Measure 8.1 Big consolidated open data platform
Open Urban Big Data Platforms (OUP) are a necessary key component to integrate infrastructures.
• store, combine and process raw real-
time data of different infrastructures
• gain value added smart city services
(enabling function)
• make Smart City data and services
accessible for citizens, government,
companies and research
• Enable dialogue among decision
makers and smart solution
developers
Introduction
Needed:
Realtime data
of the
measures

Measure 8.1 Big consolidated open data platform
What did we do ?
21
• “UrbanPULSE”
• Integrate 13 different data sources
• Urban COCKPIT Web App
• DIN SPEC 91357 - Reference Architecture
Model Open Urban
• Platform Green Air Application and
Dashboard
.
Technical Aspects
• Meetings with each
partner
• Workshops with all
partners together
• Meetings and Workshops
with several
departments of the CoC
• Evaluation Workshops
with the partners
and the departments
Communication Aspects

Measure 8.1 Big consolidated open data platform
What did we learn?
Foster acceptance,
Develop key use cases
Create a legal framework
Define the value and
quality of the data
Before data and services can be connected with each other, the persons behind the data and service must be
connected !!
Contracts need a clause for
further use of the data

Die Oberbürgermeisterin
Measure 8.1 Big consolidated open data platform
What are the results/conclusions?
Conclusion 01
Definition of how the city
will handle
data (Ethic, security, ..)
Conclusion02
Acceptance and
strong agreements
Conclusion 03
Standardized
platforms
to ensure
interoperability
and to avoid vendor
lock-ins
Conclusion 04
Political decisions
and guidance of all
stakeholders and
on all levels
.
Conclusion 05
The use of a flexible horizontal
and open platform approach and
working with technical standards
seems to yield best results
An urban data platform is necessary to handle all the urban data in the best way, but you need:

•
Many UrbanPULSE and Urban
COCKPIT licenses already could be sold
to other cities based on the GrowSmarter
learnings
In Cologne
the topic has received much attention on a city-
wide scale and is in the process of city-wide
negotiations. Planned: use and implementation
with the entire municipal utility group
Replication
Porto and Graz have started
looking into replication of this
measure.
Busines Cases
Standarisation
Technically easily replicable
when working with standards.
•
using flexible open data platforms.

What are the replication plans ?

Editor's Notes

  • #2 Now a few words about our main and largest SmartCity Cologne Project: GrowSmarter. Together with the cities Stockholm and Barcelona, Cologne is a lighthouse city in this Horizon 2020 project. The vision is transforming cities for a smart, sustainable Europe. In a rapidly urbanising world cities need to become smarter to respond to citizen needs and to reduce their environmental footprint. GrowSmarter brings together cities and industry to integrate and demonstrate ‘12 smart city solutions’ in energy, infrastructure and transport, to provide other cities with valuable insights on how they work in practice and opportunities for replication. As cities face similar challenges, the idea is to create a ready market for these smart solutions to support growth and the transition to a smart, sustainable Europe.

Needed: Realtime data of the measures.

  • #5 Foster acceptance, develop key use cases (small) and use (open) data platforms that are flexible in terms of in- & output & ability to manage data over time. Create a legal framework and ensure all legal requirements and political decisions are in line. Define the value and quality of the data needed to accomplish your goals. Check early external data source and its quality to ensure the availability of the data. Contracts that a city concludes should contain a clause for further use of the data.
