▪ In 2016, City of Toronto launched an online water use tool
▪ Customers can track water consumption on this portal
using different time intervals (i.e. day, week, month, year)
▪ Consumption data can be downloaded to fulfill EWRB
reporting requirements
▪ Also helps identify leaks, water use habit/patterns and
encourages water conservation
▪ Linked to utility account lookup to view details of billing
▪Approx. 300,000 customers visited the site to date

Campus Reporting Issues – Case 1
- One campus with 2 joined buildings on 2
properties (2 Assessment Roll Numbers)
- One commercial building (130,000 s.f.) is on
ARN #1
- Second commercial building (120,000) on
ARN #2
- Both buildings are connected through the
lobby
- Both buildings are separately metered for
electricity
- Both buildings share a gas meter
- Both properties are supplied single water
meter
29. EWRB Webinar
Case 1 – Utility Feedback
- Not be able to allocate consumption to different buildings
- The property owner may not require Enbridge assistance in pulling consumption, as
this is just one meter and does not require aggregation
Enbridge
THES
- The energy consumption data for the commons area will be included in the report
based on which building it is billed to.
- I.e. if ARN#1 is billed for the commons area then that data consumption will be
prorated and aggregated together with the data for building ARN#1
NOTE: since this is a one to one scenario building owners may also obtain their own
data from their monthly bills. Portfolio Manager will automatically pro-rate the data if
required.
30. EWRB Webinar
Campus Reporting Issues – Case 2
- 2 properties (2 Assessment Roll Numbers)
- 1 multi-residential building (75,000sqft) is located on
ARN #1.
- 3 commercial condominium buildings located on ARN
#2.
- There is a single gas meter connected to a single
commercial building (276,000 sqft) on ARN #2.
- There is another gas meter connected to 2 commercial
buildings (125,000 & 185,000 sqft) in ARN #2
- There is a multi-residential building (75,000 sqft) on ARN
#1.
- There is a water meter connected to 2 commercial
buildings (125,000 & 276,000 sqft) on ARN #2.
- There is another water meter connected to a multi-
residential building (75,000 sqft) in ARN #1 and a
commercial building (185,000 sqft) in ARN #2
- There is an electricity meter connected to all 3
commercial buildings in ARN #2 and the multi-
residential building in ARN #1.
31. EWRB Webinar
Case 2 – Utility Feedback
Enbridge
THES
- This case can have multiple scenarios.
- If all buildings considered as one property : Requestor has to provide all the addresses for the
property to Enbridge and Enbridge will provided aggregated consumption for the 2 meters
- If each building reported separately or other combinations:
- For separately metered building, there will be no issues and requestor may not require Enbridge
assistance
- For buildings with shared meter, Enbridge will not be able to allocate consumption to different
buildings
- Prorated (if required) aggregated data will be provided for the 2 property addresses.
32. EWRB Webinar
Campus Reporting Issues – Case 3
- There is one property (one ARN).
- There are 2 tenant-owned commercial
buildings sitting on leased land owned by the
property owner.
- There are 4 other commercial/industrial
buildings There is a single water meter
connected to the 2 tenant-owned commercial
buildings.
- There are 2 water meters connected to 2
commercial/industrial buildings.
- There is a single electricity meter connected to
a single industrial building.
- There is an electricity meter connected to two
industrial buildings.
- There is a single electricity meter connected to
a tenant-owned building .
- There is an electricity meter connected to an
industrial building and a tenant-owned
building.
- A single gas meter is connected to all 6
buildings.
33. EWRB Webinar
Case 3 – Utility Feedback
Enbridge
THES
- The property owner may not require Enbridge assistance in pulling consumption,
as this is just one meter and does not require aggregation.
- Will not be able to allocate consumption to different buildings.
- If the buildings are considered to be one property address the data provided will be
prorated (if required) and aggregated
34. EWRB Webinar
Campus Reporting Issues – Case 4
- Single property (one ARN).
- 6 buildings: An office tower, a department store, a condo, a hotel,
a commercial building, retail stores
- Two parking lots
35. EWRB Webinar
Case 4 – Utility Feedback
Enbridge
THES
- Make one request for the whole property with Enbridge, indicating all the related
addresses.
- Will provide aggregated consumption for the property.
- Will not be able to allocate consumptions to different buildings.
- If the buildings are considered to be one property address the data provided will be
prorated (if required) and aggregated
36. EWRB Webinar
Now what?.....RECOMMENDATIONS
- Preserve the intent of the regulation by ensuring quality of data being reported and validity of the
process
- Investigate how other jurisdictions handle campus reporting with complex metering configurations
- Owners should be allowed to report “what they have or have access to”
- Delay disclosure until issues surrounding data quality and accuracy have been addressed
- Suspend the requirement for third-party validation of data until the confidence in the data being
reported is improved
- Should follow the legislation as closely as possible this year in order to avoid non-
compliance
- Keep the MOE of any issues (ASAP)
