(Re)Discover Streatham
Streatham Action organised a fabulous event
to showcase local organisations including
civic groups, police teams, youth groups,
mum’s groups, choirs, and so forth. The
idea was to let people who have recently
moved here know what’s going on, and to
let residents re-discover all Streatham offers,
and how to get involved in it all. Streatham
Action plans to run the event regularly. A
useful addendum was the TfL consultation
team exhibiting just outside the doors.
The 3rd annual Fun Palace was held at
Streatham Library with a huge range of
activities for kids from toddlers to teenagers.
There was food growing, chess, stories and
drawing, street dance, science experiments
and even a Polish Music School session!
Well done to the library team and volunteers
who organised this great event-we’re already
looking forward to next year’s!
The Streatham Common paddling pool
has closed to kids for the year, but that
just means lots of dogs (and some owners)
enjoyed a lovely day of paddling at the
Friends of Streatham Common’s Doggy
Splash Day
After high-profile visits by Tony Blair and
Gordon Brown several years ago Dunraven
School was again visited by a Prime Minister
in October - Theresa May MP. The P.M. was
given a tour by Headteacher David Boyle
and met sixth formers and primary school
children amongst others. We’re very proud
the outstanding quality of our local schools is
recognised as positive PR by top politicians
from all parties.

Chestnut Avenue
For 150 years the trees on Chestnut Avenue
grew and prospered in an environment of
benign neglect. The canker that afflicted an
unspecified number takes years to develop,
but it seems the trees became a hazard
to the public after Heritage Lottery money
appeared. So, the plan was to use the money
to remove the old trees, plant new trees and
have a bit of a contingency surplus. In the
end it seems the outsource body (Enable
– the Wandsworth Borough staff mutual
organisation) spent £80,000, instead of
slightly less than the approximately £45,000
HLF grant, meaning they had to spend tax-
payers’ money on what was widely viewed
by residents around Tooting Common as an
unnecessary and deeply unpopular project.
Lambeth People’s Audit
After a cross-party group of residents availed
themselves of the right to audit the Council’s
finances and reported discrepancies and
mismanagement of funds, Lambeth has
responded by branding them political
subversives and with an unsatisfactory set
of answers to the questions posed by the
People’s Audit. Read all the details here
www.thepeoplesaudit.info/wp-content/
uploads/2017/09/Response-to-Lambeth-
Council-FINAL.pdf
The council approached central government
with the aim of limiting (‘managing’) residents’
rights to inspect their finances because of
the cost of the process. Apparently, it cost
Lambeth £12,176 to supply details to the
People’s Audit. Apparently the new Town Hall
costs have risen from around £50m to over
£104m and that Lambeth’s PR budget will
increase from £1.25m to £3m (and could go
to £5m before the contract ends) just as there
are local elections coming up in May…

Streatham Hill & the Sugar Conspiracy
Streatham Hill residents may not know about
their association with the high seas and CIA
conspiracies.
In the early years of World War II there were
huge losses to the British merchant fleet
and under the auspices of the Ministry of
War Transport (MOTW), the department
responsible for controlling transportation
and resources, a massive programme
of shipbuilding was undertaken in North
America and Canada. Many of these vessels
were subsequently torpedoed, destroyed by
mines or enemy aircraft.
One of the surviving vessels, Fort Mingan,
built in southern Quebec as a ‘North Sands’
type in May 1943, was sold in 1948 and
renamed the Haligonian King. A further sale
in 1950 to a London based shipping company
saw it renamed again as the merchant vessel
S.S. Streatham Hill.
On 22nd August 1962 the S.S. Streatham Hill
limped into port and a dry dock in San Juan,
Puerto Rico, an American territory. She had
damaged her propeller on a reef while under
charter to the Soviet Union with 80,000 bags
of Cuban sugar on board. She also had a
crew of 11 Britons and 33 Chinese with Hong
Kong papers.
During this period the CIA were trying to
damage the Cuban economy by ruining the
country’s sugar exports. To facilitate repairs
14,135 bags of Streatham Hill’s sugar cargo
were offloaded into a bonded warehouse,
Cuban imports being illegal. Apparently, CIA
operatives went into the customs shed and
contaminated the off-loaded sugar with a
supposedly harmless, but emetic, substance.
President Kennedy flew into a rage when
he heard about the operation, anticipating
major diplomatic problems if the cargo was
delivered and caused physical harm. It was
rumoured that the CIA then stole back into
the warehouse and torched the contaminated
bags. There followed a range of legal
arguments about who owned the sugar,
but the scandal was overshadowed when
a couple of weeks later the US discovered
the construction of Soviet missile bases in
Cuba and attention turned elsewhere. That’s
another story!
S.S Streatham Hill eventually managed to
leave the port 85 days after its arrival on
11th November without the sugar. She was
scrapped in Santander in 1966.

