PROFESSIONAL SKILLS AND EXPERTISE
My professional experience covers a variety of activities including research, teaching, organisation, resource
mobilisation, developing and maintaining working contacts with both Italian and foreign institutions, relevant
United Nations bodies and water related ministries and institutions, especially in the developing countries. I
was the Co-ordinator of the Water Resources Research and Documentation Centre (WARREDOC) from its
inception in 1985 until 1994 during which I co-ordinated both the scientific and technical activities and also
the secretariat. From 1994 to date, I became the scientific Co-ordinator with supplementary responsibility as
the Acting Director till 2002. My professional activities include amongst others, formulation and organisation
of research programmes in collaboration with both local and foreign institutions; collection, analysis and
dissemination of information related to water resources management in developing countries; organisation of
advanced courses and graduate programmes tailored to regional or country needs and also organisation of
seminars and workshops relevant to hydrology, and water and environmental resources management. Through
these activities, I have progressively acquired advanced level of knowledge in water and environmental
resources management within a multidisciplinary context and developed a rich documentation system on water
resources, especially covering Africa and Asia.
Since 1985, I have also maintained regular collaborative relationship with such water related institutions in
Ghana like, the Water Research Institute, Water Resources Commission and the Ministry of Water Resources,
Works and Housing and contributed in an advisory capacity to the final editions of the African Water Vision,
Ghana Water Vision, the Draft Ghana Water Policy and the recent Draft IWRM Strategies and Policy
Document of Ghana
At the international level, I have followed with deep interest the various international fora from Dublin to the
Hague in the unfolding events towards the preparation of the World water Vision, in particular the African
Water Vision and their respective Framework for Action and also the activities of the Global Water Partnership
(GWP) and for the past 5 years been collaborating with UN Water Africa as a resource person.
For the past 29 years, I have acquired an extensive experience in co-ordinating multidisciplinary and
multicultural working teams in water resources management activities with special reference to human
resources development and capacity building for developing countries.
Specific professional experience and skills cover the following:
v progressive development of a strong knowledge base on hydrological modelling and water resources
assessment and management through research and supervision of course projects (about 204 case
studies, list can be provided) with majority from African and Asian countries), distributed as follows:

The Italian Ministry for Foreign Affairs approved a training Course proposal on Integrated Water Resources
Management for Sub Saharan African Countries which I prepared based on the Dublin Principles, Africa
Water Vision and the Hague Ministerial Declaration. The 6-month course was held from 23rd
September 2002
to 23rd
March, 2003.
The activities of the Water Resources Research and Documentation Centre (WARREDOC) under my co-
ordination have brought together about 300 engineers, hydrologists, geologists, agronomists, and others in
water related fields from 37 African countries, 17 countries of Asia, and 7 Latin American countries under
the umbrella of the International Advanced Course on Water Resources Management. I have also organised
follow-up workshops in Addis Ababa and New Delhi.
I have also established working network of experts and personnel from various water resources agencies
worldwide, especially in developing countries and also with relevant UN organisations. I also have a high
propensity for public relations and for travelling.
Computer knowledge: Extensive use of Data Bases and MSOFFICE package with networking abilities,
including desktop publishing. Various computer applications in water resources and hydrological modelling
including GIS related software.

Dec. 1979-Apr. 1983: Ph.D. in Engineering Hydrology and Water Resources. Patrice Lumumba Peoples'
Friendship University, Moscow (postgraduate studies). THEME OF DISSERTATION: Characteristics of the
Water Regime of the Rivers of Ghana as a Basis for their Multipurpose Utilisation (in Russian). The
research essentially covered the hydrological basis for water resources development in Ghana and provided
the necessary framework for hydrological information transfer to any river section using quantitative
geomorphological (Hortonian Stream Ordering) and statistical techniques. A systems approach which is
especially useful in situations of insufficient and unreliable hydrometeorological data and can find applications
in the survey of mini hydroenergy resources and other small scale water projects.

Black Volta (hydropower and Irrigation). The project involved the design of a 100-metre dam on the black
Volta river to serve for hydro power generation of about 300MW and an irrigation farm of about 30000 hectares
for rice, cotton and maize production. Two design options were carried out involving a buttress dam and an
earth filled dam and the earth dam was chosen as the optimum design based on technical, economic and social

From 1989 to 2005: Co-ordinator of an annual one-month Summer School: "Hydrogeological Hazard
Studies" co-sponsored by the Italian National Research Council and the United States Geological Survey
(USGS), addressed to young researchers and practitioners, mainly from European countries.
1991-1998: Team Leader of a research project on an experimental basin involving the monitoring of physical
and agrochemical water quality processes in an upland catchment of the Tiber river basin in Central Italy. The
research covers the study of rainfall distribution, infiltration processes, hydrological response at the basin scale
and water quality variations in a reservoir due to agrochemical uses and vegetation decay. This project has
been envisaged under the UNESCO AMHY-FREND programme.
From 1988 to 2010: Coordinated the activities of the Italian National Committees of IHP, ICID, and IAHS
and also HOMS Reference Centre.
As an inter-university centre we draw on expertise from local and foreign institutions and also experts from
relevant U.N. organisations. At the peak of our activities, I co-ordinate about 45 visiting professors and
researchers annually and generally supervise 4 researchers and 8 auxiliary staff.

