Primarily serving the public sector and civil society actors, the consultancy service addresses three main
filed of expertise:
Development and Market access strategy for ODA practitioners (public/private sector; civil
society/NGO):
- institutional public and private donors’ programming survey and identification of cyclical and structural
opportunities (sectorial and/or regional);
- response to calls for tender / call for proposals, coordination of technical and financial offers writing;
- identification of internal /external required inputs (Partnership strategy and HR/expertise sourcing

A framework-agreement, signed, May 2017, between the French Ministry of Culture and Communication and Expertise France (EF), aims to
develop and mobilize international public expertise in the field of historical and cultural heritage.
The scope of the partnership between MCC and EF concerns in particular the mobilization of technical expertise (consultancy, technical assis-
tance and training) with external funding (multilateral
or bilateral).
The objective of this consultancy is to support EF and the ministry to implement this framework agreement, notably through ;
1- Market Analysis
- Analysing the current / future programming of the main international donors of ODA for the Period 2017-2020 focusing on the target sector
of the historical and cultural heritage
- analysing the areas of competence of ministry of culture and communication and its operators;
- Identifying ongoing actions in the same sector and identify potential needs of beneficiary countries worldwide for which the expertise of the
french ministry of culture and communication and its operators could mobilized:
- Conducting any local actions to promote French expertise and raise awareness on cultural/heritage cooperation with bilateral and / or
multilateral donors;
- Monitoring any potential bilateral/multilateral funding available to support the work of the French expertise in matters of Cultural / Heritage
co-operation;

GIFT-MENA (Governance Institutes Forum for Training in the Middle East and North Africa) is a network of public service training
schools and institutes in the Middle East and North Africa region. Launched in Beirut in March 2006, it is a platform for dialogue and institu-
tional exchange on good governance, performance management and human capital development in the public sector. It is an instrument
serving cooperation on development policies and bringing together 64 Mediterranean institutional partners.
In the framework of the empowerment of the GIFT-MENA Network and the deployment of its action plan, the mission aimed at strengthening

Key qualifications: - In depth understanding of Official Development Assistance (ODA), and private sector/civil society (commercial sector, foundations, NGOs) international co-operation paradigms. - sound knowledge of international organisation/donors’ co-operation mandates, institutional /legal /financial environments, instruments and operating mechanisms (World Bank, United Nations, EU members states (bilateral) and EU(community funds); - Strategic and operational skills for international technical assistance and public co-operation project/program management, with extensive empirical experience on identification, formulation and implementation of ODA actions for international organisations/donors and partner states. - Extensive experience of managing development programs in the fields of public governance reforms, security and stability sector reforms (incl. trans-regional paradigms), and cultural/heritage and media development. - Strong experience in ODA projects management and institutional partner coordination in the EU eastern/southern neighbourhood regions and in the ACP region, and proven project management experience in crisis and post-crisis environments (eg Sahel, Yemen, Horn of Africa, Caucasus) - Extensive experience of Fund-raising for publics institutions and civil society. - Recognized skills in international project management, public procurement of services/equipment/work, HR management and financial and administrative management ; - Proven experience in public relations and institutional communication. 10.