Sherika Sherard is proof today’s youth have
their head on straight. She’s cut from an old
school cloth of making your own luck by
working hard and perfecting your craft. I was
able to catch an hour with her and meet up in
Streatham’s Brickwood Cafe for a chat.
Sherika grew up in Streatham. She attended
Graveney School where she got involved
singing and touring with the school choir. She
hung out at gigs at The Bedford in Balham,
where shows by Damien Rice and Paolo
Nutini made big impressions on her. Around
this time, one of her teachers at Graveney
spotted her talent and encouraged her to
develop her passion.
Today, Sherika’s a finalist in Fender Guitars
UK’s Best Undiscovered Artist of the Year
2017 competition. Much like Speech Debelle,
Sherika wasn’t “discovered” Cinderella-like,
but has worked hard for success, and that
graft has paid off. Her influences include
Marvin Gaye and stars of old such as John
Legend and Big Mama Thornton.
She won a competition staged by the music
charity, “Help Musicians”, and instead of
partying or resting on her laurels she invested
in quality equipment. She spent 2015
busking, and after saving money, and with
help from crowdfunding, recorded her album
“Just Saying” including her video “Give Me A
Job”. The video went viral leading to demand
in the UK and Europe for her to perform.
This was when she dropped a bombshell.
Her song “We Don’t Need A Reason” had
just been picked up for the upcoming TV
series of She’s Gotta Have It (2017 – as yet
unreleased) based on the 1986 Spike Lee
film. Did I mention she’s going to be huge?
In and amongst performing, Sherika was able
to record an EP this year titled “Patience and
Fears”
Finally, I asked her who she would want to
open for in an arena, stadium or bigger? U2?
Red Hot Chili Peppers? Kanye West? No,
she said she would love to open for Tooting
and Streatham’s own Lianne La Havas! After
international gigs from Norway to Senegal to
the Seychelles, Sherika’s keeping it local.

Ghostbusting The Leigham Well
The new proprietors at The Leigham Well
(previously The Leigham Arms), the newly
named and refurbished pub at 1-3 Wellfield
Road, are taking reports of mysterious
activities at the premises seriously after
hearing stories from local people, customers,
and past staff, including tales of a ghost
called George. The first recorded landlord
at the pub was George Lockwood in 1861,
a father of eight, plasterer and “beer house
keeper”.
Could The Leigham Well be haunted?
Who did they call, but Ghostech Paranormal
Investigations? GPI filmed a mysterious
sphere of light moving through a first-floor
corridor, possibly a "ghost orb" or spirit
during preliminary work. They also recorded
male and female voices along with flashing
lights in the ground floor bar areas.
A further investigation took place just before
Halloween using 6 cameras. Further balls of
light were filmed, and as investigators moved
up the stairs from the bar area a child’s
voice was heard to say, “Who’s there?” In a
bedroom on the first floor where a previous
guest had frequently heard slamming doors
moving shadows were filmed by their
cameras too.
An investigation using the full range of ghost
hunting equipment will take place soon.
Apart from static night vision cameras,
which allow filming in complete darkness a
range of other equipment is used including
EMF (electro-magnetic field) detectors,
high powered lasers which emit a grid of
green dots useful for detecting shadows or
general visual disturbances, and SB7 Spirit
Boxes (modified radios that sweep through
frequencies at a very fast rate). Spirits are
supposed to be able to manipulate the
frequencies and produce words or even
use snippets of radio as their voices. The
investigators will also introduce white
noise, produced by combining sounds of
different frequencies all together, in order to
record electronic voice phenomena (EVP)
- sounds found on electronic recordings
that are interpreted as spirit voices. To be
continued…

