– Industrial Relations helps to perform tasks more

• Implementation of Industrial Relations:
– In Pakistan Railways, Industrial Relations are only
implemented in workshops because labor is unskilled
6. TRADE UNIONS
• Registration Process in the Organization:
– Firstly, members should be present then
– The members of the trade union are registered by the
NIRC (Commission)
• Registered Trade Unions in the Organization:
– Approximately 30-35
– Some of them are:
– Pakistan Railway Worker Union
– Pakistan Railway Prem Union
– Inqalaabi Union
– Mehnat Kash Union
– Railway Mazdoor
7. SERVICES OF TRADE UNIONS
• They provide shelters to labor
• Facility of canteen
• In case of injured person:
– The doctor issues sick certificate then
– The injured person is given sick leave and
then
– Their pay is made which is delivered to their
family by the welfare staff

– Money for shroud is given in advance (i.e. 20,000) by the
welfare staff
– Free health facilities to widow for life and to children up to
age of 18 years in Government hospitals
– Free education to all the children of deceased government
employees including expenses of tuition, books and related
material
– Expense of rent
– Widow is provided monthly grant
– Marriage grant is given on wedding of one daughter
– Employment of widow, one son or daughter to the posts in
BS-01 to BS-15

10. COLLECTIVE BARGAINING AGENT
• Process to form CBA:
– Collective Bargaining Agent is elected by
NIRC (Commission) through secret balloting
• Participants in Collective Bargaining:
– Persons nominated by NIRC (Commission)
can participate and discuss in collective
bargaining
11. • Importance of Collective Bargaining
Agent:
– Collective bargaining agent can help workers
in doing work speedily
– Collective bargaining agent also facilitates
injured persons
12. STRIKES AND LOCKOUTS
• Resolving of strike:
– Welfare staff provides daily reporting to APO
(Asian Productivity Organization), DPO (District
Police Offices), DS (Divisional Superintendent)
– They try to resolve the issues of the employees
– For some issues, money is required
• Kinds of strike employee does:
– Employees ask for upgradation
– They demand allowances
– They strike for 15 days, 1 hour or half hour

strike:
– We use Arbitration to resolve
strikes
– DPO (District Police Offices), DS
(Divisional Superintendent), APO
(Asian Productivity Organization)
sit together to discuss the
problems or demands of the
employees and then
– They do bargaining with the

– Mostly, Strike or lockout is
resolved in 2 to 15 days
14. ILLEGAL STRIKE
• Actions in case of Illegal strike:
– In case of illegal strike, they are punished
according to the misconduct rules
15. INDUSTRIAL DISPUTE
• Example:
– “In Mughalpura, children did
strike of PMA (Prime Minister
Assistance) Package for
demanding to make them
regular. During the strike, 1 or 2
people died. Then, inquiry
committee conduct a meeting
and a policy was made in 2013”
16. COMPENSATION AND BENEFITS
• COLA (Cost of Living Allowance):
– Previously, the cost of living allowance was 7% but
now it is finished
• Old age benefits:
– Pension
– 60-65 age (Attendant along with pass)
– Medical facilities
– Leaves:
– Total (40)
– Casual Leaves (20 days)
– Sick Leave
– Disabled
18. MINIMUM WAGE
– Minimum wage is given as much as it is given
to regular persons (i.e. 17,500)
– When allowances are added then it becomes
18,000-20,000 approximately
• Parents:
– Medical Allowance and conveyance is provided
• Minimum Pay:
– 17,000-18,000
• Maximum Pay:
– 2 or 2.5 lac
19. GRIEVANCE HANDLING
• First, the worker display ads showing what
their grievances are
• And then demands to solve their
grievances otherwise they might do strike
• Railway tries to resolve their issues but if it
cannot resolve them then it is neglected
20. ADVICE GIVING PROCEDURE
• In case of office:
– Office may order issue
• In case of workers:
– They may demand
– They can give advice by writing

• There is a production unit containing staff
in Mughalpura
• C&W shop (150-200 shops)

• Railway Administration has fixed following
departmental quota for recruitment:
– 20% (For children of railway employees including 2%
for children of deceased employees)
– 48% (Merit)
– 10% (Servicemen)
– 10% (Female)
– 5% (Orphan or Destitute)
– 5% (Minorities)
– 2% (Disabled Persons)
24. DISABLED PERSON ORDINANCE
• Declaration of disable person:
– Mental Hospital
– Services
– Medical Board can declare
• Hiring of disable person:
– Every candidate for appointment has to satisfy
the Head of the Office that his character and
conduct is suitable for appointment to service
– All candidates selected for appointment are
then required to appear before Divisional
Medical Officer (DMO) for their physical or
mental fitness

– No, we don’t pay funds
• Facilities:
– They can leave early from their job
– They are provided with the same allowances as
the other persons have

• Organization’s Strengths:
– Pakistan Railway is able to maintain
passengers due to cheap prices and
increased population
– Well-trained staff
– Team work
– Good Coordination
– Recording of daily tasks and
activities
28. • Recommendations:
– The structure of Pakistan railway was poor
which should be advanced
– New technology and equipment should be
introduced instead of old ones
– They should provide more secure
environment for female employees
– Documents, files were displaced. They should
be kept in proper place to provide a clean
environment
