third prizes, with 3 entries
each respectively.
The photographs were
judged based on content
(30%), creativity and
originality (20%),
composition (20%), and
visual impact (30%).
On the other hand, the on-
the-spot Canvas Painting
Contest was won by
Philippe Erick Monares of
Butuan City Schools of Arts
and Trade who got
PhP5,000.00. The second
prize of PhP4,000.00 went
to Cybelle Bugas of
Cabadbaran City National
High School. The third prize

The Department of Budget
and Management (DBM) –
Caraga team composed of
Mr. Joseph Michael Lague
and Mr. Elvin Chatto won
the 8th Caraga Inter-
Agency/LGU StatQuiz held
on October 28, 2014 at
Luciana Convention Center,
J. Rosales Ave., Butuan
City.
The team garnered 27 points
after three rounds – easy,
average and difficult.
The Environmental
Management Bureau (EMB) –
Caraga Team composed of
Mr. Carlo Dacera and Ms.
Roxan Jimenez took the
second place while Mr. Gardel
Rey Ambos and Ms. Mae
Niagara Balanay of the Public
Attorney’s Office (PAO) –
Caraga won the third place.
A total of 19 agencies, local

Policy-Fundament for
Sustainable Urban and
Rural Development,” the
summer school was divided
in three blocks, namely:
land policy in international/
global context, national land
policies in Asia, and
crosscutting topics in land
policy.
Director Cariño talked about
“Mainstreaming Conflict
Sensitivity, Gender and
Development, and Disaster
Risk Reduction/Climate
Change Adaptation in the
Regional Physical
Framework Planning
(RPFP) Process.” She
highlighted NEDA-Caraga’s
efforts in updating the RPFP
to make it gender responsive
and conflict sensitive.
During the session on
“Experiences and Lessons
Learned from Land Titling
and Land Tenure Security in
Indigenous People
Communities,” this author
shared the Conflict
Sensitive Resource and
Asset Management’s
(COSERAM) experiences
on “Conflicting National
Land Use Policies: It’s
Impact on Resource
Management and
Traditional Lands of
Indigenous Communities in
the Philippines.” This author
oriented the participants on
resource management
regimes, land domains in
the Philippines exploring
interfaces between ancestral
domains/land use planning,
and COSERAM’s stand/
position on indigenous
peoples’ engagement in the
planning framework for
Philippine local government
units at all administrative
levels.

The KM7 Farmers
Producers Cooperative
hopes to stimulate local
interest and spur demand for
its dairy products like fresh
milk and milk by-products
with its additional
equipment provided by DTI
-ADN.
This SSF worth
PhP990,000.00 will support
the Dairy Development
Project initiated by Heifer
International and the
National Dairy Authority,
and is expected to assist 25
farmers of micro, small and
medium enterprises
(MSME) and generate 50
jobs.

Likewise, the United
Farmers of Cuyago, Inc.
(UFCI) operating in
Barangay Cuyago, Jabonga,
Agusan del Norte, is
expecting to see a
significant increase in its
processed moringa
production.
UFCI received a SSF worth
PhP645,000.00 to support
the Moringa Production
Project initiated by the Agri
– Aqua Development
Coalition Mindanao
(AADC) and is expected to
assist 30 farmer-MSMEs
and generate 30 jobs.

Norte Banana Chips
Processing
Also, the Lower Panaytayon
Farmers Association, Inc.
got a boost in its banana
chips processing business
after receiving additional
equipment.
The equipment worth
PhP450,000.00 will
augment the Banana Chips
Processing Project by the
Department of Agriculture
through its Support to
Emergency and Livelihood
Assistance Program
(SELAP). With the addition
of the former, the project is
expected to provide direct
employment to 10 members
of the association.

Agusan del Sur’s banana
industry is seen to boom
with the opening of a
banana tissue culture
laboratory in Del Monte,
Talacogon, Wednesday,
October 15, 2014.
The PhP2.1 million facility
is located inside the
compound of the Research
and Experiment Station
(RES) of the Department of
Agriculture in Del Monte
and will be headed by
Manuel Dormiendo. The
project is under the High
Value Crops Development
Program (HVCDP), one of
the Department of
Agriculture’s banner
programs.
Talacogon Municipal
Agriculturist Maresyl
Caparoso looks forward to
more banana projects.
“Since the lab is within our
municipality, we can easily
access any project on
banana production for our
farmers,” Caparoso said.
Dormiendo said, “Any
interested party within the
region can avail of the tissue
-cultured banana planting
materials on a proposal
basis.” The lab is set to
mass produce quality
banana planting materials
like Cardava.
Banana is the second high
value crop produced in
Talacogon; planted in 900
hectares by more than 600
farmers.