Sleep Out 2017
Local charity, Spires, are organising a SLEEP
OUT in The Rookery, Streatham Common
on 17th November to replicate a tiny part of
the experience of sleeping rough aiming to
raise £10,000 for their Rough Sleepers’ Space
Project.
To register for the Sleep Out e-mail Leanne@
spires.org.uk Or see www.justgiving.
com/campaigns/charity/spirescentre/
spiresbigsleepout.
Every weekday, Spires is open from 9.00-
10.30am for people who are sleeping rough.
They are welcomed by a team of experienced
staff and volunteers, and can have a hot shower,
breakfast and clean clothes and are allocated a
key support worker.
Many Spires clients struggle to cope as they are
not deemed ‘priority need’ by the council and
are not eligible for housing assistance. They end
up rough sleeping and entrenched in a chaotic
life on the streets. The average homeless life
expectancy is just 47. Without an address,
people cannot register with a GP and illnesses
go untreated. Latest UK stats show 70% of
homeless people have a mental health problem,
80% have a physical health problem and
almost half have attempted suicide. Spires has
on-site health professionals including a nurse,
chiropodist, dentist and counsellors.
Some of the biggest practical differences Spires
make to a client’s life is through helping them
take action in their own personal development,
to re-engage with family and friends, and to
become responsible citizens again. The steps
taken can be large or small; taking care of their
appearance, chatting with other service users,
taking part in a class, volunteering, or applying
for a position on their Trainee Programme or an
Adult Learning course.

Streatham IHC head into November with
three home games and four on the road. The
RedHawks had a tough October with only
one win against old rivals Invicta Dynamos.
"We have a full squad now and we really want
to push on and start getting some results"
said Head Coach Jeremy Cornish. "The last
home game against Basingstoke we had an
almost full rink of supporters and it made
such a big difference to the atmosphere.
When the local community gets behind us it
gives everyone a real lift" Well done, Heart
Streatham readers who used our Kids Go
Free offer for that game!
Streatham welcomes old rivals Invicta
Dynamos to South London twice in the
upcoming fixtures along with rivals London
Raiders. Games against both sides have
always been packed full of drama and this
season will be the same. Streatham recently
signed Canadian forward Andreas Siagris
who lives locally and former Cardiff Devil
Jamie Hayes.
"We have played well against London and
Invicta in the games so far this season"
admitted Cornish, who is a former Elite
League enforcer. "They will be keen to get
one over us and there have never been more
than 2 or 3 goals separating us so they will
always be tight affairs."
"The new guys have fitted in well and we are
playing an exciting fast game of hockey and
hopefully the fans are enjoying that."

Streatham Space Project Kicks Off
The team behind Streatham Hill’s new
live performance venue kicked off their
music programme on October 20th with a
Fundraising event. The night showcased
some sensational South London talent, with
music from Benedict Valuks, a set from
comedian Abs the Truth, up and coming
singer-songwriter Sherika Sherrard, and a
lively set from Grime artist, Terra.
Local boys Ted Reilly (AKA Johnny Carter from
Eastenders) and Jameel Westman, shortly
to be starring in the West End production of
Hamilton joined a jam-packed crowd at The
Rebel Inn that donated over £550 to The
Streatham Space Project at the event.
‘This is just a very small taste of what’s to
come’ said Artistic Director Andy McKeane.
‘There’s a fantastic atmosphere in here
tonight – if we can bring that to our new
venue we’ll be very happy’.
As well as music and comedy, Streatham
Space Project will be programming theatre,
activities for young people and classes and
workshops.
Construction nearing Completion
Heart Streatham was treated to an exclusive
first look around the new venue being built
next to Streatham Hill Station as part of
the London Square redevelopment of the
Megabowl site. Although the building is
scheduled for completion in early 2018, we
can report that the internal walls are up,
the floors and windows are in, and there’s
already a sense of excitement about the
space and its huge potential to be a fantastic
new creative hub for our area. The venue will
have a state-of-the-art 120 seat auditorium,
a large workshop and rehearsal space, a
flexible meeting room/exhibition space and a
buzzing café and bar that will be open all day.
Streatham Space Project (formerly ThinkTank)
are planning a big opening festival in March
with a programme of live shows and activities
for all tastes. There will be theatre, comedy,
new music, spoken word, and a family day
featuring activities and shows for children of
all ages to enjoy.
Get involved
Andy is keen to get local people involved;
‘it’s a new venue with a brand-new audience
INSIDE THE AUDITORIUM

