Apart from successful & knowledge sharing events like CSR summit & seminar on electric mobility, here is how the month of August was for us: Interaction with government delegates like Hon. minister Mr. Gangwar, IAS metropolitan commissioner Mr. Vikram Kumar; a web-meeting with senior officials in China, an event under HR-IR committee, and a session on rooftop solar, were a few key activities.

On August 14, MCCIA organised an interactive session
with Mr. Santosh Kumar Gangwar, Minister of State with
independent charge in the Ministry of Labour and Employment
in the Government of India.
Mr Girish Bapat, MP- Pune City,Mr Pradeep Bhargava,
President, MCCIA, Ms Vijaya Rahatkar - Chairperson of
Maharashtra State Women's Commission were among the
dignitaries present at this important meeting.
Mr. Prashant Girbane- Director General, MCCIA and Ms
Anjali Byce- Chairperson of HR and IR Committee of MCCIA
steered the discussions on this occasion.
During the session, Mr. Gangwar said that a host of the
Labour Laws are being clubbed into Four Labour Codes and
that the first amended Act about Minimum Wages is already
passed by Parliament and Hon'ble President of India has
accorded his sanction for the same a couple of days back.”
Mr. Gangwar said, “During the time of Atal Bihari Vajpayee
it was decided that the different labour acts must be absorbed
and there should be around 4 codes. But later the government
changed and nothing happened on this front for the next 10
years. This issue has now been taken up and has gained
momentum since 2014.”
“The first amendedAct about Minimum Wages guarantees
a certain minimum wage across the country with States having
the freedom to decide higher amount. This also removes the
discrimination in minimum wages between men and women.
Over forty crore unorganised workers will be covered under
this act. The Ministry is now working on the amendments to
laws concerning Occupational Safety and Health,” he added.
Mr. Gangwar also spoke of the Employees' State
Insurance Scheme (ESIC) stating that there are adequate
resources available and efforts are being made to set up a 100
bed ESIC hospital in any district having more than 50000
workers covered under ESIC.

This event was focused on How the Entities from
Manufacturing, Commercial and Services sectors can benefit
by adopting Rooftop Solar. One of the models to implement
Roof Top Solar Projects is to have Installment Payments which
reduce the upfront capital investments while giving benefits of
reduced billing over the medium to long term.
The Session was particularly useful for Entrepreneurs and
Decision Makers from Manufacturing and IT Sectors.
The Session focused on :
 How rooftop solar is beneficial in reducing electricity bills
for commercial and industrial customers (SMEs)
 Rooftop solar system can deliver a 3 to 4 years payback for
commercial and industrial customers
 Cost of electricity generated through solar is cheaper than
the grid electricity
 Industrial and commercial customers feedback after
installing rooftop solar
Mr. N. P. Ramesh - Chief Operating Officer - Orb Energy made
a comprehensive presentation about the sector and unique
offering of the Company in terms of financing for Solar
Rooftop.
About forty participants participated in the event. Several of
them also took part in the Interactive Session and asked
technical and financial . Ms. Rujuta Jagtap-Member of
MCCIA's Executive Board presided over the Event and made
the Concluding Remarks on this occasion. Orb Energy

