3. LOCAL PUBLIC FINANCE
Local Public Finance is about the revenue and expenditure
decisions of local governments. It covers the sources of
revenue that are used by local governments such as taxes (e.g.
property, income, sales), user fees, and intergovernmental
transfers.

1. Formulates the overall resource application strategy
to match the government’s macroeconomic policy;
2. Undertakes the formulation of the annual national
budget in a way that ensures the appropriate
prioritization and allocation of funds to support the
annual program of government;
3. Establishes the rules and procedures for the
management of government organization resources
i.e., physical, manpower and other resources,
formulates standards of organizational program
performance; and undertakes or provides services in
work simplification or streamlining of systems and
procedures to improve efficiency and effectiveness in
government operations.

1. The Department of Finance (DOF) is
the government’s steward of sound
fiscal policy.
2. It formulates revenue policies that will
ensure funding of critical government
programs that promote welfare among
our people and accelerate economic
growth and stability.

BUREAU OF INTERNAL REVENUE

1. The Bureau of Internal Revenue shall be under the
supervision and control of the Department of Finance.
2. Its powers and duties shall comprehend the
assessment and collection of all national internal
revenue taxes, fees, and charges, and the
enforcement of all forfeitures, penalties, and fines
connected therewith, including the execution of
judgments in all cases decided in its favor by the
Court of Tax Appeals and the ordinary courts.
3. Collecting taxes and fees is a fundamental way for
countries to generate public revenues that make it
possible to finance investments in human capital,
infrastructure, and the provision of services for
citizens and businesses

1. Formulate adequate operation guidelines for fiscal and financial policies;
2. Manage the cash resources, collect taxes made by the National Government
and guarantee forward cover fees due NG, control and service its public debt,
both foreign or domestic;
3. Act as principal custodian of financial assets of the National Government, its
agencies and instrumentalities;
4. Bond all accountable public official and employees pursuant to the provisions
of the Public Bonding Law and issue appropriate guidelines, therefore.

1. Under a decentralized regime, BLGF provides a catalytic role
in effective and sustainable management of fiscal and
financial resources of LGUs, transforming them into self-
reliant communities.
2. It is vigilant and dedicated to pursuit of development and
professionalization of its employees including those of the
local treasury and assessment services.
3. Assist in formulation and implementation of policies on local
government revenue administration and fund management;
4. Assist LGU in development and implementation of Real
Property Tax Administration (RPTA) projects.

COMMISSION ON AUDIT

1.Promulgate accounting and auditing rules and regulations
including those for the prevention and disallowance of
irregular, unnecessary, excessive, extravagant or
unconscionable expenditures, or uses of government funds
and properties.
2. Examine, audit and settle all accounts pertaining to the
revenue and receipts of, and expenditures or uses of funds
and property owned or held in trust by, or pertaining to, the
government

Public finance has to play a special role of promoting economic
growth in the developing countries besides maintaining price
stability. Public revenue, public expenditure, public debt, financial
administration and Public budgeting are the main major subject
matter of the public finance.
