Waste Exchange is where the waste product for the one process become the raw material for the second process.
This is the similar to using pre-consumer recycling material in the product.
Example : Use of ash, generated from boiler operation in thermal power plant as waste material , in bricks manufacturing unit.

4. CONCEPT OF WASTE EXCHANGE
For many generators, particularly for those
generating significant solid and hazardous wastes,
practical solutions to waste management problems
typically require a multi-faced approach.
Due to the costs resulting from compliance with
federal, state and local regulations for land filling ,
many generators are utilizing alterative to land filling
such as waste reduction, recycling, and resource
recovery through the services of a waste exchange.
waste exchanges have played an important role in
assisting waste generators and others in the
identifying recycling opportunities.

Exchange
1. Information Exchange
(or clearinghouses)
2. Material
exchanges
• The function of the
clearinghouse type of
exchange is to inform and
bring together waste
generators and waste
users.
• Generally non-profit
organization.
• In material exchange, it
either operates as a broker
between waste generators
and waste users or it will
take possession of the
material and perform
whatever functions (e.g.,
reprocessing, packaging,
marketing) are required in
order to market the
material.
• Often functions as a for
profit organization.

6. In the past, a waste exchange would typically
publish a periodic newsletter or catalog which
would list wastes that were available or wanted for
re-use.
Today, some waste exchanges publish relatively
extensive catalogs that include : display
advertising; listings of environmental consultants,
manufacturers, legal assistance; regulatory
information; lists of conferences, training courses,
workshops; and other forms of useful information.
In addition, some waste exchanges utilize toll-free
"hotlines", conduct training courses, operate 24-
hour, computer-accessed networks (e.g., bulletin
boards) and work closely with agencies and
associations to provide services to these clients.
6
7. There are five groups that typically participate
in waste exchange operations.
1. Waste generator (e.g., firm and agencies
producing both solid and hazardous wastes
and excess or surplus materials);
2. Waste demander or reuser (e.g., direct
users, recyclers, brokers);
3. Provider of Environmental goods and (e.g.,
servicesmanufacturers, consultants);
4. Federal, state and Local agencies
5. Associations (e.g., trade associations and
Chambers of Commerce).

• Waste materials which have had the greatest exchange
success include :
Solvents, used oils , mercury, caustic wastes, acids, spent plating
solutions,
organic and inorganic chemicals (off-grade, obsolete or in leaking
containers),
ethylene glycol, plastics, paper, and precious metals solutions.
9. Reduce the cost of disposal
Reduce the quantities for disposal
Cost benefits to both the generator and re-user

Barriers to Waste Exchange in India :
Advantages :
Lack of Awareness
Government fails in motivating the industries for such
programme
Complexity of legislative procedure for transportation of
waste (specially for hazardous waste)
Lack of markets for such goods
10. Application & Example :
There are online services for businesses and other
organization that help to keep reusable items in circulation and
out of landfills.
Example :
- Southern Waste Information Exchange (SWIX)
www.wastexchange.org
- California Material Exchange(Cal MAX)
www.calrecycle.ca.gov
- Industrial Material Exchange (IMEX)
www.hazwastehelp.org
In India , Andhrapradesh Pollution Control Board (APPCB) has
successfully initiated such Industrial Waste Exchange
Programme.
This programme is a free listing service to help industries
to sell or give away the waste generated, it also helps the 10
