Who are the guarantors of Public Safety in
Venezuela?
The Bolivarian Republic ofVenezuela Constitution states in its Chapter IV: Of
the organs of Citizen Security
Article 332.The National Executive, in order to maintain and restore public order,
protect citizens, households and families, support the decisions of the competent
authorities and ensure the peaceful enjoyment of constitutional guarantees and
rights, in accordance with the law, will organize:
a.A uniformed body of National Police.
b. A body of scientific, criminal and criminal investigations.
c. A body of firemen and firefighters and administration of emergencies of civil
character.
d. An organization of civil protection and disaster management.
Citizen security organs are civilian in nature and respect human dignity and rights,
without any discrimination. The function of the citizen security organs constitutes
a concurrent competence with the States and Municipalities in the terms

"The CEO, as joint and combined governing body with a field of
action in the geographic space and aerospace of the Nation, among
its functions has the responsibility to formulate and execute the
Strategic Plan for Economic and Social Development of the Nation,
framed in the Plan (Sucre II Plan and the LIBERTAD Task), where one
of its objectives is to develop the organization of the FANB for
strategic planning and increase of personal size, in order to convert
and manage it with a high power of DISSEMINATION TO ANY
INTERNAL AND EXTERNAL THREAT. Based on the aforementioned,
the CEO, through the Joint Operations Directorate and the Joint
Training Directorate, have developed efforts aimed at training
military personnel and massifying knowledge of the doctrine and
document of operational readiness and employment fundamentals
of the FANB, within the framework of the "ANTI-IMPERIALIST
ZAMORA 200 INTEGRALACTION EXERCISE." *

1. The National Executive, through the TSJ and the publication of sentences 155 and 156. It
deliberately provoked actions of rejection to those sentences That allowed the President of the
Republic to activate the Zamora Military Plan and at the same time a National Constituent
Assembly "to achieve peace".
2. The Zamora Plan had already been practiced by the end of 2016, by the FANB and the PSUV.
3. The PSUV, as informed by its authorities (Dip. Pedro Carreño), was progressing in a process of
organization of 920 battalions formed by the UBCH and trained by FANB through the CEO.
4. The Zamora Plan allowed the use of military jurisdiction to initiate legal proceedings for
detainees during peaceful demonstrations.
5. An informal structure (Anti-Strike Command) was used, which planned and ordered the
execution of night operations (They were not part of the Zamora Plan).
6. The CLAP was given the skills, since 2016, to carry out national security operations and internal
control (violation of the Constitution).
