DESCRIPTION: Corporate Identity & Annual Report
Following an in-house design audit the LGO commissioned
a brand overhaul. The project team provided a fresh approach by
designing a clean typographic solution.This manifested into two
clearly defined marques, the Local Government Ombudsman in
full and just the letters ‘LGO’.The design was rolled out across all
products.
Responsible for: Client liaison, design direction, visualisation and
creation of a new brand and guidelines, brand management and
guardianship. Implementation of the new corporate Identity across all
products for print and digital delivery, including the head office interior
refurbishment.
CLIENT:	 ICE Publishing
DESCRIPTION: Technical journals, manuals & books
ICE Publishing, formerly Thomas Telford, specialised in the
publication of technical journals, manuals and books for the
Institute of Chartered Engineers. The brief was to rationalise the varied
formats and produce a cohesive design bringing the text to life using
the colour and weight of the chosen type. The result was a range
of designs for both covers and text pages.
Responsible for: Client liaison, presentation, typographic design
& visualisation.

DESCRIPTION: Corporate Identity & Annual Report
This former small trade association has been transformed by the
drive and determination of their Chief Executive into a successful
lobbying organisation and as such I was brought in to redesign
and strengthen the brand.
Responsible for: Client liaison, design & visualisation, implementation
of brand across all formats, production and writing of internal &
external corporate guidelines and print management including
defining the full specification.

Commission for Local
Administration in England
The second new area of jurisdiction
was introduced by the Health
Act 2009, extending our powers
to investigate complaints about
privately-arranged and funded adult
social care.
We will be dealing with private and
non-profit sector providers.When
the new powers come into effect
from 1 October 2010, we will be able
to deal with all complaints brought
against commissioners and providers
of adult social care.We expect that
many complaints from people who
have arranged and funded their care
will involve the actions of both the
local authority and the care provider.
Maintaining and improving
standards
Our focus on maintaining and
improving the output, quality and
standards of our existing local
government jurisdiction from
the initial enquiry to a complaint
decision is essential in this changing
environment.
We are pleased to report that the
LGO Advice Team has made good
progress over the year in delivering
an accessible, fair and consistent
service. Our team of trained advisers
dealt with 40,000 calls in 2009/10.
The average time to answer a call
is 23 seconds.
The Advice Team helps us ensure
a consistent approach to advising
and signposting complainants from
their very first contact with us.
This clarifies our process from the
outset and can save valuable time.
This is particularly the case when
a caller comes straight to us without
having gone through the council’s
own complaints procedure.
We know that many complaints can
be resolved locally without the need
to come to us.This also ensures that
we make best use of our resources.
In 2009/10 the Advice Team referred
4,553 complaints to local authorities
as ‘premature’. During the coming
year, we will be researching the
views of people whose complaints
have been referred to councils
as premature.
Regular contact with all parties
in an investigation is built into our
process, and the times we take to
conduct investigations and reach
decisions are key performance
indicators for us. During 2009/10
our monitoring showed that
85 per cent of cases were completed
within 26 weeks, with many cases
completed in a shorter timescale.

Jane Martin
Local Government Ombudsman
Dr Jane Martin was appointed
to the post of Local Government
Ombudsman and Vice-chair of the
Commission for Local Administration
in January 2010. She has extensive
knowledge and experience of public
service delivery. At the University
of Birmingham and Warwick Business
School she conducted research on
public management and governance
in the fields of education, health and
local government. She has worked
in local authorities across England
as a Consultant for the Improvement
and Development Agency for Local
Government (IDeA) and was the first
Executive Director of the Centre for
Public Scrutiny. Prior to joining LGO
she was Deputy Chief Executive at
the Local Better Regulation Office
and a non-executive Director
of Coventry Primary Care Trust.

School admissions
M had an undiagnosed hearing problem when he sat the
entrance tests for a selective grammar school. He misheard
some important instructions, so part of his work was not
marked and he did not pass.
His parents appealed twice against the refusal of a place,
producing medical evidence of M’s hearing problem, which
had been diagnosed by then. Both appeals failed.The parents
complained that the appeal panels failed to properly consider
the effect of the Disability Discrimination Act.
The Ombudsman found that the panel should have concluded
that M had a disability as defined in the legislation and that
he had been disadvantaged in his test. Had this happened, it
was likely that the panel would have concluded that M’s case
outweighed any prejudice that would arise by admitting an
extra child.
In accordance with the Ombudsman’s recommendations, the
school’s governing body:
> offered M a place at the school
> apologised
> paid £250 compensation, and
> ensured that future admission appeal hearings take into
account a claim that a child suffers from a disability.

The logotype should sit in as much white space
as possible to give maximum impact.
It is important to keep the logotype clear of any
other graphic elements which might interfere
or detract from the logo itself. This exclusion
zone indicates the closest any other graphic
element can be positioned in relation to the
logotype.
The optimum size of use would be to a width
of 40mm used on A4 brochures and stationery.
Use all standard sizes in all colour variations
of the logotype with the exception of the
business card.

The sub-brands formats available 4.8
The master versions of all the enclosed
sub-brand marques are held on the M-drive
and should be used at full size at all times.
Each marques has been given a specific name
denoting its format size, ie. sml for small,
std for standard and lge for large.
Each format size has specific uses, they are:
The sml version (26mm)
This marque should only be used for business
card and where the standard marque has to be
reduced more than 70%.
The std version (40mm)
This marque should be the prominent size
used on all A4 and A5 documents throughout .
The lge version (infinite mm)
This marque should only be used for report
covers, posters and exhibition material
or where the image is a dominant feature
on any literature. The marques in this section
have been produced as vector files, where they
can be enlarged to an infinite size if required.