MCCIA worked towards setting up of Pune Metropolitan
Region Development Authority to ensure planned
development of the region and to make sure that the region
becomes a major centre of Industry, Commercial, and
Residential areas on the global map.
In the past, we have organised several events with
PMRDA to sensitise the industry about the development
perspective and prospects for the future. We have also
contributed our suggestions to the Development Plan for
PMRDA with a view to further enhance the attractiveness of
the region by suggesting some futuristic future areas such as
Industry 4.0, Electronics, Food Processing etc.
As the next step in this direction, we had organised an
Important meeting with Mr. Vikram Kumar, IAS-Metropolitan
Commissioner and Chief Executive Officer, Pune Metropolitan
Region Development Authority. He addressed the
participants about :
● How PMRDA is gearing up for Next Level of development
in Pune region
● Townships being planned in Pune Metropolitan Region
● Special Projects such as Ring Road, Metro, Hyperloop etc.
● Initiatives to project Pune Metropolitan Region as an
Attractive Investment Destination
● PMRDA's Perspective on Orderly Development of the
Region
● Projects to address some problems such as Waste
Management, Water Management,Traffic etc.
Mr. Kumar stated that the idea of setting up of PMRDAwas
to look at Regional Development of Pune. In the last four years
of its existence, PMRDA has initiated concrete steps in
development of the region by certain actions on the ground
level. In addition, three big projects have been initiated :
Shivajinagar-Hinjawadi Metro Line, New Townships (contours
for the first one have been laid out) Ring Road
PMRDA has also initiated the process of making the
Development Plan for the region. Initially the Detailed Plan for
1500 sq. kms. Is being taken up. Surbana Jurong a Singapore
based Organisation has extended support in preparing the
DP. The Authority is identifying 17-18 segments which have
high growth potential and can add to the growth momentum of
the region. These will be all along the ring road with extensive
planning which ensuring huge public spaces, schools,
colleges and industrial, commercial and residential areas. He
added that 8 Highways are nearby the City. There is huge
uptapped potential to develop areas around the planned ring
road. It will be 110 metre wide with necessary space for a high
speed train/metro line. The ring road will be of 123 kilometres
and the estimated cost is Rs. 25000 crores out of which around
Rs. 10000 crores will be required for land acquisition itself. In
addition, the connectivity to areas under PMRDA's jurisdiction
is being improved with widening of the existing roads.
The First Town Planning Scheme after PMRDA came into
existence will be the Maan – Mhalunge TP Scheme. In
addition four more TP Schemes are in the pipeline. The model
of a TP Scheme is to pool the land of the original owners,
develop the same in an orderly manner and give back 50% of
the land to the owners. The original land owners are entitled for
double FSI which they can exploit commercially. The value of
the land so developed multiplies manifold. In the remaining
50% the necessary infrastructure facilities are developed. Part
of the land is given for development purpose.
Mr. Kumar added that presently 17 lac people depend on
water supply through various sources in PMRDA jurisdiction.
The figure is likely to touch 4 million by 2041-projected
increase of 14-15% every year. In the next few years
approximately 70-80000 houses will be sold in PMR. These
will cater to the migrants as well as those currently living in
Pune region but not having their own houses. He stated that
present water requirement of residents in PMRDA jurisdiction
is only 3.2 TMC. Presently the evaporation from existing
canals is over 3 TMC. If we are able to plug this evaporation,
then it will help. Going forward PMRDA has requested for
quota of water from all the 12 dams around Pune-an estimated
9 TMC of water by 2041.
He shared a good news for commuters to and from
Hinjawadi that in the very near future an alternative road will be
made available to connect Hinjawadi.
The big challenge for development works today is land
acquisition. In this direction PMRDA has planned to give TDR
and additional FSI in lieu of land acquisition. This model is
being pursued for developing the Ring Road as well. The
Development Control Rules permit construction of high rise
buildings within 10 kms of the land if the owners give land for
infrastructure projects of PMRDA.
The Townships being planned are with a population
potential of 1 lac each.
Giving details of the Shivajinagar – Hinjawadi Metro Line,
Mr. Kumar said that the project will be executed on a PPP
Basis. Tata – Siemens consortium will execute the Project.
Work on the line will start in December 2019. It will have 23
stations and most of them within major IT Companies/nearby
so as to avoid further commuting to the IT professionals.
The plan is to extend this line to Hadapsar as well. Once
completed commuters from Hadapsar will reach Hinjawadi in
55 minutes. Similarly PMRDA could think of a Metro line on
other routes provided Peak Hour Passenger Study justifies the
numbers. For the Metro Lines being implemented and planned
Feeder buses and Skyways will be developed.
PMRDA is making efforts to prevent unauthorized
constructions in the area under its control. The illegal
constructions which have sprung up so far are being dealt with
a multipronged approach.
Mr. Kumar mentioned that PMRDA is working in close
coordination with PMC, PCMC, MIDC and other relevant
organisations to synchronise their plans and build on those.
PMRDA will be structuring some projects to deal with the
problem of waste management. Presently there are 21
Grampanchayats with a population of over 15000 each. The
plan is to group some of these and set up modern waste
processing facilities.
Going forward PMRDA would like to set up a Carbon
Neutral City in line with the Sustainability parameters with the
knowledge from organisations like 2000 watt Smart Cities. In
terms of Mass Housing MHADA will be empowered to build
houses in PMRDAareas.