– we’ve got the building – what we will need
is people from Streatham to come in, visit us,
see shows and be a part of what we’re trying
to build.’
The Streatham Space Project team has been
volunteering for over a year to get to this
stage, and now they need your support. ‘The
most important thing is to come’, says Andy.
‘If we get this venue full of lots of different
people it’s going to be a success. Spread
the word – there should be something for
everyone here, and if there isn’t – tell us
about it!’
Streatham Space Project is calling for artists,
theatre-makers, producers, musicians, and
workshop leaders to get in touch and open
a conversation. Streatham, once known as
the West End of South London, has always
been home to world class actors, comedians
and musicians and here is an opportunity
for Streatham’s creative talent to come
together. As Andy said, ‘If you can donate
time, expertise, services, products or money,
please get in touch – the more you get
involved the better this is going to be. ‘Email
them at hello@streathamspaceproject.co.uk
Crowdfunding
Streatham Space Project is running a
crowdfunding campaign to fund their opening
with lots of benefits and treats for donors.
You can find all the details and donate on
their website

InStreatham Events and Activities
As we draw closer to the end of the year, it’s time
to wave goodbye to summer season in Streatham
and welcome the winter festivities!
Over the summer, we’ve carried out a number
of projects to improve the scene in Streatham;
we now have new seating and planting installed
on Leigham Court Road and outside Streatham
Station and beautiful uplighters in the trees at the
South of Streatham Common which have been a
hit with local residents.
Our next big event will be our annual Christmas
Lights On experience in collaboration with Small
Business Saturday held on the 2nd of December at
Babington Plaza.
InStreatham re ballot 2018
InStreatham was voted in by local businesses in
2013 and have since invested more than £1.5m
into making Streatham a great place to live, work
and visit. This annual levy has funded policing, public
toilets, hanging baskets, jet wash cleaning, chewing
gum removal, banners, free business recycling,
shopfront improvements, marketing campaigns and
Christmas tree and lights whilst also supporting
and representing businesses through Business
awards and networking and tackling issues that
affect them.

Destination Streatham
With a quarter of a million pounds investment
each year, we can create an even bigger and
brighter future for Streatham.
Some of our proposed plans include:
• Safer and cleaner roads. The BID will lobby for
green buses and 20mph speed limits.
• We will carry out consumer research to find
out what our residents really want and capture
demographic data to analyse who goes where
to shop and why
• This will help us to attract independents
businesses to the high street that meet those
needs and the chains that bring a high end feel.
• Progress the look of the high street. Help and
incentivise businesses to look better, trade in
better ways and keep shop fronts clean.
• LobbyTfL for improved bus provision East to
West to encourage local shoppers and revellers
from neighbouring areas such as Balham and
Norwood.
Streatham has an amazing events programme – we
hold 10 yearly events! This summer saw an array of
events take place successfully from the Streatham
Food festival to the Free Film Festival, we also
supported the Streatham Festival, Love Streatham
Family Fun Day andThe Little Big Peace Event.
Over the next five years, the BID will grow the
annual festival and events programme; more
cultural and creative events to excite people
about our rich heritage, green spaces and stunning
architecture.
So make sure the local businesses you visit
get involved andVOTEYES in 2018 for
#InStreathamtogether
The future for Streatham
In 2018, businesses will have the opportunity to
decide on whether to continue the great work
of inStreatham.This will mean a further £1.25m
by the businesses into the local community over
a second five year term. Our future plans include
further investment into festivals and events to
celebrate Streatham’s culture and heritage.
We will work hard to ensure we attract new
customers for our member companies and also
attract new retailers to the High Road. In the
coming months, M&S,Aldi andThe Gym Group
will be opening their doors on Streatham High
road and we have warmly welcomed Brickwood
Streatham and Exhibit B in the last few weeks
alone.

