Presentation by Prof. Rama Krishna Regmee for the seminar entitled "End Impunity on Crimes against Journalists" on 16 Kartik 2074 BS, i.e. 2 November 2017 (Thursday) at Department of Mass Communication and Journalism, Kantipur City College, Putalisadak, Kathmandu, Nepal. The program was organized by Freedom Forum with support of Free Press Unlimited.

1. Impunityदण्डहीनता
Crimes are committed; no punishment
Criminals get encouraged=more crime cycle
Survivors look helpless, traumatized
Rule of wrong doers at the cost of right and innocent

2. Silencing journalists
• By state, criminals, vested interest, police,
human right violators
• Freedom of expression is checked
• No debate in public sphere
• Fear in society, people in trauma, survivors in
deep sorrow
• No way to heal, no way for reparation
(compensation)
• Hope for justice=hope for truth=hope from
society as a whole=unfulfilled dream

3. Crime against journalists
• Violence against working journalists
• Torturing media persons, families, media houses
• Disrupting their services, obstacles in flow of
information, disabling them in profession, defaming
them
• Looting pen, Laptop, camera, recorder, smashing all
types of productions and presentations
• Jailing, displacing, killing journalists and forcing
their disappearance

4. Bringing perpetrators to justice
• Simple sorry on behalf of wrong doers
• Monetary compensation Reparation
• Court –conviction
• Healing process=therapy for survivors
• Lesson for future: opportunity to improve
• Not for revenge but for making wrong doers
realize their violence
• Justice even after death: allowing Soul to rest

5. No tolerance for impunity
• Ensuring freedom of expression
• Preserving press freedom
• Guaranteeing press scrutiny
• Creation of society without fear of wrong
doers, criminals, evil minded
• All should voice against impunity against
crimes against journalists (whoever they are
whoever he or she is)