the title People Mantras on Friday 28 August 2018, from
6.30 p.m. to 8.00 p.m. This is a Knowledge sharing and
networking meeting for MCCIAmembers HR fraternity.
There was a Panel Discussion on The Code on Wages,
2019 The Occupational Safety, Health and Working
Conditions Code, 2019. The Panel coordinator was Ms. Anjali
Byce CHRO, Sterlite Technologies Limited and Panel
members were Adv. Sriniwas Inamati, Director, Deccan
Management Consultants, Mr. Vikas Panvelkar , Dy.
Commissioner of Labour, Mr. Jacob Verghese, General
Manager – HR ER , SKF India Ltd.
Ms.Anjali Byce said that it is a positive move by the Govt. to
convert 44 Labour Laws into 4 Labour Codes. The process
has been inclusive taking the voice of the Government, Unions
and Corporates collectively to create relevant and meaningful
changes.
Adv Inamati brought in the legal perspective and explained
that the code seeks to regulate wage and bonus payments in
all employments where any industry, trade, business, or
manufacturing activity is carried out. The Wage Code
replaces the following four acts (i) the Payment of Wages Act,
1936, (ii) the Minimum Wages Act, 1948, (iii) the Payment of
Bonus Act, 1965, and (iv) the Equal Remuneration Act, 1976.
He also explained The Occupational Safety, Health and
Working Conditions Code, 2019 which replaces 13 labour
laws related to safety, health and working conditions.
Mr. Vikas Panvelkar brought in the Government
perspective. He informed about the LMS portal and the self
certification scheme available for employers. He urged
corporates to sign up for the LMS Portal and file their returns
online. This is a progressive step by the Maharashtra
Government to drive Ease of Doing Business . Mr. Jacob
Verghese appreciated the code and also pointed out some
issues which will not be clear till Maharashtra govt. publishes
rules and regulations. Ms. Anjali Byce Coordinated the
discussion very well and added her remarks and provided
feedback received from the fraternity. Ms. Rujuta Jagtap ,
Executive Director, SAJ Test Plant Pvt. Ltd. was also present
and felicitated the dignitaries.

The Senior Officials stated that there
is great scope for increasing the
business links between India and China.
A number of Chinese firms would like to
explore opportunities for investments in
India provided that they are confident of
the support in registration and
operations of their entities in India.
MCCIA has offered to provide the
necessary linkages in this regard in
Pune.
The officials stated that sectors such
as Engineering, Design, Automotive,
Pharmaceuticals, Infrastructure (Metro,
Townships etc.), Electric Vehicles, Food
Processing, Solar among many other
sectors have potential for business links
with China. They stated that one of the
good ways to explore business links with
companies from China is to visit one of
the big business exhibitions relevant to
the particular sector.
They added that Indian Missions in
China would be able to support
companies looking for exporters /
importers from China in terms of
reference to the relevant organisations
and other means. The officials also
stated that few specific cases relating to
issue of business visas for visiting China
could be shared with the Indian
Embassy so that they could discuss the
relevant matters with Officials in the
Government of China.
They stated that exporting to China
requires patience and understanding of
complex web of regulations. The Non
Tariff Barriers and IP Protection in China
needs to be carefully studied by
exporters from India. Companies from
China normally invest in a group at a
particular location. Pune can be one
ideal location for more and more
Chinese companies. Pune is viewed as
an important destination for investment
by the Chinese company.
On this occasion Mr. Prashant

officials. This was the first ever attempt
to have an interaction with officials from
an Indian Mission abroad using
technology.
