ANTI-CORRUPTION: PROMOTE ACCOUNTABILITRY AND TRANSPARENCE

South Sudan Anti-corruption Commission has described the spirit of transparence and accountability
in the Government institutions and private sector as the most appropriate solution that if South
Sudan adopts then the population can enjoy the fruits of the struggle through sufficient services
delivery as corruption diverts the public funds for individual benefit. “Promote the spirit of
transparence in your place of work; share your knowledge with us in the interest of public” Anti-
corruption reiterated. SSAC also urged every citizen to play a role in plugging the loopholes in the
public institutions. The loopholes includes; bribery, diversion of public funds to individual accounts,
irregularities in carrying office duties, embezzlement, nepotism, tribalism, gender inequality and
sexual harassment.
SSAC also said that Good governance in the new nation need to establish strong institutions and
strengthen the already existing ones. Parliament as the government's watchdog and law-making
organ of the government needs to re-double efforts in order to fight and minimize corruption. The
laws are and have been there but the only thing missing is: who to enforce them? Even the
Transitional Constitution of the South Sudan (TCSS) shall not realize its fundamental objectives if
our leaders continue to be hubris on the supreme law of the land. “People talk about corruption, but
less mechanism was put to realize the meaning of Anti-corruption. “If we want to fight corruption then
this can be done only through the political system, through democratic means. And change of people
with big hearts on public funds and assets.
A study was on the impacts of corruption on the poor and on poverty reduction
processes has now been reasonably widely discussed. The effect of corruption on the
poor can be measured through both its direct impact and the indirect impact. While this
impacts negatively on most of the segments of the society, it is suggested that the poor
are more vulnerable both in terms of being easy targets for being subjected to bribery,
double-standards and intimidation as well as in terms of being hit by the negative and
harsh consequences of corruption on country's overall development processes. So, in
addition to the negative impact of corruption, there is also an element of inequality in the
Public institution and private sector.
The Anti-corruption also urged the officials to their duties by the books, and that they should follow
rules, laws and procedures, and urged them to meet their tax obligation. “Taxes can fund
development project in your community” SSAC reiterated. With all that mentioned solution above,
the only question a concerned and sound-minded person may ask is: can corruption be minimized in
2. South Sudan, given the magnitude? In my view, yes, it can be minimized. But only if people are
committed to the rule of law; that is no one who should be above the law and only if we adopt the
culture of constitutionalism. If laws are followed or enforced then we can be sure that this could be
minimized to a certain lower degree. We are not talking about total eradication of this social vice -
because it's nearly impossible to eradicate it, we can only minimize it, and so the President and the
Ministers must confess that they are below the law. And publish their accounts, including assets.
SSAC mentioned nepotism, tribalism, irregularity in doing office duties, favoritism in employing

south Sudan is undergoing. You find a tribe or family dominating national institution, this is
corruption practices that must be reported to the anti-corruption and the person behind must
undergo trial” SSAC asserts. And the SACC reiterated that deposit of Government money to
individual accounts is corruption. SSAC urged he/she who comes across corruption practice to
report the case to South Sudan Anti-corruption Commission in Juba and any Anti-corruption

Don’t hesitate or tolerate corruption in your community. Your tolerance is sin and destructive to
the nation” Anti-corruption announced. SACC defined corruption as slavery and it has asked the
population to free themselves from the bondage of corruption. “Offering a bribe is a criminal
offence, so maintain your innocence” Anti-corruption reiterated. The Anti-corruption said that
poor law enforcement may arise from non investigation of corruption cases and those
investigated are not persuaded, the poor leadership may be attributed to nepotism and
favoritism which allows employment of relatives and that one favor. And reporting of
corruption cases is low because most many people are ignorance of where to report, fear of
problem that would result from reporting and the belief that the culprit would not be
persecuted. Others are in fear of being arrested, feeling of no protection against the revenge by
the culprits, fear of bosses and the feeling of that he/she would not prove in court when asked
to prove that the act did not occur.
The Anti-corruption has stated there are some of the costs of corruption, which are particularly
characteristic of undeveloped countries but similar if less stark consequences follow for
developed countries. Where the belief is widespread that all politicians are crooks, it is bound to
widen the gap between the political class and the rest of society. It will also stimulate people
with resources to turn away from Government and politics and provide their own solutions to
problems (business communities). Corruption will foster an increasing withdrawal from
membership of political organizations for fear of being identified with the corrupt political era.
And SSAC also stated that the political costs of corruption vary according to the type and level
of corruption and the type of political system in which it occurs. Corruption appears to have a
number of potentially, so fighting corruption is collective responsibility of all the members of the
