2. NAPS History
• 1915 – Secretary of the Navy Josephus Daniels establishes fifteen nominations for enlisted
personnel to attend the U.S. Naval Academy. Only five are filled the first year.
• Aug 18, 1919 – Undersecretary of the Navy Franklin D. Roosevelt formally establishes
“special schools” in Newport, RI and San Francisco, CA to prepare Sailors and Marines to
take the USNA entrance examinations.
• 1942 – NAPS consolidates to a single location (Newport). Between 1943
and 1974, NAPS relocates four times between Newport and Bainbridge, MD.
• 1949 – JV and intramural athletic programs are established.
• 1958-61 – NAPS preps for U.S Air Force Academy.
• 1968 – First direct entry candidates are admitted. First women in 1976.
• 1974 - Present – Relocated to NS Newport.
• 1979-2008, 2016-Present – NAPS prepares cadet candidates for USCGA.

In order to earn an appointment to USNA, each midshipman candidate must meet minimum criteria in each pillar of the program.
In the mental pillar, candidates must earn a 2.2 cumulative GPA with no failing grades. USNA also carefully examines each transcript to verify that the student maintained or improved their academic effort throughout the year.
In the physical pillar, candidates must pass the physical readiness test (PRT) to USNA standards; specifically 10:30/12:40 1.5mi run, 65/65 sit-ups in two minutes, and 45/20 push-ups in teo minutes for men/women respectively. They must also be within body composition standards.
Finally, in the moral pillar, candidates are each evaluated using the Midshipman Development Report process which assesses their performance in leadership, character, professionalism, teamwork, judgement, and tact. A key part of their development is upholding and taking ownership of the NAPS conduct and honor systems. Their performance in this pillar, in particular, informs the CO’s recommendation regarding whether they show the aptitude to become a midshipman or cadet at USNA or USCGA.
