decisions and skills for tyrannizing the people. For controlling the action and decision of the government
the Framers created a bicameral legislature. As a result of this legislature it was very difficult for the
government to pass any law because in order to implement any law it has to pass from both the houses,
having different constitution and terms of different lengths.

The united state budget process is done through the Congressional Budget Act that was passed in 1974
which was created by the Congressional Budget Office that provide the congress with more power by
restricting the power of the president in the budget. The Act was passed during the Watergate scandal of
the administration because they do not want to infuriate the congress. Congress hold the sole power to
make the draft and pass the budget along the laws of land.
