Mr. Qaasim has forty (40) years of experience, which
includes the positions of Director of Safety & Quality,
Chief Safety & Security Officer, Project Manager,
Construction Manager, Plant Manager, Manager of
Quality Assurance, Manager of Systems Safety &
Reliability, Civil Engineer, Resident Engineer, and
Chief Inspector. He has held these key quality,
safety, and engineering positions on over $12 Billion
of Light Rail, Subway, and Commuter Rail projects.
He has conducted training seminars attended by up
to 300 professionals on implementation of quality
principles in design, construction, and transit system
management. His training seminars have included
Total Quality Management, Implementation of
Design Quality Programs, Quality Management and
Service Design in Paratransit, System Safety for
Designers, and Project Management for Multi-year
Capital Programs. He was an author and one of the
original instructors for the Pepperdine University
Paratransit Management Certificate Program. Hamid
has provided consultation on rapid transit program
development and quality management to
engineering consultants for the Metropolitan Atlanta
Regional Transit Authority (MARTA), the Chicago
Central Area Circulator, the Manila Light Rail Transit
Agency and the Puerto Rico Rapid Transit Agency
(Tren Urbano). His design, construction, and
program management experience has included
assignments in 10 states and Taiwan (ROC). Hamid
is a member of the APTA Capital Projects
Subcommittee, an experienced senior manager of
Rapid Transit programs, and recognized by FTA and
his peers as a leader in the field of Quality
Management and Systems Safety.

RELEVANT EXPERIENCE
Independent Consultant
Denver Transit Consultants; Mr. Qaasim
performed internal assessment and review
for ISO 9000 recertification of this joint
venture on the Denver RTD Eagle P3
Program. He reviewed quality assurance
and quality control documentation from the
principal firms to document their
conformance to the ISO 9001 requirements
for certification. His independent
assessment was a prerequisite to the DTC
receiving recertification from the ISO 9001
Registrar.
Pyramid Energy; Mr. Qaasim performed
engineering studies and provided technical
support for process engineering, plant
design, and controls for this renewable
energy company. Mr. Qaasim’s work was
essential to gaining financing for plant
expansion and new production facilities.
Sound Transit
• South Link Extension; Sound Transit, Seattle, WA.
Mr. Qaasim was in responsible charge of the
Safety and Quality Assurance Department at
Sound Transit for this 2.4-mile extension where
he developed the quality and safety program
goals and requirements for this project. He
worked with the airport and city officials to
develop the security requirements for joint
management of security and police issues
between the airport, the City of SeaTac and
Sound Transit. Mr. Qaasim worked with local
building and fire officials to develop MOA’s for
management and distribution of responsibilities
for fire and safety related requirements between
the airport, the city, and Sound Transit. He
worked closely with the PCL and HDR design-
build team to modify and streamline
requirements for quality and safety. He
developed the Certifiable Items List for Safety
Certification, provided oversight and
management of the preliminary hazard analysis
workshop and reviewed and approved all safety
related submittals. Mr. Qaasim also revised the
agency quality pans to work better with design-
build projects and reviewed and approved quality
submittals. He worked closely with the HDR

team to develop a training program to improve
project delivery.
• Sounder Lakewood Extension; Sound Transit,
Seattle, WA. This 12 mile commuter rail
extension included adding three commuter rail
stations to and existing 70 mile commuter rail
system. Mr. Qaasim was in responsible charge
of the Safety and Quality Assurance Department
at Sound Transit where he developed the quality
and safety program goals and requirements for
this 12-mile commuter rail extension. He worked
with the BNSF and FRA to develop the safety
and security requirements for the project. He
provided oversight and management of the
preliminary hazard analysis workshop and
reviewed and approved all safety related
submittals. Mr. Qaasim was also responsible for
management of the team that performed FRA
grade crossing hazard analysis, fault tree
analysis and signal testing and verification.
• Link Light Rail; Sound Transit, Seattle, WA. Mr.
Qaasim was in responsible charge of the Safety,
Security, and Quality Assurance Department at
Sound Transit during preliminary engineering,
final design, construction, and initial operation of
this 22-mile light rail system where he developed
the quality and safety program goals, manuals,
plans, and requirements from inception to initial
operations, to the current extensions that are in
construction for this light rail system. He worked
with the police, fire, and building officials from
seven affected municipalities and the airport to
develop consensus on design criteria and
application of codes region-wide over a 15 year
period. Mr. Qaasim managed a team of staff and
consultants who performed fault-tree analysis,
grade crossing hazard analysis, and certified the
system for operations. Mr. Qaasim managed the
construction safety department to develop safety
manuals and joint safety management programs
with contractors and construction managers to
minimize risks and manage hazards. He
managed the safety department that established
employee and agency safety programs and
manuals. Mr. Qaasim also managed the
development and implementation of the quality
assurance program from inception. He was in

