Manager, Capital and Resource Management, Program Management Office, Air Traffic
Services, Federal Aviation Administration, Washington, DC-- Oversight of personnel matters for
almost 1,000 employees and a $3 billion budget.
Acting Deputy Manager and Assistant Deputy Manager for General Aviation and Commercial
Division, Flight Standards Division, Aviation Safety, Federal Aviation Administration, Washington,
DC: Oversaw regulations and policy development and recommendations regarding the certification,
inspection, and surveillance of general aviation airmen, aviation law enforcement, air agencies,
private and public aircraft operations, commercial operations, and designated pilot examiners, along
with general aviation environmental policy matters and oversight of the North American Free Trade
Agreement between the United States, Canada, and Mexico. Supervised a staff of about 60 technical
personnel and managers.
Deputy Manager for International Aviation Policy, Office of International Policy, Federal
Aviation Administration, Washington, DC: Coordinated a broad range of policy and program
activities in support of the FAA’s international activities and advancing U.S. leadership in aviation
around the world, with a particular focus on harmonization of safety standards and bilateral and
multilateral negotiations. I led the agency’s international activities with the International Civil
Aviation Organization (ICAO), a technical agency of the United Nations and worked with nations
around the world.
Director, Office of Pipeline Regulations, Pipeline and Hazardous Materials Safety Administration,
Washington, DC: Principle advisor to the Associate Administrator on all rulemaking regarding the
Department’s pipeline safety programs related to the transportation of natural gas, petroleum, and
other hazardous materials by pipeline.
Manager, Program Analysis Staff, Office of Rulemaking, Federal Aviation Administration,
Washington, DC: Advisor to the Office Director for domestic and international program analysis,
program policy formulation, program coordination, evaluation, administration, and financial and
human resource management.
Program Manager, Safe Skies for Africa, Flight Standards Service, Federal Aviation
Administration, Washington, DC: Managed the Safe Skies for Africa Program and programs for
other African countries. Selected and provided supervision for approximately ten senior-level
technical inspectors. I developed, managed, and coordinated policies, plans, programs, training, and
requirements relating to SSFA and other international aviation safety and security interests of the FAA.
Acting Manager, Aircraft & Airport Rules Division, Office of Rulemaking, Federal Aviation
Administration, Washington, DC: Advisor to the Director of Rulemaking to direct, coordinate,
control, and ensure the adequacy of national and international rulemakings in the area of
certification, maintenance, airports, environment and energy and commercial space regulations.
Special Assistant to the Director, Office of Rulemaking, Office of Aviation Safety, Federal
Aviation Administration, Washington, DC: Assisted the Director of the Office of Rulemaking in
reengineering the rulemaking process by determining issues to be addressed at regulatory meetings;
drafted correspondence and documents; reviewed contracts and budget information; and prepared
briefing documents for Appropriation Hearings.
Freedom of Information Act Management Specialist, Federal Aviation Administration,
Washington, DC: As the lead Freedom of Information Act (FOIA) Specialist, and in my role as
Acting Director of the Freedom of Information Act Program, I was responsible for monitoring the
conduct of the FOIA Program. I provided guidance to regional and local offices, program offices,
requesters, and was a reliable source of guidance for my team members within the office.
Special Assistant to Manager for Policy and Standards Division, Office ofCivil Aviation Security,
Federal Aviation Administration, Washington, DC. Served as a team leader in developing the first U.S.
draft Model Airport Security Program, a comprehensive and standardized format for all then Part 107
regulated airport security programs to be used by aviation security law enforcement personnel.
Paralegal Specialist, Office of the Chief Counsel, Department of Transportation and Department of
Justice; Washington, DC: Responsibilities included conducting complex legal and factual research
and analyzes of various statutes and regulations, including various criminal, transportation and
environmental laws, Freedom of Information Act, Federal Tort Claims Act, National Environmental
Policy Act, Federal Advisory Committee Act, appropriation and budget issues, ethic issues; and
drafting memoranda embodying the results of research.