Jan.1984-Oct.1985: Research Engineer, Hydraulics Institute, University of Genoa, Genoa, Italy.
Member of a research team on the application of quantitative geomorphology to river drainage network
analysis, based on Hortonian stream ordering techniques. Supervision of M.Sc. thesis preparation by final year
students. Translation and editing of scientific and technical documents in English. Carried out hydrological
and water resources studies on some typical Mediterranean river basins in the Ligurian region of Italy using
geomorphologic (Hortonian) distributive characteristics as a basis for hydrological information transfer,
necessary for creating the hydrological basis for upland catchment water resources development. Participated
in an experimental project on real time monitoring of agrometeorological parameters of selected crops for

“Energy” of the Italian Ministry of Energy. Supervised 2 final year students in the preparation of MSc. thesis
and collaborated with a PhD student on Geomorphology of river networks.
April 1970-Aug.1972: Senior Technical Assistant, Water Resources Research Unit (now Institute), Council
for Scientific and Industrial Research, P.O.BOX M32, Accra, Ghana.
Duties included Collection and elaboration of hydrometeorological data in Ghana. Carried out reconnaissance
surveys for the selection of suitable rainfall and water level gauging stations. For the first time in Ghana, I
successfully designed and constructed stilling wells and installed automatic water level recorders over them.
Carried out intensive instrumentation of the Densu basin in Ghana, as a representative basin, and effectuated
measurement campaigns for rating data at selected control sections. I also successfully calibrated a neutron
probe for soil moisture measurements at selected sites in the Densu basin. Carried out basic statistical analysis
on discharge data on rivers of Ghana under the UNESCO/IHD programme. Supervised 18 technical assistants
and field workers. I also carried out tests and calibration of geophysical instruments for surveying of aquifers
and location of boreholes and actually carried out investigation of groundwater resources in a coastal town in
Ghana, Senya Beraku, where I led a drilling team to drill boreholes and test their yield characteristics.

project was under an agreement of technical co-operation between the Water Resources Research and

Hydrological Field.. The project envisaged joint short courses for young Indian researchers and a

