What studies have
found out?
The recent report of Beyond Education (2021) that there are
already significant progress and efforts made for persons with
disabilities but there remains many barriers to ensure that they
are visible, accepted and value in an inclusive society.
One of these barriers that is also felt and expressed in the region,
in the national level and even internationally is the area of
leadership capacity building among persons with disabilities
(DSWD Field Office VII CY 2022 Narrative Plan of Action for
Persons with Disabilities; Beyond Education, 2021; Heidrick and
Struggles International, Inc, 2018; Prize, 2018).

What are contextual factors
leading to this concept?
• DSWD already started social mobilization projects for persons with
disabilities and for older persons in CY 2005 (DSWD AO 21 s. 2005)
and one of the objectives of this project is to resolve the non-
involvement of persons with disabilities and their organizations in
policy planning in areas which directly concerns them and their
families and also the lack of confidence and skills in leadership
among persons with disabilities.
• In 2008, the DSWD formulated the guidelines (Administrative Order
13 s. 2008) regarding the organization of persons with disabilities
into self-help groups and develop their skills, positive attitude and
confidence as well as maximizing their residual capacities to become
self-reliant, productive and contributing members of society.

What are contextual factors

Problem:
There were no rigorous evaluations made
on these projects to determine its impact
and these efforts were not sustained

What is the central thesis to
this concept?
The central thesis of this research study is
that building the leadership capacities and
providing rigorous instruction for leadership
development and practicing these instruction
is found to be more strategic in improving
the welfare of the persons with disabilities
and in effectively advocating for disability-
inclusion development.

What are the objectives?
The BLS project is sought to determine the extent or
degree of the need for leadership and project
management formal instruction among persons with
disabilities and its contributing factors in the various
critical areas thrive across their life cycles, namely,
social and public services, education, health, work
and employment, and civic participation and
governance. Understanding this unmet need will be
necessary to determine the scope of the leadership
instruction and capacity building that will be
proposed.

What are the objectives?
Specifically, the BLS project aims to:
1.measure the unmet need for formal instruction
on leadership and project management for and
of persons with disabilities;
2.determine the factors contributing to this need;
3.propose a leadership and project management
capacity package for persons with disabilities.
