The Community Initiative EQUAL supports
the developments of new employment policies
throughout the European Union and associated
countries in line with the objectives of the
European Employment Strategy.
EQUAL aims to address all forms
of discrimination and inequalities in the labour
market through developing,
testing and disseminating
innovative approaches,
methods and transnational co-operation.

WHAT IS APPLICABLE
IN HUNGARY?
T HE HUNGARIAN EQUAL PROGRAMME will support innovations which
foster training and access to employment for disadvantaged people - those
who are excluded from the labour market or experience difficulties in
accessing employment due to discrimination related to gender, ethnic origin,
disability, age, lack of qualifications or lack of work experience.
THE HUNGARIAN EQUAL PROGRAMME
WILL SUPPORT INNOVATION IN THE FOLLOWING THEMATIC
FIELDS:
1. Facilitating access or return to the labour market to those who are
disadvantaged
The objective of this priority is to facilitate the integration of unemployed
and inactive persons – especially the Roma community – into the labour
market by supporting initiatives based on an integrated programme of support.
The total fund available is 3.7 billion HUF.
2. Promoting lifelong learning and “inclusive” work practices which
encourage the recruitment and retention of those suffering discrimination
and inequality in the labour market
This priority aims to enhance equal opportunities for disadvantaged people
– with a special emphasis on promoting “inclusive” work practices, flexible
forms of employment and new ways of working. The priority will also support
testing new ways to improve the adaptability of disadvantaged people,
including low-skilled workers, those working in declining industrial sectors
and older workers.
The total fund available is 3.4 billion HUF.
3. Reducing gender gaps and supporting integration
This priority promotes equal opportunities for women and men in the
labour market by reducing gender gaps and fighting horizontal and vertical
segregation. Measures under this priority aim to support the development
and dissemination of new methods and initiatives to promote gender equality
in the labour market.
The total fund available is 716 million HUF.

4. Supporting social and vocational integration of asylum seekers
This priority supports the development of new methods and services
enhancing the employability and inclusion of asylum seekers by pro-
viding language and vocational training.
The total fund available is 268 million HUF.
WHO CAN APPLY?
T HE PROGRAMME WILL SUPPORT Development Partnerships
(DPs), which can implement projects on the basis of partnerships
and trans-national co-operation. DPs may include non-governmental
organisations, government budget organisations and private enterprise.
(Political parties are not eligible.)
Non-governmental organisations
- associations
- trade unions, employee federations
- public bodies
- churches and religious institutions
- foundations
- public benefit organisations
- other non-governmental organisations with a legal entity
Government funded organisations
- central government organisations
- local authorities and organisations
- local minority government(s)
- national minority government
- local authority partnerships
- other public bodies
Private enterprise
Within the framework of EQUAL applications are invited from
Development Partnerships of three or more organisations. Partner-
ships of more than eight organisations will only be accepted in special
circumstances.
One member of the development partnership must be appointed as
the head organisation. The lead partner can either be a non-govern-
mental organisation or another public body.

EQUALHOW MUCH FUNDING IS
AVAI L ABLE?
T HE TOTAL AMOUNT OF FUNDING AVAILABLE for EQUAL in
Hungary for the period of 2004-2006 is more than 10 billion HUF (40,2
million euros), out of which 7,7 billion HUF (30,2 million euros) are
provided by the European Social Fund coupled with 2,6 billion HUF
(10,1 million euros) national contribution.
The EQUAL Programme will be implemented in three phases consecutively
in the same timeframe in each participating country. The Development
Partnerships may receive different amounts for the delivery of each
phase.
Preparation Phase: establishing the development partnership, preparing
the transnational co-operation, project planning, concluding the
transnational agreement; – the minimum funding available will be 4.5
million HUF, the maximum 12 million HUF.
Implementation Phase: DPs implement their work plans;
Mainstreaming Phase: co-operation by networking based on themes,
exchange of experiences and dissemination of best practice, parallel to
the implementation phase.
THE AMOUNT OF FUNDING AVAILABLE
FOR IMPLEMENTATION IN EACH THEMATIC FIELD IS:
1. Facilitating access or return to the labour market for disadvantaged
groups – the minimum funding available 76.500.000, the maximum
382.500.000 HUF.
2. Promoting lifelong learning and “inclusive” work practices which
encourage the recruitment and retention of those suffering discrimi-
nation and inequality in connection with the labour market – the
minimum funding available 76.500.000, the maximum 382.500.000
HUF.
3. Reducing gender gaps and supporting integration – the minimum
funding available 63.750.000, the maximum 178.500.000 HUF.
4. Supporting the social and vocational integration of asylum seekers
– the minimum funding available 63.750.000, the maximum
124.950.000 HUF.