responsible charge of developing design criteria
and of developing the set of agency guide
specifications for the entire program. He held a
key role in the integrated testing and
commissioning of the initial system, managing
interface design and verification for SCADA,
building fire control systems, and emergency
management systems.
ICF Kaiser Engineers
• EMC Program Management; Mr. Qaasim was a
member of the senior management team for
Parsons Brinkerhoff/ DMJM/ ICF Kaiser joint
venture performing design program management
of the Blue Line, green Line, and Red Line
Segments 2 & 3 for LAMTA. He was Manager of
Quality Assurance and Systems Assurance staff
in performance of audits, design reviews,
checking, and specification development on
design of 35 miles of light rail and 18 miles of
subways worth over $6 Billion during a six-year
period. Hamid was the point of contact with the
LAMTA on all quality and safety-related matters.
He developed design policy, design criteria,
project management manuals, design
procedures, system safety manuals, systems
assurance manuals, quality manuals, and
technical specifications. He was in responsible
charge of final design review and quality
verification for release to bid of all contract
documents issued by the joint venture. Hamid
provided technical consultation to construction
management on construction problems related to
soil mechanics, welding, concrete, and materials
testing.
• Red Line; Mr. Qaasim was Deputy to the Systems
Engineering Manager and managed the Systems
Assurance and Reliability Group. There he
performed fault tree analysis, developed
requirements and design basis for reliability,
communication, and traction power. He group
performed analysis of transformer and other
component issues.
• Green Line; Mr. Qaasim managed the Systems
Safety and Assurance Department with
responsibility for reliability, availability,
maintainability, & safety certification programs.

He also worked in the Systems Engineering
Department on design of the driverless
communication system and associated
automated intrusion detection for the Green Line.
• Blue Line; Mr. Qaasim was a member of the
project closeout team that finalized acceptance
of safety certification, NCR’s, and As-builts.
• Chung Ho Light Rail Line, Taiwan (ROC) Mr. Qaasim
was a member of the management team for
design of the Chung Ho Light Rail Line on
assignment in Taiwan (ROC). He was
responsible for preparation of general conditions,
technical specifications, bid document
coordination, design criteria, and construction
quality control program for the 22-kilometer line.
He coordination scope of work development
between engineering consultant, the Taiwan
Department of Rail Transportation (DORTS) and
local agencies for Technical Tender Document
sets for the $900 Million Design-Build Turn-Key
contract.
State of Illinois
• Mr. Qaasim was a Project Manager at the State
of Illinois Capital Development Board where he
was responsible for planning, design, and
construction on over 25 capital construction
projects, which included state administrative
buildings, schools, roadways, parks and
recreation facilities. He developed budgets,
negotiated contracts, managed A/E and
construction contracts from conceptual design
through final acceptance. Mr. Qaasim
represented the state building agency as liaison
with other agencies, local school boards,
municipal governments, and local planning and
water districts.
Midcon Corporation
• Mr. Qaasim was responsible for managing
natural gas transmission plant operations and
associated wellhead pumping facilities in the
three state district of Colorado, Utah, and
Wyoming. While at Midcon, he also held the
positions of Resident Engineer on pipeline and
plant construction projects in five states. He also
developed basis of design and performed
integrated testing on control systems for remote
