1. Florence L. Hamn, D.SL
Dr. Hamn worked for the U.S. Department of Transportation, Federal Aviation
Administration, as the Manager for Capital and Resource Management in the Air Traffic
Organization. She oversaw personnel matters for almost 1,000 employees and a $2.7
billion budget for over 100 acquisition programs that support the Next Generation of Air
Transportation. Florence was previously the Assistant Deputy Manager for the General
Aviation and Commercial Division, where she oversaw regulations and policy
recommendations regarding the certification, inspection, and surveillance of general
aviation airmen, air agencies, private and public aircraft operations, commercial
operations, and designated pilot examiners, along with general aviation environmental
policy matters and oversight of the North American Free Trade Agreement between the
United States, Canada, and Mexico. Prior to this position, Florence was the Deputy
Manager for International Policy at FAA, where she was responsible for coordinating a
broad range of policy and program activities in support of the FAA’s international
activities and advancing U.S. leadership in aviation around the world, with a particular
focus on harmonization of safety standards.
Florence worked in various regulatory and enforcement areas for most of her Federal
career. She worked at DOT as the Director of the Office of Pipeline Regulations in the
Pipeline and Hazardous Materials Safety Administration (PHMSA) in the U.S.
Department of Transportation (DOT). The Pipeline Regulatory office is responsible for
promulgating and maintaining regulations for design, construction, operation and
maintenance, drug and alcohol, and spill response plans for the Nation’s 2.3 million miles
of natural gas and hazardous liquid pipelines. The Office also promulgates procedural
rules for enforcement and grant programs. Florence held several other management
positions at the Federal Aviation Administration, including two Division Manager
positions in the Office of Regulations and the Office of Flight Standards, as the Program
Manager for the Safe Skies for Africa Program. In these positions she managed and
ensured the adequacy of various certification, commercial space, airport, security,
environment and energy, and operational regulatory actions. She worked with Canada
and several European and South American countries to harmonize aviation regulations,
and assisted several African countries in developing their aviation regulations and
infrastructure. Florence held positions in the Department of Justice’s, Criminal Division
and Land and Natural Resources Division, where she handled enforcement and
environmental litigation issues. She also handled enforcement issues at the Federal
Railroad Administration. In addition, Florence served as a DOT Federal mediator.
Florence is an ordained minister at New Life Anointed Ministries International, in
Woodbridge, Virginia under the leadership of Bishop Eugene V. Reeves. This ministry
provides spiritual covering, mentoring and training to over 200 domestic and
international churches. Dr. Hamn has established training and ministries for the sick and
shut in and marriage mentoring, and currently mentors several married couples. She also
2. teaches on topics ranging from financial management, church values to strategic
leadership.
Florence is the President of Hamn Associates/ L.I.F.E., LLC where she is leading and
influencing individuals and families everywhere. She recently organized and participated
in an International half marathon in the Bahamas and raised money for the Bahamas
Hostel for Sick Children in Nassau, Bahamas and the HSC Pediatric Center in
Washington, DC. She is an author, mediator, speaker, Certified Intentional Difference
Coach, and teacher.
Dr. Hamn is the President of Hamn Associates/Leading and Influencing Individuals and
Families Everywhere, Inc,. She is also an minister, author, mediator, speaker, and
teacher.
Florence received her doctorate in strategic leadership at Regent University. She has a
Master’s of Science Degree in Management Information Systems from Bowie State
University, and a Bachelor of Science degree in Business Management, and a minor in
Law from the University of Maryland.
