the Maunakea Science Reserve (MKSR) that allows
observatories to be built/operated in the MKSR

10. In conjunction with EIS progress the Maunakea Observatories
and UH need to negotiate terms that will go into a future Land
Authorization agreement

This negotiation/renewal process has never been done before and
TMT set important precedents in their sublease terms
$1M/year rent, THINK Fund, zero-waste, etc.
Intent is to have a “package” negotiated by mid 2019 when EIS
should be completed and process can move to Land Board for
consideration

11. After the new EIS is completed and signed by the
Governor, and new land authorization terms
negotiated between the Maunakea Observatories and
State of Hawaii, everything goes to the Board of Land
and Natural Resources (BLNR) for consideration

Contested case request and/or lawsuits?
Anticipate challenges from those opposed to telescopes on
Maunakea; support from broad cross section of community
On-going multilateral outreach and communications
