Tadea – who are we?
Supporting Sustainable Growth
Project Background
A partnership was established in 2007 to bring agencies together in County Durham
to alleviate the health and wellbeing impacts of fuel poverty and cold housing
conditions.
•Key partners
• Durham County Council/Public Health
• Welfare Rights
• Tadea
• Durham Fire Service
• Partnership Board for Older People
• Health and Wellbeing
• County Durham Partnership against Poverty
• Official figures show that households with someone whose suffering a long term illness are at
heightened risk of fuel poverty.
• The North East is the coldest region and has the highest proportion of households (27%) in
fuel poverty in England.
• he problem is more severe in this region. In addition, more people get cancer in the North East
than any other region in the country.
• Cancer treatments make patients less active, it also affects appetite, making them feel the
cold.
• In November 2012 YouGov survey 30% of patients said they turned off heating in the previous
three months even though they needed it on, and 5% were in debt to fuel companies.
• Nearly 1 in 5 people with cancer turn of the heating even though they are cold because they
are worried about paying their energy bills.
Facts
• 91% of cancer patients’ households suffer a loss of income and/or increased costs as a
direct result of cancer.
• 73% of cancer patients need to use their heating more due to spending more time at home
during treatment spells or recovery, which can lead to higher energy bills.
• A household is said to be in fuel poverty if its required to spend more than 10% of income
on maintaining an adequate temperature.

Excess Winter Deaths
• 27,000 EWD every year
• Cost £20m to NHS
Impacts of cold/damp housing on health:
• Increased risk of strokes & heart attacks
• Respiratory problems
• In fact, cold and damp housing
conditions, associated with fuel poverty,
cost the NHS an estimated £850m every
year in hospital admissions and excess
winter mortality.
Fuel Poverty, Excessive Winter Deaths
and cold-related Illness
Financial Impact of Cancer
•High Fuel costs - Cancer patients could disregard the costs of fuel, they may just keep the
heating on at cold times which will result in higher bills at a time where earnings may be lower
due to working less hours.
•Financial difficulties - may be incurred such as debts and late payments or payments on other
household/monthly bills e.g. additional charges to credit cards.
•Additional costs - additional costs may be incurred for home adaptations, new clothes due to
weight loss and travel to and from hospital for treatments.
•Other essentials - they reduce consumption of other essentials such as food to afford fuel.
Impact on Health
•Social Life - Cancer patients may withdrawal from the community due to little or no money left
for them to socialise with friends at a time which is very important for them to have social
engagement.
•Mental Health - which may lead to mental health problems as it may cause depression anxiety
from a fear of debt and higher bills.
•Poor Diet - meaning they are unable to afford healthy food resulting in a poor diet at a time
when healthy eating is important to aid recovery from on-going treatments.
