Australian Research Council
The Australian Research Council (ARC) engaged MHC to project manage the physical relocation of ARC staff
and IT services from its current tenancy to Brindabella Park, Canberra Airport, and to provide contract
management and coordination services for the fit-out and purchase of the new building. Matt Harrington was the
lead project manager. The project was more complex than usual due to the ARC’s desire to use a green rated
interior fitout to the maximum extent possible.
Matt was fully engaged with the project and closely monitored all tenders released and in many cases personally
sat on the tender assessment processes conducted by a number of suppliers. Matt also instructed the relevant
suppliers on Commonwealth procurement practices and the need to manage conflicts and potential conflicts of
interest during the tender processes.
Matt regularly engaged with contractors and kept the ARC well informed of developments in the project. Matt
also chaired all project control meetings, which involved the architects, builders, data, electrical and IT
contractors. These meetings were well run against the project plan.
I believe that the fitout of the new building and the uplift and relocation of the ARC has been carefully managed
by MHC and is the smoothest exercise of this nature that I have been involved in.

Matthew Harrington – Director - Matthew Harrington Consulting
Matthew is the owner of Matthew Harrington Consulting - a specialist relocation and logistics project
management company managing projects for a number of Commonwealth Departments, Government Agencies
and Corporate clients.
Matthew currently holds security clearance with various Commonwealth Agencies including the the Department
of Immigration and Border Protection (DIBP), the Australian Federal Police (AFP) and the Department of Human
Services and is happy to undergo security checks to meet the requirements of other AGO clients.
Matthew has strong relationships with many Commonwealth Departments and was previously DIBP’s nominated
first point of contact for Disaster Recovery for international and national relocations and logistics support.
Over the last ten years Matthew has managed:
Relocation Director – Department of Immigration and Border Protection – integration of Customs and
DIBP 2014-15 (7,000 staff);
Transition Manager (contracted) for the Department of Human Services, Centrelink, Medicare
Consolidation Project 2010-12 (15,000 staff);
Logistics and project management to DIAC facilities in the Middle East, Africa, Pacific and within
Australia, including successful setup of detention facilities at Nauru and Port Hedland;
Logistics support for the AFP’s International Peacekeeping missions in Papua New Guinea, Solomon
Islands and Tonga, including co-ordinated delivery of procured office furniture, equipment, satellite and
other communications infrastructure;