Lambeth Local Plan Review 2017
As part of a review of the Mayor’s London
Plan, the Lambeth Local Plan of 2015 is being
appraised, and the result will set out the vision
and planning policies that guide development in
the borough over the next 15 years. The review
process takes about two years, and is at the
early stages. With the draft new London Plan
due to be published next month, the Local Plan
review follows that of the London Plan to make
sure it is consistent with the Mayor’s policies.
Part of the review process is consultation on
key issues, and Lambeth Council are seeking
your views via a series of online surveys ( www.
lambeth.gov.uk/consultations/lambeth-local-
plan-review-2017) until early December. Based
on responses, Lambeth must consider how
to revise the Local Plan and they will publish
the revised Draft Lambeth Local Plan for
consultation next year
Consultation deadline 4 December 11am
Alternatively, you can respond by email
localplan@lambeth.gov.uk or by post to the
Planning Strategy and Policy Team, London
Borough of Lambeth, 1st Floor, Phoenix House,
10 Wandsworth Road, London, SW8 2LL
It is likely that the Mayor’s new London Plan will
call for densification of less dense/suburban
areas, with obvious potential consequences for
Streatham. Provision of infrastructure services
will then be a key issue – by the current
measure of public transport access used by
planners, PTAL, Streatham has the same score
as Balham, meaning that pressure on public
transport does not currently constrain planning
permission.
The Consultation Surveys- key topics
Housing growth and infrastructure The
London Plan housing target for Lambeth has
been 1559 new homes per year, and a higher
target is anticipated. The questionnaire deals
with policies on densification, such as turning
family homes into flats, garden developments,
and creating smaller homes in suitable areas,
Town centres Lambeth is considering how
Streatham is working as a major town centre,
and a whole section of the survey is devoted
to this intended to guide how policies affecting
Streatham might need to change.
Transport After several passionate and packed
Streatham Action Transport Public Meetings
over the past couple of years, it is good to
see Crossrail2 listed as a proposed transport
priority in the survey (although not specifically
linked to Streatham as we would like), as well
as “Better integration of rail services in the
Streatham area”.
Improving air quality Streatham is part of the
biggest Air Quality Focus Area in the Borough,
having high levels of pollution and human
exposure. Lambeth adopted an Air Quality
Action Plan this year and launched the Better
Air campaign. It was interesting to see in the
footnotes of this that the council is investigating
whether to install Santander or other bike
schemes including the possibility of electric
bikes to tackle the gradient of Brixton Hill as far
as Streatham Hill and Streatham. Albeit with
a deadline for completing the investigation of
2022.
Waste, Affordable housing, Housing for
Older People Business and jobs, and
Hotels and visitor accommodation are also
covered, and there is a section for general
comments. Legally, the Council must test
proposed changes to the Local Plan against
agreed economic, environmental, and social
targets to check they are the most suitable of
the reasonable alternatives. Sustainability
Appraisal will be in stages as the review
progresses, with opportunities to comment on
the Sustainability Appraisal as well as on the
Local Plan Review itself.

Streatham Police Update
BY: iNSPeCtor tereSa HUBBard
Over the past month, Inspector Hubbard and
her teams have been very busy engaging with
the community as well as investigating criminal
activities. You may have heard a man was
stabbed in Brixton and another was shot nearby
in Crystal Palace on the edge of our area. These
events require a robust police response which
tax resources but the teams are seeing results
from their efforts. A man has a;ready been
charged in relation to the murder on the 24th
of September on Dunbar St in West Norwood,
although the team is still investigating the
circumstances and details.
In other news, we’ve learned the Met has
ongoing plans to merge teams in boroughs
across London into new, larger Basic Command
Units (BCUs) and have tested this in two pilot
schemes. In October two further sites, one in
Ealing, Hillingdon and Hounslow, and another in
Kingston, Merton, Richmond and Wandsworth
were to join this scheme but will continue to
operate as separate boroughs in the short-term.
A final decision on the BCU model will be made
by the Commissioner and MOPAC later this
year, based on assessments of the test sites. If
the proposals go ahead, Lambeth would merge
with Southwark under the combined command
of Southwark Chief Supt Simon Messinger. An
interesting idea Supt Messinger discussed was
allowing the use of social media as a means of
reporting crime.
On bread and butter issues closer to home, the
local team has had many reports of abandoned
vehicles. These are to be reported to Lambeth
Council with colour, make/model, registration
and location details for quick processing and
removal. The teams are interested to hear of
under-age sales of fireworks. If you have any
info on this, email Community Safety Manager
Russell Taylor (rtaylor1@lambeth.gov.uk) with
the details. The police teams will be conducting
test purchase operations locally. They are also
interested to hear of unlicensed music events
(large outdoors parties or raves) as they have
powers to close down such events and seize
equipment if the event is underway.
The Neighbourhood Watch AGM took place
the first week of October supported by PC's
James and Tyler. Neighbourhood Watches
create strong, friendly, active communities
where crime and anti-social behaviour are less
likely to happen, and in many places this also
lowers household insurance. The Inspector and
the team are very eager to help create more of
them so if you, your friends and neighbours are
interested, get in touch with them for details of
how to start one.
In the month to the first of October crime has
been below the London and the Wandsworth
and Lambeth borough averages. The St.
Leonards ward has suffered more than others
mainly due to commercial crime (shoplifting,
thefts, etc). This may be related to reports
by banks & businesses of suspicious people
hanging around cash machines. Please be
careful when you take out cash and report
suspicious activities.
