The telecom industry has seen numerous changes in the past few
years. However, these are just the tip of the iceberg compared to what
is coming. Customer requirements, competitive pressures, economics
and other market forces have combined to completely alter the
fundamentals of the telecom business. Service providers must either
take out a clean sheet of paper and re-design their core business and
revenue models or watch as their expenses consume cash and newer,
more nimble players eclipse them. A situation not unlike what the
major airlines face today.
Telecom is not the capital-intensive business it once was and, as
such, the barriers to entry have dropped dramatically. Business cycles
are now measured in months instead of years. Similar service
offerings are available from traditional carriers, wireless providers,
cable operators and new entrant IP companies. As affordable
broadband becomes commonplace and competitively priced and
new mobile devices hit the market, the demand for groundbreaking
services will skyrocket.
Service providers now face increasing pressure to:
• Lower costs in order to fund price wars
• Improve their business agility and service portfolio creativity
in order to remain competitive and seize opportunities
• Raise the quality of the end user experience and improve time
to market in order to attract and keep customers
In any competitive market, customer satisfaction trumps technology
as the key to success. Innovation, as viewed from the customer’s
perspective, is now the major differentiator and driver.
Innovation is more than brainstorming a slew of creative ideas. It
requires completely transforming the business, including addressing
the classic revenue models telecom has relied on for years. It means
coming up with totally new business and operational processes that
foster quick action and reward risk-taking. It means re-inventing the
end-to-end value chain and forging strategic partnerships in places
they’ve never existed before. It means changing how you manage

customers.

CS-1: Sarbanes Oxley (SOX) Compliance

Service providers are faced with high costs related to compliance with the provisions of the
Sarbanes-Oxley Act of 2002 (SOX). The SOX Catalyst aims to demonstrate how NGOSS
standards can be used to structure and simplify efforts to deliver SOX compliance, thereby
lowering the cost, or “SOX Tax”, associated with compliance.
The business scenario for the SOX Catalyst is focused on management of the matching of
purchasing costs and transactions for partner-provided services to customer invoice revenues
and transactions for specific time intervals and volumes.
This business scenario will be used as a basis to:
• Describe a blueprint for how NGOSS can be mapped to SOX in order to facilitate
compliance with SOX requirements
• Demonstrate the use of NGOSS constructs, specifically the eTOM and SID
models, in an application that uses NGOSS to implement compliance through
routine, automated business processes
• Document the NGOSS enhancements that will be required to fully leverage
NGOSS to enable SOX compliance

The Catalyst Showcase is a unique feature of

Business Process Management is an emerging approach to realizing business
agility. BPM Solutions involve the management of business processes across
the entire enterprise. While the eTOM framework is the starting point to
implement business processes, BPM provides the ability to manage changes
to these business processes over time.
The BPM System enables business users to design and implement optimized
business processes in a flexible and adaptable manner. The BPM System
supports a business process modeling environment that can be shared by
business analysts, IT architects and programers. The modeling environment
creates business process that describes how application system functionality,
information and human activities should interact. A complex business process
can be broken down into simple process components linked to Business Rules.
The Process engines execute the processes and provide the ability to change
and redeploy the processes.
Once the processes are executed, Business Process Data provides measures to
analyze the business process. Business Rules can be modified and redeployed
by Business Users. Changing the business process requires changes to the
graphical model, regeneration of the metadata and redeployment of the process
instances. This faster rate of change to operational processes and the ability to
change activities dynamically make an organization adaptive.
Phase 3 of the Catalyst will address the following two areas:
• How to manage end-to-end processes for mobile multimedia service
management
• How to manage business processes related to network surveillance and
alarm resolution management
CS-3: Service Enablement Using Web Services

With NGOSS and web-service-based, Service-Oriented Architecture reaching
maturity while sharing a common approach in many respects, the need for a
new initiative called “NGOSS Web Service Enablement” aimed at defining a web
service-based, SOA implementation profile for NGOSS was identified.
The NGOSS Service Enablement Catalyst Project will kick-start this effort
with a design and proposed technology-specific implementation of NGOSS
technology-neutral architecture (TNA) principles using web services with the
ultimate goal of accelerating NGOSS adoption through the availability of an
off-the-shelf, web-services based implementation of the NGOSS architecture.
This Catalyst will focus on the “Distribution Transparency Framework Services”
(DTFS) capability described in TNA (TMF 053f), that enables distributed,
loosely-coupled NGOSS components to be registered and communicate in
a way that supports an effective NGOSS Service Lifecycle Management.
This also includes the definition of NGOSS contracts and policies using XML.
CS-4: Managing IP Services with NGOSS

Creating “Sticky Customers” and Increased Average Revenue Per User
(APRU) through Service Convergence.
This catalyst focuses on the management of IP services with specific focus on
automated, user-based service enablement for voice, video and data (triple play)
over IP residential access via DSL technologies. The project demonstrates the
use of effective network management to help service providers increase
customer loyalty, while decreasing operational expenses and improving revenue.
This demonstration will address issues surrounding automated provisioning of
end user equipment, end-user initiated service enhancement and control, and
unified provisioning in the IP communications area specifically including Voice
over IP, (VoIP), broadcast video and video on demand.
Also included in this project are linkages with the MTOSI team for network
management for the core transport network. The project will also serve as a
proof-of-concept of the VoIP and video information model that the TM Forum
IPNM modeling team has developed to demonstrate the value of standardized
models and interfaces in enabling plug-and-play interoperability in the rapid
deployment and enablement of advanced services over an IP infrastructure.