  • 1. CLIENT: Local Government Ombudsman DESCRIPTION: Corporate Identity & Annual Report Following an in-house design audit the LGO commissioned a brand overhaul. The project team provided a fresh approach by designing a clean typographic solution.This manifested into two clearly defined marques, the Local Government Ombudsman in full and just the letters ‘LGO’.The design was rolled out across all products. Responsible for: Client liaison, design direction, visualisation and creation of a new brand and guidelines, brand management and guardianship. Implementation of the new corporate Identity across all products for print and digital delivery, including the head office interior refurbishment. CLIENT: ICE Publishing DESCRIPTION: Technical journals, manuals & books ICE Publishing, formerly Thomas Telford, specialised in the publication of technical journals, manuals and books for the Institute of Chartered Engineers. The brief was to rationalise the varied formats and produce a cohesive design bringing the text to life using the colour and weight of the chosen type. The result was a range of designs for both covers and text pages. Responsible for: Client liaison, presentation, typographic design & visualisation. CLIENT: BioIndustry Association DESCRIPTION: Corporate Identity & Annual Report This former small trade association has been transformed by the drive and determination of their Chief Executive into a successful lobbying organisation and as such I was brought in to redesign and strengthen the brand. Responsible for: Client liaison, design & visualisation, implementation of brand across all formats, production and writing of internal & external corporate guidelines and print management including defining the full specification. Annual Report 0910 Delivering Public Value www.lgo.org.uk Commission for Local Administration in England The second new area of jurisdiction was introduced by the Health Act 2009, extending our powers to investigate complaints about privately-arranged and funded adult social care. We will be dealing with private and non-profit sector providers.When the new powers come into effect from 1 October 2010, we will be able to deal with all complaints brought against commissioners and providers of adult social care.We expect that many complaints from people who have arranged and funded their care will involve the actions of both the local authority and the care provider. Maintaining and improving standards Our focus on maintaining and improving the output, quality and standards of our existing local government jurisdiction from the initial enquiry to a complaint decision is essential in this changing environment. We are pleased to report that the LGO Advice Team has made good progress over the year in delivering an accessible, fair and consistent service. Our team of trained advisers dealt with 40,000 calls in 2009/10. The average time to answer a call is 23 seconds. The Advice Team helps us ensure a consistent approach to advising and signposting complainants from their very first contact with us. This clarifies our process from the outset and can save valuable time. This is particularly the case when a caller comes straight to us without having gone through the council’s own complaints procedure. We know that many complaints can be resolved locally without the need to come to us.This also ensures that we make best use of our resources. In 2009/10 the Advice Team referred 4,553 complaints to local authorities as ‘premature’. During the coming year, we will be researching the views of people whose complaints have been referred to councils as premature. Regular contact with all parties in an investigation is built into our process, and the times we take to conduct investigations and reach decisions are key performance indicators for us. During 2009/10 our monitoring showed that 85 per cent of cases were completed within 26 weeks, with many cases completed in a shorter timescale. She has extensive knowledge and experience of public service delivery. At the University of Birmingham and Warwick Business School she conducted research on public management and governance in the fields of education, health and local government. She has worked in local authorities across England as a Consultant for the Improvement and Development Agency for Local Government (IDeA) and was the first Executive Director of the Centre for Public Scrutiny. Prior to joining LGO she was Deputy Chief Executive at the Local Better Regulation Office and a non-executive Director of Coventry Primary Care Trust. “ I would just like to say thank you so much for the work you did on my case… I think I would have struggled to cope with it all, had you not [done] your job so well.” Ms S the West Country C a s e s t u d y School admissions M had an undiagnosed hearing problem when he sat the entrance tests for a selective grammar school. He misheard some important instructions, so part of his work was not marked and he did not pass. His parents appealed twice against the refusal of a place, producing medical evidence of M’s hearing problem, which had been diagnosed by then. Both appeals failed.The parents complained that the appeal panels failed to properly consider the effect of the Disability Discrimination Act. The Ombudsman found that the panel should have concluded that M had a disability as defined in the legislation and that he had been disadvantaged in his test. Had this happened, it was likely that the panel would have concluded that M’s case outweighed any prejudice that would arise by admitting an extra child. In accordance with the Ombudsman’s recommendations, the school’s governing body: > offered M a place at the school > apologised > paid £250 compensation, and > ensured that future admission appeal hearings take into account a claim that a child suffers from a disability. It is important to keep the logotype clear of any other graphic elements which might interfere or detract from the logo itself. This exclusion zone indicates the closest any other graphic element can be positioned in relation to the logotype. The optimum size of use would be to a width of 40mm used on A4 brochures and stationery. Use all standard sizes in all colour variations of the logotype with the exception of the business card. The minimum size of use is to a width of 26mm used on stationery items. Use the small size in all colour variations of the logotype for the business card only. Each marques has been given a specific name denoting its format size, ie. sml for small, std for standard and lge for large. Each format size has specific uses, they are: The sml version (26mm) This marque should only be used for business card and where the standard marque has to be reduced more than 70%. The std version (40mm) This marque should be the prominent size used on all A4 and A5 documents throughout . The lge version (infinite mm) This marque should only be used for report covers, posters and exhibition material or where the image is a dominant feature on any literature. The marques in this section have been produced as vector files, where they can be enlarged to an infinite size if required.