Eng. - Hydraulic Structures) PROFESSIONAL SKILLS AND EXPERTISE My professional experience covers a variety of activities including research, teaching, organisation, resource mobilisation, developing and maintaining working contacts with both Italian and foreign institutions, relevant United Nations bodies and water related ministries and institutions, especially in the developing countries. I was the Co-ordinator of the Water Resources Research and Documentation Centre (WARREDOC) from its inception in 1985 until 1994 during which I co-ordinated both the scientific and technical activities and also the secretariat. From 1994 to date, I became the scientific Co-ordinator with supplementary responsibility as the Acting Director till 2002. My professional activities include amongst others, formulation and organisation of research programmes in collaboration with both local and foreign institutions; collection, analysis and dissemination of information related to water resources management in developing countries; organisation of advanced courses and graduate programmes tailored to regional or country needs and also organisation of seminars and workshops relevant to hydrology, and water and environmental resources management. Through these activities, I have progressively acquired advanced level of knowledge in water and environmental resources management within a multidisciplinary context and developed a rich documentation system on water resources, especially covering Africa and Asia. Since 1985, I have also maintained regular collaborative relationship with such water related institutions in Ghana like, the Water Research Institute, Water Resources Commission and the Ministry of Water Resources, Works and Housing and contributed in an advisory capacity to the final editions of the African Water Vision, Ghana Water Vision, the Draft Ghana Water Policy and the recent Draft IWRM Strategies and Policy Document of Ghana At the international level, I have followed with deep interest the various international fora from Dublin to the Hague in the unfolding events towards the preparation of the World water Vision, in particular the African Water Vision and their respective Framework for Action and also the activities of the Global Water Partnership (GWP) and for the past 5 years been collaborating with UN Water Africa as a resource person. For the past 29 years, I have acquired an extensive experience in co-ordinating multidisciplinary and multicultural working teams in water resources management activities with special reference to human resources development and capacity building for developing countries. Andah v Analysis of problems inherent in water supply systems in expanding large cities such as leakage and unaccounted for water (e.g. Dar El Salaam, Addis Ababa, Accra etc.). v Application of quantitative geomorphology to river network analysis for hydrological information transfer to ungauged sites, especially necessary for mini hydro-energy and small water resource project survey. v Analysis of structural and non-structural approaches to improvement of irrigation efficiency with case studies on Gezira irrigation scheme in Sudan, the Nile Delta irrigation schemes of Egypt and the Tono irrigation project in Ghana. v Management and control of reservoir sedimentation and siltation in irrigation canals. v Perception and prediction of floods and their mitigation, including analysis on flood warning processes and systems and also on communication of risk perception. v Challenges and perspectives in managing hydroclimatic disasters for sustainable development: v Analysis of water management policies including institutional aspects with special emphasis on Sub Sahara Africa. v Promotion, organisation and co-ordination of international scientific meetings on contemporary hydrological and water resources problems, including three successful workshops in Addis Ababa and New Delhi. v Identification and preparation of project proposals for both Italian and international funding agencies. v Extensive experience in the preparation and editing of scientific and technical reports and proceedings of meetings, including Technical Documents of WMO and Scientific Papers for Journal of Natural Hazards (Kluwer Academic Publishers). The Italian Ministry for Foreign Affairs approved a training Course proposal on Integrated Water Resources Management for Sub Saharan African Countries which I prepared based on the Dublin Principles, Africa Water Vision and the Hague Ministerial Declaration. The 6-month course was held from 23rd September 2002 to 23rd March, 2003. The activities of the Water Resources Research and Documentation Centre (WARREDOC) under my co- ordination have brought together about 300 engineers, hydrologists, geologists, agronomists, and others in water related fields from 37 African countries, 17 countries of Asia, and 7 Latin American countries under the umbrella of the International Advanced Course on Water Resources Management. I have also organised follow-up workshops in Addis Ababa and New Delhi. I have also established working network of experts and personnel from various water resources agencies worldwide, especially in developing countries and also with relevant UN organisations. I also have a high propensity for public relations and for travelling. Computer knowledge: Extensive use of Data Bases and MSOFFICE package with networking abilities, including desktop publishing. The research covers the study of rainfall distribution, infiltration processes, hydrological response at the basin scale and water quality variations in a reservoir due to agrochemical uses and vegetation decay. This project has been envisaged under the UNESCO AMHY-FREND programme. From 1988 to 2010: Coordinated the activities of the Italian National Committees of IHP, ICID, and IAHS and also HOMS Reference Centre. As an inter-university centre we draw on expertise from local and foreign institutions and also experts from relevant U.N. organisations. April 1970-Aug.1972: Senior Technical Assistant, Water Resources Research Unit (now Institute), Council for Scientific and Industrial Research, P.O.BOX M32, Accra, Ghana. Duties included Collection and elaboration of hydrometeorological data in Ghana. Carried out reconnaissance surveys for the selection of suitable rainfall and water level gauging stations. For the first time in Ghana, I successfully designed and constructed stilling wells and installed automatic water level recorders over them. Carried out intensive instrumentation of the Densu basin in Ghana, as a representative basin, and effectuated measurement campaigns for rating data at selected control sections. I also successfully calibrated a neutron probe for soil moisture measurements at selected sites in the Densu basin. Carried out basic statistical analysis on discharge data on rivers of Ghana under the UNESCO/IHD programme. Supervised 18 technical assistants and field workers. I also carried out tests and calibration of geophysical instruments for surveying of aquifers and location of boreholes and actually carried out investigation of groundwater resources in a coastal town in Ghana, Senya Beraku, where I led a drilling team to drill boreholes and test their yield characteristics. Ø 1986–1992: Course proposal on a 5-month annual International Advanced Course on Water Resources Management for developing countries, for financing by the General Directorate for Development and Co-operation of the Italian Ministry of Foreign Affairs Ø 1986/88: New Techniques for the Minimisation of Water for Irrigation in Sub-arid Regions. The project was under an agreement of technical co-operation between the Water Resources Research and Documentation Centre and the Desert Research Institute, Cairo, Egypt with initial financial support from the EEC. Ø 1988: Technical-Scientific Co-operation between Italy and Indian Institute of Technology in the Hydrological Field.. The project envisaged joint short courses for young Indian researchers and a research work involving water resources evaluation of a selected area towards the assessment of management systems and hydro-agronomic needs necessary to control and develop the area. Ø 1987: The Influence of Climate Variations and Change (Drought) on the Hydrological Regime and Water Resources in Ghana.).
