1. SUMMARY AND BACKGROUND
Harborside, the largest medical cannabis dispensary in the United States, is accepting
proposals for a contract Project Manager to plan and manage a wide range of remodel and
new construction greenhouse projects for our central coast licensed and complaint cannabis
farm. This role is an integral part of the team and will manage both internal and external
projects on planning, implementing and tracking of various projects. Must be able to lead,
assess situations, make clear decisions, communicate timelines and hold parties accountable.
This role is a temporary or contract role until project completion through approximately June
2018.
The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidate
organizations, conduct a fair and extensive evaluation based on criteria listed herein, and
select the candidate who best represents the direction Harborside wishes to go.
Founded in 2006 by Steve DeAngelo, Harborside is the most respected and largest medical
cannabis dispensary in the United States. Harborside has over 200,000 registered patients
and was first in the nation to support education for seniors, veterans and families with
severely ill children; first in the country to offer CBD-rich medicine; and the first to treat
children with Dravet syndrome. Harborside continues to set an example of diversity and
compliance, and is one of the prime advocates of diversity, sustainability and economic
justice in the industry.
2. PROPOSAL GUIDELINES
This Request for Proposal represents the requirements for an open and competitive process.
Proposals will be accepted until 5pm PST June 30th, 2017. Any proposals received after this
date and time will be returned to the sender. All proposals must be signed by an official
agent or representative of the company submitting the proposal.
If the organization submitting a proposal must outsource or contract any work to meet the
requirements contained herein, this must be clearly stated in the proposal. Additionally, all
costs included in proposals must be all-inclusive to include any outsourced or contracted
work. Any proposals which call for outsourcing or contracting work must include a name and
description of the organizations being contracted.
All costs must be itemized to include an explanation of all fees and costs. Contract terms and
conditions will be negotiated upon selection of the winning bidder for this RFP. All
contractual terms and conditions will be subject to review by Harborside’s legal department
and will include scope, budget, schedule, and other necessary items pertaining to the
project.
3. PROJECT PURPOSE AND DESCRIPTION
The purpose of this project is as follows:
Harborside has lead the cannabis industry in retail and intends to lead the industry in state-
of-the-art and compliant cultivation to support the demand needs of Harborside retail and

wholesale needs. In efforts to improve quality assurance and quality control, Harborside
intends to vertically integrate our supply chain in efforts to provide safe and consistent
products to retail and wholesale markets.
Harborside believes that by using state-of-the-art greenhouses and automation technologies
as well as redesigning a more efficient site design, we can provide our clients with safe and
high quality products at an affordable cost.
Project Description:
Harborside is seeking a provider to manage
and execute the following:
4. PROJECT SCOPE
The scope of this project includes all management, development, and completion of
Harborside’s various construction projects listed in project description.
The selected bidder will be responsible for ensuring contractor and worker safety meets
OSHA regulations.
The following criteria must be met to achieve a successful project:
47 Acre Parcel
Greenhouse #1, 2, 3, 4, & 5 are existing IBG totaling in
260,000 sq ft
Retrofits:
- GH #4 retrofit completed May 2017
- GH #5 retrofit will be complete July 2017
- GH #2 retrofit will be complete January 2018
New Construction:
- GH #1 will be replaced with Venlo Glass Light Deprivation
Greenhouse (July 2017)
- GH #6 & #7 will be Venlo Glass Light Deprivation
Greenhouses (August 2017)
- Venlo Head house will be constructed as soon as permit
is available (September - February 2017)
- GH #8 & 9 will be Venlo Glass Light Deprivation
Greenhouses (October - March 2018)
- - GH #10 & 11 will be Venlo Glass Light Deprivation
Greenhouses (December - May 2018)

• Create and manage the project life-cycle from inception to completion.
• Establish, implement and enforce project schedules, identifying key milestones and
goals.
• Act as a liaison between staff and vendors; collaborates with appropriate
departments and vendors to determine project specification for goals, budget and
staffing.
• Acts as a liaison between staff and vendors.
• Negotiate competitive contracts keeping budgetary limitations in mind.
• Obtain appropriate permits and licenses.
• Determines required resources (staffing, equipment, and materials) with attention to
budgetary limitations.
• Create and enforce protocols for task accountability.
• Plan for, and adjust accordingly, variables which can disrupt a project timeline.
• Provide project status updates to key staff, manage project funds per established
accounting policies and procedures; ensure project financial records are up-to-date.
• Evaluate project outcome and provide detailed analysis on project completion.
5. REQUEST FOR PROPOSAL AND PROJECT TIMELINE (TBD)
Request for Proposal Timeline:
• All proposals in response to this RFP are due no later than 5 p.m. EST June 30, 2017.
• Evaluation of proposals will be conducted from July 1, 2017 until July 15, 2017. If
additional information or discussions are needed with any bidders during this two-
week window, the bidder(s) will be notified.
• The selection decision for the winning bidder will be made no later than July 31,
2017.
• Upon notification, the contract negotiation with the winning bidder will begin
immediately. Contract negotiations will be completed by August 15, 2017.
• Notifications to bidders who were not selected will be completed by August 30, 2017.
Project Timeline:
• Project planning phase will determine the timeline/schedule for the remaining phases
of the project.
6. BUDGET
All proposals must include proposed costs to complete the tasks described in the project
scope. Costs should be stated as one-time or non-recurring costs (NRC) or monthly recurring
costs (MRC). Pricing should be listed for each of the following items in accordance with the
format below:

NOTE: All costs and fees must be clearly described in each proposal.
7. BIDDER QUALIFICATIONS
Bidders must should provide the following items as part of their proposal for consideration:
• Description of experience in planning, building, and management.
• A minimum of 7 years’ experience in project management with 5 – 7 in greenhouse
or construction builds is highly desired.
• BSc/BA in project management, engineering, building science or relevant field;
equivalent combinations of education and experience will be considered.
• Must be a minimum of 21 years of age per state regulations and pass a criminal
background check.
• List of how many full time, part time, and contractor staff in your organization.
• Three or more references from pervious clients.
• Anticipated resources you will assign to this project (total number, role, title,
experience).
• Timeframe for completion of the project.
• Project management methodology.
6. PROPOSAL EVALUATION CRITERIA
Harborside will evaluate all proposals based on the following criteria. To ensure
consideration for this Request for Proposal, your proposal should be complete and include
the following criteria:
• Overall proposal suitability: proposed solution(s) must meet the scope and needs
included herein and be presented in a clear and organized manner
• Organizational Experience: Bidders will be evaluated on their experience as it pertains
to the scope of this project
• Previous work: Bidders will be evaluated on examples of their work pertaining to
construction and management as well as client testimonials and references
• Value and cost: Bidders will be evaluated on the cost of their solution(s) based on the
work to be performed in accordance with the scope of this project
• Technical expertise and experience: Bidders must provide descriptions and
documentation of staff technical expertise and experience