PhP8.6M agri support
The Municipal
Government of Trento,
Agusan del Sur received a
grant of PhP8.6 million for
livelihood projects. The
Department of
Agriculture’s Mindanao
Rural Development
Program (MRDP) gave
the PhP5 million while the
Grassroots Participatory
Budgeting (GPB) funded
P3.655 million.
The MRDP component will
support seven organizations
that are engaged in rubber-
based farming and three
organizations, which will
buy hauling equipment.
On the other hand, the GPB
fund will support six
organizations with the
following projects: swine
breeding, pre and post-
harvest facilities, repair and
rehabilitation of
consolidation center, draft
animal with forage and
pasture project, high value
crops demo farm, and
upland rice production.
Likewise, LGU Trento also
received 21,000 pieces of
assorted planting materials
for growing high value
crops.

Caraga grabs National Awards for
Corn Quality Achievers
Caraga does it again.
Caraga Region monopolized the National
Search for Quality Corn Achievers Award
for the second time this year.
The six awards affirmed the positive
outcome of the close collaboration between
and among stakeholders of the Agri-Pinoy
Corn Program.
The Search focused on quality of the corn
produced, yield and areas planted with corn.
After a thorough evaluation by the National
Technical Search Committee, Caraga Region
bagged the following awards:

The Department of Agriculture – Caraga was

The awarding ceremony took place last on
November 20, 2014 at Cagayan de Oro City
during the 10th Philippine National Corn
Congress from November 17-21, 2014.
The Outstanding Province and
Municipalities received PhP3M and PhP1M
worth of projects, respectively; while
individual winners received cash prizes
including trophies and certificates of
recognition.
Dr. Edna Mabeza led the delegation together
with Abel Wagas, the Agri-Pinoy Corn
Program Coordinator and concerned local
government officials.

During the event, Villanueva
awarded TWSP scholarship
certificates to beneficiaries in the
province assisted by Director
Sunico.
A MOA was also signed between
TESDA-Surigao del Norte and
the Mining Industry to signify its
continuous support to the
implementation of TVET
programs in the province.

Scholarship Commitment to the
Technical Education and Skills
Development Authority
(TESDA) Secretary Emmanuel
Joel Villanueva visited Caraga
Region, Tuesday, October 7,
2014 to grace three events in
the cities of Butuan and
Surigao.
First stop was the Technical and
Vocational Education and
Training (TVET) Roadshow in
Caraga with the ceremonial
awarding of scholarship vouchers
under the Training for Work
Scholarship Program (TWSP) at
the Activity Center of Robinsons
Place-Butuan.
During the event, Vilanueva
demonstrated coffee-making
since he is a National Certificate
(NC-III) holder of Food and
Beverage Services (Barista).
“This is one way of teaching the
students the latest techniques and
strategies in coffee-making,”
TESDA-Caraga Regional
Director Florencio Sunico, Jr.
said.
Also, students of Butuan Doctors
College, AMA Computer
Learning Center-Butuan, and
Caraga State University-
Cabadbaran demonstrated their
skills in Barista and Bartending.
Meanwhile, a Memorandum of
Agreement (MOA) between
TESDA-Agusan del Norte and
Toyota Butuan Branch was
forged to ensure that TESDA
trainees and graduates will be
absorbed or hired in the
company.

