trafficking operations involving humans,
narcotics, and weapons.
Piedras Negras is falling deeper into disarray
and labeled as a secondary Juarez (Martinez,
2012).
3. Problem Identification
Texas cities along the Piedras Negras corridor
including Eagle Pass is operating with an out-
of-date and compromised radio system
increasing the risk of injury or death to law
enforcement officers (University of Phoenix,
2013, Week One Supplement).
Local officers in Texas and Mexico are
becoming outnumbered in force against drug
and weapons cartels.
4. Strength in Updates and Numbers
The proposed program has two main objectives
leading to the overall goal of disrupting criminal
behavior along the southern border:
1. Update Eagle Pass Police Department’s
Radio System by installing Motorola’s Virtual
Patrol Agent system via application of a
government grant.
2. Implement two volunteer auxiliary police
departments in Eagle Pass and Piedras Negras,
along with a full-time dual-agency crime
analyst.

7. Eagle Pass Police Department Radio
Updates
Updating Eagle Pass’s 800MHz radio system via
government grant support is made possible with
assistance from Motorola.
Motorola’s Virtual Patrol Grant obtains government
assistance in funding for new radio equipment
(Motorola, 2012).
Once updates are completed via supervision of
Representative Flores, Motorola’s warranty program
goes into effect.
The updates must also sync the department’s TCIC
and TLETS system with supervision from the
department’s TAC officer.
8. Eagle Pass and Piedras Negras Auxiliary
Police Departments
Qualifications for both auxiliary police organizations:
Auxiliary police volunteers must be over 21 years of
age.
A citizen of the respective jurisdiction.
Have no outstanding local, state, or federal warrants
including municipal traffic and criminal warrants.
Must complete a six week auxiliary police academy.
Complete 16 hours of field training with Eagle Pass or
Piedras Negras field training officer (FTO).
Remain current with training and certifications offered
during and after the auxiliary academy.
9. Dual-Agency Crime Analyst
Qualifications and Position Description for Eagle Pass-
Piedras Negras Dual-Agency Crime Analyst:
Must possess crime and intelligence certification prior
to date of application.
Reports to Representative Pena.
Adheres to membership and code of conduct for use of
INTERPOL’s multi-sharing information system, and
ESRI’s ArcGIS Explorer Program and survey
management system.
Keeps representatives and police administration (local,
state, and government) updated on statistical data and
evaluations.
10. Program Funding
Eagle Pass Police Department radio update funding is
made possible by Motorola’s Virtual Patrol Grant
program via the Department of Justice’s COPS program.
Auxiliary police personnel training will cost $2,000 per
jurisdiction; a substantial savings in lieu of hiring
additional police personnel.
The United States Department of Justice also officers an
additional grant program, Hiring Program (CHP), which
can provide the salary of the dual-agency analyst (United
States Department of Justice, 2014).

Eagle Pass, Texas and Piedras Negras Mexico are seen as a gateway for illicit border activity by cartels and criminal organizations. Violence has increased as fear continues to grow based on the perception of lax border security. According to Martinez (2012), “Piedras Negras has become a hot spot in the Mexican drugwar” (para.6).
The archaic radio system that the Eagle Pass Police Department possess is open to compromise by criminal organizations who can monitor transmissions increasing risks for officer injuries or death (University of Phoenix, 2013, Week One Supplement).
With border crime increasing, the efforts of deploying officers from both Eagle Pass and Piedras Negras police departments are becoming ineffective.
The program proposes two objectives to contribute to the overall goal; the installation of Motorola’s Virtual Patrol Agent system and two, 20 officer auxiliary police departments in Eagle Pass and Piedras Negras and a dual-agency crime analyst.
Each respective country will have a co-president of the local agency coalition to coordinate with during the program’s implementation and maintenance. The program is headed by a director who works along with a communications coordinator for Eagle Pass Police’s radio updates, a personnel coordinator for the newly implemented staff such as the auxiliary police departments, dual-agency analyst, and any contractors.
The local agency coalition has two co-presidents representing America and Mexico who dictate duties and are the focal point of contact among the four remaining coalition representatives.
Representative Flores is the focal point of contact for the communications division and liaison working with program management coordinator of communications for the updates and added equipment for the Eagle Pass Police Department.
Representative Blanco and Martinez are liaisons with the program personnel division and the focal point of contact for the Eagle Pass and Piedras Negras auxiliary police departments respectively.
Representative Pena heads the intelligence and data division for the coalition and also reports to the program coordinator in charge of communications.
Motorola’s Virtual Patrol Grant assists equal pass in applying for the necessary funds for the new trunked radio system instillation and updates (Motorola, 2012). Once installation and updates are completed under watch by Representative Flores and the department’s TAC officer, Motorola’s warranty goes into effect tending to any future updates or maintenance.
All applicants must adhere to qualifications set forth by respective auxiliary police organizations. Representative Blanco and Martinez administers and coordinates both organizations respectively.
The dual-agency analyst reports to coalition Representative Pena and is tasked with the use of INTERPOL and survey management and data systems from ESRI to keep police administration and management abreast of statistical data and evaluations.
Hiring one full-time data analyst and implementing two auxiliary police departments saves Eagle Pass and Piedras Negras taxpayers thousands of dollars. The Hiring Program offered by the Department of Justice offers many financial benefits, and acts as a financial safety net.
The proposed program’s personnel implementation will save the target population taxpayers and police administration over $460,000.00.
Motorola’s product warranty program is a contractual obligation for the program and must be honored. Program management and proprietary supervisors conduct evaluations of personnel and the respective coalition representatives are always updated.
The review of the documentation from Eagle Pass Police Department’s updated radio system maintenance is imperative for making any needed program adjustments. The dual-agency analyst will submit quarterly reports to the coalition’s American-Mexican co-president representatives.
