3. OVERVIEW
The Philippine Education Placement Test (PEPT) is a nationally administered
assessment for learners in special circumstances. The result of this assessment
will allow these learners to: a) access or resume schooling and/or b) obtain
certification of completion by grade level in the DepEd formal system.
Specifically, it aims to fulfill the following purposes:
1. To establish that students have met learning standards for specific
grade levels
2. To determine the appropriate grade level of learners in special
circumstances in the formal school system
3. To assess competencies in academic areas gained through informal
and nonformal means for entry or reentry into formal school
4. To assess competencies in academic areas for entry or reentry to
formal school
4. TARGETCLIENTELE
The Bureau of Education Assessment (BEA) accepts applications for the
Philippine Educational Placement Test (PEPT) from the following learners:
A. Learners from schools without government permit
B. Learners from nonformal and informal education programs
C. Learners who have incomplete or no record of formal schooling
D. Learners with back subjects
E. Learners who need grade level standards assessment
F. Learners who are overage for their grade levels
Learners with special needs may also be assessed provided that test
accommodations are met. The target learners are consistent with DepEd
Order No. 55, s. 2016, Policy Guidelines on the National Assessment of
Student Learning for the K to 12Basic Education Program.

6. COMPUTER-BASEDPEPT(CB-PEPT)
As part of the DepEd’s digitalization in terms of Assessment, BEA
offers the computer-based (CB) PEPT to the following:
A. Clients 6 to 9 years old who reside outside Metro Manila,
Bulacan, Cavite, Laguna, and Rizal;
B. Clients with a current medical condition (supported by a
medical certificate); and,
C. Clients with exceptional cases.
The CB-PEPT is administered by BEA via live remote proctoring and
with the use of an online or internet-dependent platform. The test is
taken by the client in his/her location provided all requirements are
met.
8. The DTCshall:

. Facilitate the registration process
if all requirements are complete.
3. Collate the documents in the
prescribed order of sequence.
5. Secure an Endorsement Letter
from the Schools Division Office
(SDO) and Regional Office (RO)
for registrants from the
private schools without permit.
2. Ensure the authenticity of the
submitted documents.
4. Prepare a final masterlist of
registrants.
6. Limit the number of registrations
according to the provided
allocation.
10. Special PEPTRegistration Process
1. The DTC accepts walk-in clients for test registration from
8:00 AM to 5:00 PM, Mondays through Fridays (excluding
holidays) at the SDO.
2. The client/learner or his/her parent/legal guardian
completes the PEPT Registration Form which is
downloadable from https://tinyurl.com/SpecialPEPTReg .
3. The DTC receives the accomplished registration form along
with the original and photocopied documentary
requirements. Then, s/he verifies if the submitted
documents are authentic.
11. 4. After confirming the authenticity, the DTC signs the registration
form and marks the Check Documents Submitted. S/he issues the
Applicant’s Copy to the registrant after evaluating the registrant’s
grade level to be taken.
5. The DTC includes the successful registrant in the master list. The
master list should have the following information:
A. Last name, First Name, Middle initial (if applicable)
B. Date of birth
C. Age (at the start of the school year)
D. Last grade level completed in a formal school
E. Grade level to take (as per final evaluation)
6. The DTC safekeeps all registration forms and documents. They
shall be issued to the Chief Examiner on the examination day.
15. Requirements (New Registrants):
The Division Testing Coordinators (DTCs) shall facilitate the registration process
and collect the following documentary requirements:
1. Completed Registration Form
2. Original and one photocopy of the birth certificate duly authenticated and
issued by the Philippine Statistics Authority (formerly National Statistics Office)
or by the Local Civil Registrar;
3. Original and one photocopy of the permanent school record (SF10/Form 137)
signed by the School Principal/ Administrator/ Registrar;
4. Endorsement letters from the SDO and RO; and,
5. Identical and recently taken 1

19. How are registrants’ documents screened?

. Documents screened based on the examinee’s age and Last Level
Completed (LLC)
The LLC is the grade level finished by a test registrant in school. In the
secondary level, all subjects must have a passing mark including
back subjects (if there were) in previous levels as noted in SF10/Form
137.
The examinee’s age should be supported with Birth Certificate issued
by the Philippine Statistics Authority or by the Local Civil Registrar.
20. 2. Registrants must be at least one (1) year overage for their supposed
grade level in the formal school system as displayed in the table:

37. Q: Is PEPT administered based on the examinee’s age and LLC?
A: Yes. Each examinee is assigned to answer a particular set of
test items in the Test Booklet according to his/her age and LLC.
For instance, a 12-year old PEPT registrant who finished Grade 2
will be given test items for Grade 3 to 6 on exam day. Thus,
examinees will have different test time allotments depending on
their age and LLC.
38. Q: Is the baptismal certificate or barangay certificate acceptable
if the birth certificate is unavailable?
A: We require the birth certificate issued by NSO/PSA or the Local
Civil Registry. An accurate date of birth is imperative in
determining the registrant’s eligibility to take the test.
However, there is a very minimal number of case where we allow
other documents in lieu of the birth certificate. We accept the
Certificate of Foundling or dental records for learners with special
circumstances.
39. Q: Will the School Report Card suffice as the applicant’s
school record?
A: No. Only the SF10/F137 is acceptable as a documentary
evidence of an applicant’s academic record. It should
be duly signed/authenticated by the School Head/
Registrar/ Administrator.
School report cards, ECCD Checklists, Diplomas are only
acceptable if the registrant’s LLC is Kinder.
40. Q: Can the PEPT be administered to examinees with
Special Needs?
A: Yes. For more information about the test
accommodation, please refer to DO No. 55, s. 2016,
Policy Guidelines on the National Assessment of Student
Learning for the K to 12Basic Education Program.
41. Q: Can the PEPT be used to validate schooling in a foreign
school?
A: No. A learner schooling in a foreign country does not
need to be validated through PEPT. Accommodation for
learning the Filipino and Araling Panlipunan subjects
have to be provided as well by the accepting school.
42. Q: Can the PEPT be administered to foreigners?
A: Yes, foreigners who are temporary or permanent
residents visa holders in the Philippines for a minimum
of two (2) years are allowed to take PEPT.
This includes children of an accredited official of a
foreign government recognized by the government of
the Philippines, and children of missionaries assigned in
the Philippines.
43. Q: How will the learner obtain LRN after passing PEPT?
A: Schools generate the Learner Reference Number (LRN).
After passing PEPT, the teacher must present a copy of
the Certificate of Result (COR) to the Learner
Information System (LIS) School Coordinator, so that
they can facilitate in generating the LRN. BEA does not
issue the examinee’s LRN.
44. Q: How much is the registration fee for the Special PEPT?
A: No payment is required for the Special PEPT.
45. Q: What is the coverage of the PEPT based on the
K to 12Curriculum?
A: The PEPT covers the subjects Science, Mathematics,
Araling Panlipunan, Filipino and English.

46. Q: Is an ALS Elementary completer qualified to take PEPT?
A: Yes, provided that s/he met the documentary
requirements such as: Certificate of Program
Completion, A&E Test results or Presentation of Portfolio
Assessment (PPA).
47. Q: Can the PEPT be administered to students with back
subjects?
A: Yes. Students with not more than two (2) back subjects
in either English, Mathematics, Science, Filipino or AP
can take the PEPT only after attending the school
remediation program.
48. Q: What if an examinee failed in two or more subjects in a
grade level?
A: In the event that the examinee failed in two or more
subjects, he/she shall retake all the subjects in the failed
grade level. However, an examinee can retake the
failed subject within six (6) months.
49. Q: What if the examinee failed one subject? Can the ratings
in 5 subjects be averaged?
A: No. Ratings in 5 subject areas are not averaged.
An examinee must pass all the subjects in order to pass
the specific grade level.
50. Q: How are test results processed?
A: Each scannable Answer Sheet used by an examinee is
scanned by a machine. In the event that the computer
encounters a failing mark in two of the five subjects in
the grade level next to the examinee’s LLC, data
processing stops as it is programmed. Hence, the
answers to the test items in the next higher level(s) are
no longer scored, because lower levels must be passed
prior to the higher ones.
51. Q: When are the test results effective?
A: The placement of the PEPT qualifiers who took the test
during the special administration shall take effect in
the same or current school year when the test was
administered.
52. Q: When will be the test results available?
A: The test results are usually released in 3 months after the
examination in accordance with D.O. No. 55, s. 2016.
All Certificate of Result (COR) shall be released to the respective SDO
through the DTC. BEA shall NOT release the COR directly to the
examinees.
