SUBJECT: UPDATED WATERING RESTRICTIONS AND NEW WATER SAVINGS
RESOURCES
In April 2015, Governor Jerry Brown imposed mandatory watering restrictions requiring
a 25% cut on urban water use. Recognizing that additional actions should be taken for
careful management of water, the Templeton Community Services District would like to
remind all customers of the importance of water conservation, and introduce updated
watering rules that are now in effect.
Templeton has done a fantastic job saving water so far, and the Community Services
District recognizes its customers’ hard work in doing so. The community reduced water
use by 16% from 2013 to 2014, and by 26% from January 1 - May 18, 2015 as compared
to the same period in 2013. However, as a result of California’s ongoing drought and
recent statewide reduction requirements, TCSD is required to implement additional
restrictions that limit watering to two days per week.
Effective immediately, all landscape irrigation shall be limited to no more than TWO
assigned days per week. Even number addresses may irrigate only on Tuesday and
Saturday. Odd number addresses may irrigate only on Wednesday and Sunday.
The following water management requirements are still in place:
1. Landscape Irrigation Watering Schedules: Irrigation of residential and commercial
landscapes, including golf courses, parks, school grounds and recreation fields,
shall not occur between 10 AM and 6 PM, except for renovation or repair of the
2. irrigation system with an operator present, and except for bubbler and drip
irrigation.
2. No Excessive Water Flow or Runoff: Watering or irrigating of any lawn, landscape
or other vegetated area in a manner that causes or allows excessive water flow
or runoff onto an adjoining sidewalk, driveway, street, alley, gutter, or ditch is
prohibited.
3. No Washing Down Hard or Paved Surfaces: Washing down hard or paved
surfaces, including but not limited to sidewalks, walkways, driveways, parking
areas, tennis courts, patios or alleys, is prohibited except under the following
conditions:
a. To alleviate safety or sanitary hazards, and then only by use of a hand-held
bucket or hand-held hose equipped with a self-closing water shut-off
device.
b. When recycled or re-purposed water is used.
c. When a low-volume, high-pressure cleaning machine or a low-volume
high-pressure water broom is used.
4. Limits on Washing Vehicles: Using water to wash or clean a vehicle, including but
not limited to any automobile, truck, van, bus, motorcycle, boat or trailer is
prohibited. Exceptions include use of a hand-held bucket or a hand-held hose
equipped with a self-closing water shut-off nozzle. This does not apply to any
commercial car washing facility.
To further establish drought awareness and help residents apply water-saving
techniques, the District is offering additional water savings resources. For those
interested in replacing their lawn with more sustainable forms of landscape, TCSD is
now offering an incentive program (up to $600) for lawn and irrigation replacement. The
District will also be offering advice on programming your irrigation clocks. How-to flyers
and links will also be available on the TCSD’s website. Over-the-phone assistance and in-
person appointment scheduling will be made available to TCSD customers.