CS-5: End-to-End Service Fulfillment for VoIP

This Catalyst project will address the process for providing service provider
customers with Voice over IP products, specifically Consumer VoIP. The core
eTOM processes to be demonstrated by this project will be service
configuration and activation, and resource provisioning. The key input to
this process will be a service request for VoIP service, which will include the
following categories of data: customer, service address, product, and TN.
The project is modeled on what residential customers can order over the
Internet. Specific functionality to be addressed includes what a consumer
could do through a web portal to establish a new service, delete a services,
or adding additional services to existing services.
This catalyst project highlights the benefits of standards as a vehicle for rapid
service integration, as well as the harmonious service activation through
interoperability. Key technologies to be utilized include OSS/J, eTOM, SIP, and
J2EE. In order to provide some additional perspective on the business value of
the solution, the final report will present metrics around the work effort required
to deliver the demonstration.
CS-6: MTOSI Triple Play

The Multi-Technology Operations Systems Interface Catalyst will show a
solution to the business problem of complex multi-vendor OSS integration.
The technology to build the solution is based on the TM Forum’s MTOSI
XML/Web Services-based standards for EMS to NMS and OS to OS
integration.
The MTOSI catalyst project investigates the use of MTOSI in a realistic
end-to-end provisioning and assurance scenario, focusing on the integration
and interoperability aspects. The demonstration will focus on building IPTV
infrastructure, specifications and technology.
The catalyst consists of three scenarios:
A. Establishing Infrastructure - provisioning the underlying network
B. Network Performance and Fault Monitoring
C. Network Discovery and Service Activation
Scenario A demonstrates the Ethernet modeling capability of MTOSI as well
as the ability of MTOSI to interoperate with other standards such as OSS/J
service activation.
Scenario B demonstrates the integration of multiple assurance systems from a
multi-regional, multi-vendor operations environment. This scenario displays a
typical migration, where multiple existing systems need to be integrated for
improved efficiencies.
Scenario C demonstrates the synchronization of an Inventory OS with network
resources and how automated operations between an activation OS and EMS
activate SDH connections.
CS-7: Implementing Contracts-Based Services in NGN (ICON) - Phase 1

This Catalyst demonstration focuses on implementing NGOSS Contracts in
a Next Generation Network (NGN) with a view to compare and contrast with
3GPP IRPs. This will be done with an Ordering and Service Activation scenario
in an NGN providing VoIP services. This catalyst project explores the
application of the following TM Forum specifications:
• NGOSS principles to create plug-n-play architecture
• eTOM framework to design business process flows
• SID to build information models to represent IP services
• SoIP requirements specifications in the area of VoIP and video services
over IP
Through the use of these specifications and NGOSS design principles, the
project showcases the reusable architecture that enables the integration of
diverse NGOSS-based components. For demonstration capabilities, this
project will implement applications from multiple vendors integrated through
standards-based interfaces to roll out new service deployments, monitor the
health of the network and its components, and support and monitor the service
level compliance of the network and perform rating and billing functions.

This course shows why OSS through Java provides the first Commercial-Off-

It introduces the OSS through Java APIs and Design Guidelines as a ready-made,
off-the-shelf implementation of NGOSS and as a use and extension of the OSS/J
Core Business Entities (a SID Data Model). It describes the OSS/J Design
Guidelines providing the basis for contract defined interfaces and the OSS/J
APIs; it also explains how the available APIs fit together and presents an API

Advanced Modeling Concepts – An Integrated Approach to the SID, MTNM,
and IPNM
This course provides a hands-on introduction to advanced object-oriented
information and data modeling techniques using the SID as well as other TM
Forum modeling artifacts, such as the IP Network Management (IPNM) and
Multi-technology Network Management (MTNM) models. This course shows
how these core models can be combined to address OSS and BSS
problems, and how the content of each of these models can be used to

• Extending processes to expose problem boundaries (with
other processes and candidate applications/systems)
• Determining appropriate system use cases and discovering the
information linkages (SID classes)
• Characterizing existing applications using the SID and the
AutoMagic SID extensions
• Extending information models to expose problem boundaries
(candidate contractually specified interactions)
• Resolving the challenge statement, and identifying gaps that

However, these are just the tip of the iceberg compared to what is coming. Customer requirements, competitive pressures, economics and other market forces have combined to completely alter the fundamentals of the telecom business. Service providers must either take out a clean sheet of paper and re-design their core business and revenue models or watch as their expenses consume cash and newer, more nimble players eclipse them. A situation not unlike what the major airlines face today. Telecom is not the capital-intensive business it once was and, as such, the barriers to entry have dropped dramatically. Business cycles are now measured in months instead of years. Similar service offerings are available from traditional carriers, wireless providers, cable operators and new entrant IP companies. As affordable broadband becomes commonplace and competitively priced and new mobile devices hit the market, the demand for groundbreaking services will skyrocket. Service providers now face increasing pressure to: • Lower costs in order to fund price wars • Improve their business agility and service portfolio creativity in order to remain competitive and seize opportunities • Raise the quality of the end user experience and improve time to market in order to attract and keep customers In any competitive market, customer satisfaction trumps technology as the key to success. Innovation, as viewed from the customer’s perspective, is now the major differentiator and driver. Innovation is more than brainstorming a slew of creative ideas. It requires completely transforming the business, including addressing the classic revenue models telecom has relied on for years. It introduces the OSS through Java APIs and Design Guidelines as a ready-made, off-the-shelf implementation of NGOSS and as a use and extension of the OSS/J Core Business Entities (a SID Data Model). It describes the OSS/J Design Guidelines providing the basis for contract defined interfaces and the OSS/J APIs; it also explains how the available APIs fit together and presents an API roadmap.
