2. Introduction
• John Frauens, MD, is a medical professional who has spent over three
decades as an orthopedic surgeon, and who currently serves as an
orthopedic consultant for the Division of Corrections at the State of
Hawaii Department of Public Safety. In addition, John Frauens, MD, is
involved with a variety of professional organizations, such as the
American Academy of Orthopaedic Surgery (AAOS).
AAOS president Kristy L. Weber, MD, recently issued a statement about
the Lower Health Care Costs Act of 2019, which seeks to address
surprise medical costs. Speaking about the proposal, Dr. Weber
applauded it, saying that it was a step toward removing patients from
many medical billing disputes.
There were several aspects of the act that the AAOS welcomed, such as
an independent dispute resolution (IDR) process, as well as a relatively
low barrier to accessing the service. The organization notes that
Congress must still consider the bill, and urges it to incorporate a variety
of proven solutions, pointing toward a fair market IDR standard that was
used in New York.