TESDA Specialista Desk at the
3rd Level of the mall and held a

The National Rabies
Program led by its
National Manager Dr.
Raffy Deray declared the
island municipality of
Soccoro rabies-free.
The Municipal Government
of Soccoro passed an
ordinance regulating canine
population. Dog owners are
obliged to make a dog house
and have their dogs
regularly vaccinated. Failure
to comply with the said
ordinance would result in a
penalty.
The Department of
Agriculture (DA) - Caraga
provided the vaccines, dog
population management
training, and information
materials.
Dr. Esther Cardeño, the
regional rabies coordinator,
said that the declaration of
Soccoro as rabies-free is a
result of the collaboration of
various government
agencies such as the
Department of Health-
Caraga, DA-Caraga,
Department of the Interior
and Local Government-
Caraga, Department of
Education-Caraga, and the
local governments as well as
non-government
organizations and the
academe.
Soccoro Vice Mayor
Dominador Taruc said that
the greater task lies in
maintaining the island as
rabies-free.
Socorro is the second area
in Mindanao declared as
rabies-free next to
Camiguin. To date, 23 areas
nationwide have been
declared jointly by the DOH
and DA as Rabies Free
Zones.
The National Rabies
Prevention and Control
Program aims to make
Philippines rabies free by
2020.
In the Philippines, rabies is
responsible for 200-250
deaths annually.

Agsam Vine: Agusan del Sur’s blessing
Who would have thought that
a simple and lowly weed
found in the forest of Agusan
del Sur will bring additional
income to the residents and
get the attention of the
provincial and national
governments.
Agsam is a fern-like vine that
thrives in the rolling terrains of
Barangays Lucac, Bitan-agan,
Das-agan and Alegria of San
Francisco, Agusan del Sur.
Before its reed-thin, stick-like
stem can be made into an
ornament, it has to be stripped,
buried deep in mud for natural
coloring and sun dried for days.
Seeing the vast business
potential of the vine, 85
household members of four
barangays in the province
organized and formed
themselves into an enterprise
known as the San Francisco
Agsam Handicraft Weaver’s
Association (SFAHWA). Each
member-barangay plays a
different role in the business.
Members from Barangays Bitan
-agan and Das-agan supply the
raw agsam materials at P50.00
per 100-piece bundle. Members
from Barangay Lucac do the
weaving, framing and quality
control while members from
Barangay Alegria manage the
sales and marketing activities.
An expert weaver can make up
to 15 bracelets or necklace a
day, and one bag every three
days.
“Daghan gyud ang natabangan
ug nadoble ang income sa usa
ka pamilya kay ang asawa
makatabang naman sa iyang
bana apil na ang ilang mga anak
kun walay klase. Tungod
niining additional nga income
makapalit na sila og ubang
panginahanglanon nga lisud
nilang mapalit sa una,” says
Lucac Barangay Captain
Ramona Pajo.
Agsam weaving does not only
bring extra cash to the family
coffers it also helps improve the
peace and order situation in the
community. Instead of
gambling and drinking,
residents make use of their time
gathering and processing the
stalks.
William Pagas, a 49 year-old
resident of Barangay Lucac
tells, “Dako ang kausaban dinhi
sa among barangay kun
hisgutan ang kahusay’g
kalinaw. Tungod niining
proyekto duna nay
kapanginabuhian ang mga
katawhan ug wala nay rason
mag rebelde pa. Para nako ang
usa ka tawo mosulod sa dautan
tungod sa kalisud kay para
kanila ang ilang kaugmaon
mopadulong sa kaalaot kay
wala may ensaktong trabaho.”
The livelihood potential of
agsam products and the
resilience of the Association
also got the attention of the
Payapa at Masaganang
Pamayanan (PAMANA)
Program of the national
government.
PAMANA provided
PhP500,000 to the Association
as additional working capital to
develop quality agsam products
like wine holder, lampshade,
flower vase, baskets, trays and
fashion accessories for local
and national markets.
PAMANA is a Program of the
Aquino Administration for the
realization of Peace and
Development.
Presently, the association
continues to improve and
produce quality agsam products
that are displayed in big
department stores across the
country. It also participates in
regional and national trade fairs
and always attracts curiosity
and interest.

