A Letter of recommendation for
Mr. Keith Riches
To whom it may concern:
Keith has been employed by Prime Aviation JSC since February 2011.
By way of background Prime Aviation is a Kazakhstani Company based in Almaty, operating
since June 2009 under the restriction of an EASA “Blacklist”. The owners of Prime Aviation set
the challenge that the company should be ready to be removed from the blacklist as soon as the
limitation was removed from the Kazakhstani NAA.
Keith was recruited into Prime Aviation specifically because of his extensive knowledge of
international standards, practices, and NAA regulation. His task was to restructure the
Engineering Department and to guide both Engineering and Operations to an EASA compatible
level of operations. And that is exactly what he achieved.
By finding, recruiting and then building the competencies of the national engineering staff and
mentoring the existing (Expatriate) Technical Director, the Engineering Department under his
guidance, was able to successfully apply for EASA 145 Line Maintenance status.
The turnaround of that Department was a major contribution to the Award of Kazakhstani
Company “Best Employer” to Prime Aviation.
The EASA 145 line maintenance capability in turn led to the award of a significant contract for
aviation support to major Oil Company requiring the 145 status to be raised to Base
Maintenance capability, which it was.
Latterly Keith took on the task to manage a $100 Million project to design build and deliver an
Executive A320 for one of Prime aviation clients. His responsibility was to take delivery of a
basic “Green” aircraft from Airbus and just over a year later to successfully deliver a new VVIP
aircraft to the owner. It is generally accepted by the company charged with the outfitting, and
those who have seen the aircraft, that Keith’s oversight of the task, his extensive engineering
knowledge and unrelenting attention to detail have resulted in an aircraft interior which sets a
new benchmark for quality.

Summary:
Very few expatriate workers have been invited to work for Kazakhstani Companies. Those that
have are because of they have shown that they have the necessary expertise and cross cultural
skills. The aim always has been to assist the national staff to understand and demonstrate
competencies required to be part of the International Aviation Community. Keith Riches in his
time at Prime Aviation has totally achieved his task and the Engineering Department is now
ready to move forward with less expatriate management oversight.
Prime Aviation is very grateful for all the effort given to the progress of the Company by Keith.
Keith will leave behind many friends and individuals who have benefitted from his experience.
I highly recommend the knowledge and skills that Keith has to bring to a senior Management
position of any Company. Keith has a career history working in International environments, and
Kazakhstan is definitely recorded as another successful venture.
