is an ethical concern reflecting the right to privacy. Healthcare providers must disclose patient
information in the most confidential manner.
Physicians and heathcare providers have legal duty and ethical obligation to maintain
pt.confidentiality with the highest possible security
Patient information may not be disclosed without his/her express consent.

Joint AO No.2016-002 ‘PRIVACY GUIDELINES FOR THE IMPLEMENTATION OF THE PHILIPPINE
HEALTH INFORMATION EXCHANGE..pursuant to the state policy to provide quality health care to
the Filipino people while protecting and promoting the right to privacy.
This code is hereby promulgated to prescribe and guidelines that ensures the protection of the
privacy of the pt.
Personal information and sensitive personal info that relates to an individuals, past present, or
physical or mental health condition including demographic data,diagnosis and
management,medication history ,health financing record,cost of services and any other
related to an individual’s total well being .
4. Breach of Confidentiality
Occurs when a pt. information is disclosed to a third party w/o his/her consent or court order
Disclosure can be oral, written, by telephone or fax ,or electronically .
Review pt information without the need to know basis is a violation of pt.confidentiality
Sharing pt info with co-workers who do not need to know is also considered a breach of
confidentiality.
Tips for Safeguarding Confidentiality
Never leave computer unintended with confidentiality on
Never look at the pt.information that is not pertaining to the job.
Only send info via secure connection or encrypted the information.
Only send pt.info to those who have legitimate reasons for the information.
Never share pt.info in public areas s/a ; cafeteria, hallway, or elevator.
Retain or destroy confidentiality information properly.
Report any incident of confidentiality or privacy breach to the management team as
as possible.
