BIM: The UK Government
Strategy
David Philp – Head of BIM Implementation
Cabinet Office, UK Government
UK Government BIM Task Group
BIM: Defined
Sometimes it’s easier to say what BIM isn’t!
• It’s not just 3D CAD
• It’s not just a new technology application
• It’s not next generation, it here and now!
BIM is essentially value creating collaboration
through the entire life-cycle of an asset,
underpinned by the creation, collation and exchange
of shared 3D models and intelligent, structured data
attached to them. Ultimately
BIM lets us make better decisions that
will help us create and maintain better
assets.

BIM: A way of working
A smart way of thinking (“start to start”, not cradle to grave)
Purpose driven
BIM
Q: will it make the boat go faster?
Start with the end in mind, will it
give the customer a better asset?
Define the purpose Live the purpose

Customers not getting the
outcomes they need / wanted?
Keep it simple; our
hypothesis is:
BIM
Government as a client
can derive significant
improvements in cost,
value and carbon
performance through
the use of open
sharable asset information

“Son, we’ve been doing this for 30 years.
If there were a better way,
We would have had found it by now!”
Technology not the problem!

BIM: Have ambition!
BIM
Don’t put BIM in a box!
• Pull (Government)
– Be good a buying data (as well
as assets and services)
– Do it consistently
• Push (Supply Chain)
– Early Warning to Mobilise
– Training
– Methods & Documentation
IMPROVED VALUE FOR MONEY(£)

Construction Strategy

Create the right environment for BIM
Better the collaborative conditions the better the BIM outcomes
2.32 Government will require
fully collaborative
3D BIM
(with all project and asset
information, documentation
and data being electronic) as a
minimum by 2016. A staged
plan will be published with
mandated milestones showing
measurable progress at the
end of each year.

Level 2 BIM
Flush away some misconceptions
Get rid of the fear
• It’s a fad / Morrellism
• It’s only for £50M+ jobs
• I’m an SME so it won’t affect me
• It’s only some 3D they want
• They will tell us how to do it
• It’s a single model, call the lawyer
• It’s from 2016, plenty of time

Have greater understanding of the entire life-cycle process
(especially design intent) through the models: data and 3D
Better business outcomes through early collaborative decision making
“Mama always said
construction projects are like a
box of chocolates. You never
know what you’re gonna get.”
Asset design based on
outcomes + performance
as well as form!
Increased predictability
of performance through
more detailed asset and
life-cycle planning

So what to do?
• What does BIM mean to you
• Where will BIM bring you and you client added
value (VP)
• What does that look like? Commercial overlay
• What am I doing already?
• How will it help me be more efficient and help
win work ?
• What questions can BIM answer for me? When
• What behaviours / processes will I have to
change?
• What workflows are important to me?
• Will I need new software/hardware/training?

So what to do?
Identify your agents for change
Create a BIM Community Of Practice
Joints dots with others
Understand your supply chains capability
Help them get ready
What data do you need to create or
interchange?
Who manages your data and how?
Create a BIM strategy
Set outcomes based maturity plan
Use BIM PxPs
Read BS1192 and PAS1192/2
