Kelly Mua Kingsly is a seasoned public finance manager and Senior Inspector of Treasury with the Harvard Kennedy School of Government. He has over 18 years of experience across multiple sectors including national and international public service, the private sector, and non-profits. Prior to Harvard, Kelly held various positions within the ministry of finance and treasury in Cameroon focusing on monetary policy, accounting, and financial management. He is also an adjunct lecturer, author, and founding fellow of the International Institute of Certified Forensic Accountants.

Kelly Mua Kingsly is a seasoned public finance manager with a wide range of competence that
has been sharpened over time to enhance his performance as an exemplary professional. Prior to
his presence at the Harvard Kennedy School of Government, Kelly served as was serving as
strategic policy adviser in the ministry of finance in Cameroon specifically with the General
Directorate of Treasury on monetary and Finance Corporation. He further served as program
management consultant on African Development Bank sponsored projects across the country,
concurrently with his function as adjunct lecturer in the AGENLA Academy on Forensic
Accounting, Project Management, and writer-author. Kelly has enjoyed a rich and varied career
spanning multiple countries and disciplines in the International Public service, National Public
service, the Private sector and not for profit organizations including setting up many start-ups for
the not for profit organizations.
Kelly Mua served as the Assistant Resident Representative- Operations with the United Nations.
Under his leadership, he led the change management of the country office, led IPSAS transition
for the country office in all represented UN agencies (UNSAS-IPSAS), restructured prerogative
for the country office operations and successfully redressed the program and management
business processes.
Prior to the above ,he held multiple positions on policy execution and the financial management
with the state treasury, which range from auditor, chief of service for cash and accounts,
deposits and consignments, computer processing and treatment of accounts and chief for
expenditure respectively. His contributions as a team member and leader, led to the systematic
production of the first ever management accounts of the country by his region, a key indicator
for admission of the country into the HIPIC initiative.
Kelly Mua is a founding fellow of the International Institute of Certified Forensic Accountants,
Certified Financial Investigator. He is also the author of several articles, and the book titled ‘The
roadmap for African countries in the fight against corruption’ sold on Amazon. He has
authored several publications and is currently working on four books that expound on the science
2. of forensic accounts in business management , the perspectives on enterprise risk management,
policy analysis, and corporate social responsibility to name but a few.
