•Advises the President on matters related to education.
•Establishes the policies and standards for the operation of the Department pursuant to
the approved programs of the government.
•Promulgates rules and regulations necessary to carry out the objectives, policies,
functions, plans, programs and projects of the Department.
•Promulgates issuances necessary for the efficient administration of the offices under
him and proper implementations of laws relative to education.

on learning management and delivery for all types of learners
including those with special needs.
•Develops standards for learning management and delivery
systems that consider diversity of learners and their contexts.
•Designs learning management and delivery models for different
learning groups / types of learners in accordance with the learning
system where the learners are engaged.
•Sets the policies and guidelines for co-curricular activities that
are supportive of the curricular programs.
•Develops and manages the training and development program
for the teaching personnel in coordination with the National
Educators Academy of the Philippines (NEAP).

•Develops and manages the national education policy for
educational assessment and quality assurance (QA).
•Establishes policies, standards and guidelines relevant to
assessment and quality assurance of curriculum and learning
delivery processes.
•Links with international/national agencies for networking and

research.
•Advocates and promotes the use of assessment, QA and
education research results for policy recommendations, review and
enhancement of the curriculum and other related processes.
•Defines the focus, direction and framework of education research
for the Curriculum and Instruction Strand.

government responsible for ensuring access to,
promoting equity in, and improving the quality of
basic education. It is the chief formulator of
Philippine education policy and responsible for
the Philippine primary and secondary school
systems.

The Commission on Higher Education is the
Philippine government’s agency in charged with
promoting relevant and quality higher education,
ensuring access to quality higher education, and
guaranteeing and protecting academic freedom

of high level professionals, and enrichment of
historical and cultural heritages.

“ The purpose of education has always
been to every one, the same-to give the
young the things they need in order to
develop in an orderly, sequential way into
members of society. It is still the purpose
of education today, whether this goes on
in a one-room school in the mountains or
in the most advanced, progressive school
in a radical community. Any education is,
in its forms and methods, an outgrowth
of the need of the society in which it
exists.”

✓A social interaction or social
relation is the way people talk and
act with each other. It may include
interactions in a team, family or
bureaucracy. It includes any
relationship between two or more
individuals. It is a source of
socialization and it characterizes all
types of social relationships.

EXCHANGE
An exchange is when you do something to get something in return or for a reward.
Reciprocity is the basis of every exchange.
COMPETITION Occurs when two or more people or groups oppose each other to achieve the goal.
CONFLICT
Conflict is the deliberate attempt to control a person by force to oppose someone or to
harm another person.
The main emphasis of conflict is to defeat the opponent.
COOPERATION
Occurs when two or more people or groups work together to achieve a goal that will benefit
more than one person.
Cooperation is a social process that gets things done.
ACCOMMODATION Is a state of balance between cooperation and conflict.
CULTURE ✓Culture is an umbrella term
which encompasses the social
behavior and norms found in
human societies, as well as the
knowledge, beliefs, arts, laws,
customs, capabilities and habits of
the individuals in these groups

language.