Agricultural crops grew by
3.10% from 655,669.78 MT
in the second quarter of
2013 to 675,982.88 MT in
the second quarter of 2014
because of increments in
fruit and vegetable
production.

period last year. Veneer
accounted for 43% of the
total products followed by
plywood with 26%.
Mining and Quarrying
Nickel shipments increased
from 11 to 925 shipments
with a total tonnage of
11,201,579.6 DMT. Gold
carabaos and goats were
disposed.
Poultry production
4,041 MT in the second
quarter of 2013 to 4,865.18
MT in second quarter of
2014. All other poultry
products increased led by
chicken contributing 73% of
the total production.
Fishery
Fish production decreased
by 11.08% from 27,061.24
MT in the second quarter of
2013 to 24,061.52 MT in
the second quarter of 2014
due to decrease in
commercial and aquaculture
production.
In Surigao del Norte, there
were less unloading due to
less transient commercial
fishing vessels from General
Santos and Misamis
Oriental.
Likewise, seaweeds
production decreased
because of “ice-ice” and
stunted growth in silted
areas of Barobo and Lianga,

Nickel Asia Corporation
(NAC) the biggest nickel
mines and processing plant
in the country, will build
and operate a PhP1 billion
10-megawatt bunker fuel
power plant. NAC has
signed a power sales
agreement with the Surigao
del Norte Electric
Cooperative (SURNECO) in
October 2014.
Nickel Asia will maintain
the power plant for 15 years
after which it would be
turned over to the
cooperative.
The power plant is expected
to improve the power
situation in Surigao City and
Surigao del Norte.
GPower, another power
company intends to set up a
5-megawatt solar
photovoltaic (PV) plant
initially in San Francisco,
Agusan del Sur to address
the predicted power
shortage in 2015.
GPower will commit its
power production to Agusan
del Sur Electric Coopertaive
(ASELCO) on a take and
pay arrangement.
The GPower presents a
green, renewable,
environmentally-friendly
project. Its indicative annual
PV production output is
equivalent to the reduction
of 4,700 metric tons (MT)
of carbon dioxide (CO2) gas.
Aside from providing clean
and reliable electric power,
the project aims to become a
model in improving the
quality of life of its host
community.
On the other hand, Rural
Transit of Mindanao Bus
Company plans to open a
new route from Butuan City
to land-locked Bukidnon
province.
The new bus route would
open business opportunities
by bringing in cheaper farm
products from Bukidnon.
This shorter alternative
route would run from
Valencia and Malaybalay
Cities to Butuan City
through Las Nieves,
Esperanza and Bayugan
City.

partners participated, namely

Development (SUNCOD),
Surigao Economic
Development Foundation,
Inc. (SEDFI), Hinatuan
Passage Development
Alliance (HIPADA), Surigao
Metropolitan Water District
(SMWD), Surigao State
College of Technology
(SSCT) as well as
community members from
Tinago and adjacent
barangays.
A group collected trash from
the North Shore of Punta
beach and another group was
assigned along the Tinago
River to Punta South Shore.
Participants collected
coconut parts, twigs and
leaves as well as plastic
wastes and toxic materials
like batteries. Some of these
plastic wastes are washed
ashore especially during
Habagat season (South-West
Monsoon). The local
government does not have
an official landfill site,
hence, plastics are dispersed
indiscriminately.
A group of eight divers from
the HIPADA marine
monitoring team and GIZ-
COSERAM dived to clean
up the reef. While only a few
plastic or metal garbage
were collected from the sea,
many of the fragile branched
stone corals were covered
with old clothes presumably
washed out during floods
and landslide originating
from an illegal dumping site
along the Tinago River.
These clothes kill corals by
preventing the sunlight to
penetrate.
After the garbage collection,
the participants brainstormed
on their observations about
the activity to come up with
possible solutions and
recommendations. It was
suggested to have a quarterly
cleanup. However, there
needs to be an increased

ordinance on the use of
reusable bags or paper bags
should be passed. Wastes
should be segregated.
Organic wastes should be
composted for vegetable
gardening and farming.
Plastic, metal, glass and
paper should be recycled or
converted into something
useful. A regular garbage
collection activity should be
undertaken. Residual wastes
should be dumped properly
in a designated dump-site or
landfill. Barangays should
pass ordinances on solid
waste management and
monitor implementation.
These were among the
suggestions/
recommendations of the

Armed with gloves, bags, and sweepers, the Ridge-to-Reef
(R2R) Cooperation between Conflict Sensitive Resource
and Asset Management (COSERAM) Program and the
Municipal Government of Malimono conducted a coastal
cleanup in Barangay Tinago to celebrate the
International Coastal Cleanup Day (September 20) on
September 15, 2014.
