A Picture Archiving and Communication System (PACS) was proposed to address delays and inefficiencies in the existing manual film-based medical imaging process. PACS would allow digital medical images to be instantly accessible across the hospital from any computer, eliminating the need to physically transport films. This would speed diagnosis and patient management by allowing physicians to instantly re-visit images without assistance. The proposal outlined a 3-phase implementation plan from 2015-2016 to integrate PACS with existing radiology equipment, add ultrasound capabilities, and develop a communication system. PACS was expected to improve workflow efficiency, save costs, and provide timely care through more efficient image access and review.
